One day after a Clayton County judge set Nov. 26 for the start of his trial on 37 felony counties, former sheriff Victor Hill – now the Democratic nominee to replace incumbent Sheriff Kem Kimbrough – took his troubles public.
The former sheriff released a batch of documents that he said would prove his innocence, and promised to show reporters even more. See the docs here, here, here, here, here, here, and here.
From the press release, which arrived shortly after midnight this morning:
The attached documents and time line not only bring into question the credibility of the case against Victor Hill, but also brings into question the credibility of the sitting sheriff and District Attorney. This clearly indicates that they are both capable of and probably have made questionable cases on other individuals.
Victor Hill will be available today for an interview and will also make available for the media to see the 350 surveillance photos (to include pictures of him campaigning at the 2012 MLK parade earlier this year) taken by Clayton County deputies and a video of them going through his trash.

Elections are won by majority vote. The majority of Clayton County registered voters who turned out for the run-off election unfortunately voted to remove Kem Kemrough from office. Victor Hill is a disgrace and should never have been allowed to run for public office. The fact that a multi-million dollar judgement was awarded due to his incompetence is enough justification for this. But the arrogance and inexperience that governs the county post white-flight is at fault — in leadership, politics, and residency. Formerly a county dominated my military families and suburban living, it currently awaits forward-thinking leadership to move into a new direction. They provide bailiffs to the courts, guard public buildings such as the courthouse, serve warrants, etc. but they do not patrol the streets. 20 years ago I was associated with a law firm that did a lot of pro bono work in metro ATL. From conversations with lawyers, I realized that in the legal community, in and out of Clayton, the county’s legal system, or at least the criminal justice system there, was a joke. The cops there routinely planted drugs at traffic stops, made unlawful stops and searches, and were in general a bunch of cowboys. There were rumors about a particular law firm’s ability to make serious drug charges disappear for a fee. Two or three of the cops who were habitual bad actors were later convicted of murder resulting from a botched robbery of a club owner.
At that time Clayton was a bastion of whiteness, police force, DA’s office, judges, sheriff’s office. Corruption does not have a skin color, except maybe the green of money. When people accept it, first in the name of ‘law and order,’ or figuring it’s ‘just business as usual,’ it becomes like Pandora’s box. The evil is loosed and it aint gonna get smaller, it’s gonna grow.
The people who initially dug the cesspool of corruption in Clayton have moved on to Fayette etc, but they are as much to blame for the county’s woes as the citizens there today. they established the culture that reigns today.

These numbers tell the story of why Victor Hill won, taken directly from our Board of Elections web page:
There are 150,788 registered voters in Clayton County.
ONLY 24,335 showed up to vote in the runoff. Victor Hill won by 1,772 votes.
WHERE were the other 126,453 registered voters? I hope you all can live with yourselves and whatever fresh hell Victor Hill drops on us during his next reign of terror.
For the record, there are plenty of sane, hardworking people in Clayton County who are not living off the government contrary to popular opinion. Unfortunately election results like Victor Hill overshadow those people, and all of the great outcomes we had during the runoff election (we got rid of Eldrin Bell FINALLY along with the man who wanted raised our taxes yet doesn’t even own a home in this county, our very own drunk driver, Wole Ralph).
Isn’t this supposed to be the Bible Belt? I ask that Christians pray for Clayton County instead of piling on. And Clayton County residents who don’t want Victor in office need to pray that our District Attorney can make just ONE of those charges stick, because that will keep Hill out of office. From the looks of the evidence attached to this blog, that shouldn’t be too difficult.

I voted in the runoff election held in Clayton County the other day & was very unhappy with all of the results in the contests that were on the ballot in my portion of the county.
I cannot pretend to understand the sentiments of the voters who gave the primary victory to Victor Hill who is facing 37 felony indictments but hopefully the truth, whatever it is, will come out in his trial that starts in November.
However, to the folks here who appear to be taking great pleasure with wholesale pot shots & bashing of the citizens of the county, I am insulted by your tone! I would suggest that you with-hold your generalizations & broad-painting brushstrokes as I & many of the citizens of the county are unhappy with the election results but we are residents of Clayton none the less..
The sitting sheriff actualy got the most votes in the original primary election but he failed to get 50% of the vote because there were 4 candidates & a runoff was thus forced. Unfortunately the 2 other contenders all threw their support to Hill, hence the result we got on Tuesday.
I suspect that many of you have never been in the county except for your visits to the airport or on a ride down I-75. I live in a beautiful area of homes & scenery populated by law-abiding & hard-working people which is not an isolated or rare thing in the county. I find the generalized bashing offered here thus far today to be personally insulting to put it mildly.

