UGA has to report NCAA secondary violation due to comments on Harvey-Clemons

ATHENS — Georgia will have to report an NCAA secondary violation regarding its recruitment of Josh Harvey-Clemons. But as far as secondary violations go, they don’t get much more secondary than this one.

Jim Booz, UGA’s senior associate athletic director for compliance, confirmed to The AJC Thursday that coach Mark Richt ran afoul of NCAA bylaws when he commented on Harvey-Clemons shortly after the highly-touted prospect announced on national television his decision to sign with the Bulldogs on Wednesday. Harvey-Clemons’ signing ceremony at Lowndes High School in Valdosta was televised live by ESPN and the sports network also had a reporter and camera crew with Georgia coaches in Athens.

Shortly after Harvey-Clemons made his announcement in Valdosta, ESPN reporter Cara Capuano asked Richt for his reaction and for his thoughts on prospect’s athletic abilities. Turns out that violates NCAA bylaw 13.10.2, which states that no one from a member institution can comment on a prospective student-athlete until his or her signed letter-of-intent has been received. As has been well-documented now, Harvey-Clemons’ letter-of-intent was not received by UGA until Thursday morning.

“It is something we’re having to deal with,” Booz said. “It’s not a significant issue. It’s not one that’s going to impact any of the individuals involved. It’s going to be considered a Level II secondary violation. Because of how everything transpired yesterday — it was a very, very odd and very unique situation — it just kind of caught everybody off guard.”

Booz said Athletic Director Greg McGarity will send a letter to the Southeastern Conference informing them of the mistake. But he said was highly unlikely any enforcement would result.

“In my opinion there was certainly no advantage gained by any stretch from what transpired yesterday,” said Booz, who came to UGA from Virginia last month. “It is a violation of a technical nature. But the way we’re going to operate is, if something creeps up, even something like this, we’re going to comply and report violations to the SEC if necessary and do it the right way. It’s just one of those things.”

Richt was in Louisville Thursday to attend the Paul Hornung Award banquet honoring 2012 recipient for Georgia senior cornerback Brandon Boykin and could not be reached for comment.

For what it’s worth, here’s how the NCAA bylaw reads:

NCAA Bylaw 13.10.2: Comments Before Signing.

Before the signing of a prospective student-athlete to a National Letter of Intent or an institution’s written offer of admission and/or financial aid, a member institution may comment publicly only to the extent of confirming its recruitment of the prospective student-athlete. The institution may not comment generally about the prospective student-athlete’s ability or the contribution that the prospective student-athlete might make to the institution’s team; further, the institution is precluded from commenting in any manner as to the likelihood of the prospective student-athlete’s signing with that institution. Violations of this bylaw do not affect a prospective student-athlete’s eligibility and are considered institutional violations per Constitution 2.8.1.

Just bc you get the best recruits doesnt mean you are filling needs. Thats why we have such a good class this year bc it filled our needs. Had we signed one – two more OL we would be top 3-5 of every ranking. But in reality we dont HAVE TO HAVE OL till 2013 class (Which is loaded beyond belief)

You want those Bama and LSU titles?? then just tell Richt to sign 90 kids every class and cut/ greyshirt the extras like they do. Thats how they stay stacked at all times (with maybe 1 down year) bc they dont have to recruit needs, just top talent where ever they can get it.

You want AUs??? Ask Richt why he didnt offer Scam 190K for his services

Ok, I’m a newbie around here so I’m gonna need the run down. Is everyone on here blinded by the SEC logo on the jerseys?
Yes, we play in the SEC, the best conference in college football, no doubt. But when every team around us is winning National Championships, is an SEC title game APPEARANCE really something to brag about?
We have not contributed to the recent run of dominance. You don’t get to claim dominance by association. We’re not a member of an A-list actor’s entourage.
I get the argument that we had a garbage DC for a few years is not a good excuse. Who allowed that clown to stay around for so long? You can’t just erase his tenure from the history books and claim it as an excuse for mediocrity. The program is not up to par with Bama and LSU, I mean South Carolina has caught up to us…..SOUTH CAROLINA, PEOPLE!!! They’re supposed to be a laughing stock, not a real contender for conference titles.

The by-law does not state the letter of intent had to be received (as the article states). It simply states that you cannot comment “[b]efore the signing of a prospective student-athlete to a National Letter of Intent …” Lots of gray area there.

Since defenses win championships, what does a QB, a RB and a WR have to do with our inability to win the BCS? Our DC was an idiot and Richt hung on to him too long. Bob Stoops fired him after 2 years as DB coach.

Richt is our coach for 2012. We can sit around and gripe or we can support the team. Those of you that want him fired, do you really think Saban or Miles are going to come to UGA?

We move up when those guys play anybody.

While they all wait for us to play someone…

Which does not happen until SEC Championship Game, and I am not convinced at this point what The SEC West has 2012. They do not have our schedule. They also do not have our defense. I know that they don’t have our running game. It is going to be fun. Most fun of all 12 years.

Payback SEC Championship Game.

Payback South Carolina.

Payback Bowl Game.

If they are not payback games, that will be 3 straight losses in each.