I still own a house in Clayton but moved 5 years. I am so disappointed in the voting citizens of Clayton, it’s almost as if the election process is a joke. No thought goes into the vote. Victor HIll ran for Sheriff not police chief. He’s not supposed to be fighting crime in the streets, he’s supposed to be protecting the Courthouse, running the jail and serving warrants. But for some reason y’all support him doing someone else’s work and letting his own lag. We won’t even go there about the 37 FELONIOUS FEDERAL COUNTS against him. Who does that? For most of the people on this blog making comments about Clayton county. Yall need to look at your own counties first. S. Dorsey killed Sheriff Brown in Dekalb. Fulton County jail they make rap videos and unlock their cells as well as let a man shoot up the court house. When Victor Hill was in charge most of the criminals hated to go to jail because he made it hell for them. I have never been to jail but i feel better with him in charge than Kem. Kem jail staffers beat inmates, a inmate died, all kind of things not to mention the crime is out of control imo. Crime is in every county even the rich people got their fair share. So don’t hate on Clayton because we elected Victor Hill, we know how things were when he was Sheriff. While I did not read the documents in depth (can’t get past page 1 on the first one). I really didn’t see anything there that is exculpatory to the charges. The fallacy in his covering email is that the Clayton DA is not the one who sat the grand jury that came in with the indictments. He is obviously trying to be heard in the court of public opinion before this even goes to court by blowing smoke which obviously has worked for him before in Clayton County. I would question if it is even legal to publicize the police investigations without at least redacting the privileged tag numbers and subsequent motor vehicle records of uninvolved parties. Can the prosecution ask for a change of venue? At the very least they should be in front of a judge today asking for a gag order.

For the longest, I thought Mr. Hill would fade into the dusk and we would never have to hear from him again. Having said that, I wonder what kind of law enforcement officer Mr. Kimbrough is seeing he was beat by Hill. Victor Hill has the worst judgement of any Sherriff I have ever seen, and I’ve lived in at least 10 states. For Hill to be voted in, it really makes me wonder about some of the people who live in Clayton Co. Mr. Kimbrough, you seem to be very slick. what’s done in the dark…I know some people who live there and they are some of the finest people I have ever met. My Pastor lives there. Mr. Dole will NEVER let Mr. Hill take office and he, in my mind he never should. 37 counts? He has to be guilty of something. Mr. Kimbrough, sexual charges? Seriously? It’s Brothers (used loosely) like you two who make it hard for those of us trying to be what God has called us to be. People all over the country are laughing at you . Do either one of you realize what you have done? Both of you really need to consider leaving the Metro area. Mr Kimbrough, your lucky your wife is still with you. Time will tell.

As for the rest of my comment… Clayton county is in trouble… and it’s only going to get worse with Victor Hill in charge… Hopefully, he’ll be convicted and sentenced.. and this will all be a nightmare we laugh about.. Hopefully, someone will be put in place that can truly clean up that county…. I don’t live there and have no intentions to ever live there but I do know that if this isn’t fixed.. we’ll all feel like we live in Clayton county… Go away Victor Hil.. I don’t live in the county but support Victor Hill. He at least has docs proving his innocence. You may not like his methods but his message is clear. You go Clayton County and also look at the governor of this wonderful state..Nathan Deal. He was also elected and is known to be crooked!!

Clayton is just like Washington D.C. where Marion Barry was arrested and convicted of smoking crack and it was recorded!! Victor Hill is, at least, a narcissist and, at worst, a sociopath. Don’t know what the people of the county who voted for him were thinking but I thank God I don’t live there. Also, the voters have given their power to state officials who can prevent him from taking office.

For everyone calling Victor Hill a criminal let me ask you one question: Are you not innocent until proven guilty? Anyone can be charged with a crime, all it takes is to be in the wrong place at the wrong time. Let’s not forget that our Governor has a shady history also and I’m sure a lot of the people posting such negative things about Clayton County voted for him. Let the system play it out. If the man is convicted of one of the charges he will not be Sheriff, however if he is found not guilty is he still a criminal? The people voted for him because he was visible and they perceived him as tough on crime. When the criminal say they would rather go to any jail but Clayton County that’s says a lot to me. Sheriff Kimbrough did his job but he was not scandal free either. Again let the system run its course and we will see if he a criminal or not.

1. When I read a case file, I read the entire file not excerpts provided to me about the person investigated. Shady.
2. Sheriff K should not have investigated Sheriff H, rather ask an outside agency to conduct that inquery to be proper.
3. Sheriff H seems to have had a lot of fun being followed around. That must have made him feel “real important” like Mayor Bill Campbell. Ouch!

It appears that what gave legs to any indictment of popular Victor Hill was his announcement in early 2011 that he planned on running again for sheriff…against Kem Kimbrough. Suddenly, there appeared to be a rush to indictment the former sheriff. The surveillance that Kem Kimbrough evidently ordered his department to engage in against Victor Hill is unconscionable and, from what I hear, costs the Clayton County taxpayers about $400,000.00. I am glad that the Clayton County voters rose us and threw out of office Sheriff Kem Kimbrough. The people of Clayton County feel much safer with Victor Hill in office. I have talked with many Clayton County citizens this week. The thugs and criminals are afraid of Victor Hill. You outsiders who like to gleefully look disdainfully toward the citizens of Clayton County would probably feel differently if thugs and criminals were running rampantly up and down Haberham or Tuxedo or East Cobb. You have guilty of engaging in geographical snobbery. It would be funny to see how fast you would call a Victor Hill-led Sheriff Department if some thugs just engaged in a home invasion against you. Victor Hill dispatched units on the scene with all due alacrity.

Almost every goverment entity has their ethical and political challenges these days, as does the city of ATL and the State of GA for that matter. Power, money and greed are universal.

If you had a more wordly view and were not trying to capitulate to white folks and have them like you, you would realize that Victor just like Marion did more for people of color than Obama ever has and that’s why they were targeted. Sure Marion smoked crack, but I guess you’re going to ignore the fact that Obama was a druggy during his teen and early adulthood, huh. @Auntie Christ, Thank you for putting it out there. Corruption has no skin color so please don’t try to act like that blacks are the only ones that do it. As a former resident of Chicago which has history of years of corruption performed by white men, I know for a fact that corruption has no skin color. As a black woman, I also question the reason the residents of Clayton County put a man with such character back in office. This does say a lot for the residents. All we can do is pray for that county because they will need it.

This is for the ignorant people who continually scream “innocent until proven guilty.” This doctrine applies to a jury inside a court of law. It does not apply to people expressing an opinion. Also, there is case law which expressly states that it is permissible to draw an unfavorable inference subsequent to felony indictment. Hill is guilty as hell. So was O.J.

Anyone ever hear of “skip” chesire? Well, he’s a white male who is the former court administrator in Cobb County who used his influence to have women engage in various sex acts in the Cobb county courthouse. There were implications that Superior court judges were aware of and/or engaged in the sexual trysts. This was not a top news story, and it took almost a week to find any residue of it on the internet. The epicenter of white male republican activity, counties such as Cobb seem to have immunity from media scrutiny.
Is Fayette county a Black female assistant DA was caught performing a sexual act on a sitting judge, in his vehicle. She was suspended without pay, placed under investigation, all while this judge was given the option to resign. The hierarchy of power swayed in the direction of this white male Superior court judge. Not to mention the top judge for the circuit calling the attorney, who exposed the information, into judge’s chambers, during hearing & trials, to perform sexual favors.
What about a law case out of Gwinnett that is required study for educational law where administrators allowed an injured student to lay on the floor bleeding while they tried to figure out how to not report the incident so it would not reflect as a violent act for their school.
I can go on-and-on, but my point is the media propagates the fallacy of a utopia in predominantly white areas, when in fact they are the most problematic (psychologically, morally, and ethically). Fortunately I have had an opportunity to study & research media, propaganda, and politics, a major portion of which was to view & analyze media coverage. Today’s media is the most technologically advanced propaganda machine in history with instantaneous misinformation available via twitter & facebook.
“Innocent until proven guilty” is still the standard, but the misguided one’s who believe in the fallacious/oxy-moronic ideology of white superiority will continue to plague comment boards & pollute the planet with their presence.

I live in Clayton County and I sure as hell didn’t vote for Walking Small. I find it a bit deceptive for a candidate who is not the incumbent to have “re-elect” on their campaign signs as well as appearing in what looks to be a Sheriff’s uniform in some ads that appeared on LED billboards as well as campaign mailers.
Victor Hill is someone whose middle name ought to be troublemaker. Years ago, he worked for a police department in South Carolina (North Charleston, IIRC) and left there under mysterious circumstances and ended up moving to Atlanta. When he was a Clayton County police officer, he was also a member of the Georgia House Of Representatives and during that time he butted heads with County officials over a policy regarding county employees running for political office. When he resigned from the Clayton County PD, he parked his patrol car in the Police Chief’s parking space with his gun and his badge in the trunk of the car.
When he was Sheriff, beside butting heads with the County Commission, he was also butting heads with the Clayton County PD, as he had every intent to try to force a merger of the two departments that he would head. This is part of the reason why he had the CCSD cars painted black (He also had his name put on the cars, which is the height of arrogance and egotism, as putting the Sheriff’s name on the cars is just not done.) and why they switched from the traditional brown uniforms to navy blue ones that nearly match the CCPD black uniforms. He also started putting deputies out on patrol duty and duplicating the services that the CCPD performed and this caused a lot of friction as a result. While under state law the Sheriff’s Department could do the same duties as the Police Department, traditionally counties that have both a Sheriff’s Department and a Police Department lay out specific duties for each department and the Sheriff’s Departments have traditionally performed duties assorted which the courthouse.
After Hill was defeated in a runoff in 2008, he quit showing up to work, which for a sworn officer of the law is unacceptable. You didn’t see Stanley Tuggle act that way after he was beaten by Hill in 2004.
Sheriff Kimbrough was doing a fine job as Sheriff, as unlike when Victor Hill was Sheriff, the only time his name would be mentioned would be for the sort of things you expect the head of a county law enforcement agency to be doing. He wasn’t making the news for firing deputies who happened to support the former Sheriff; he was out there trying to undo some of the mess Hill left, like a number of missing CCSD badges that Victor Hill seemed to hand out like candy to his supporters. As a result, they had to redesign the badge and reissue them to their deputies. Even out of office, Victor Hill was costing the taxpayers in Clayton County.
Victor Hill seems to continue to ignore the fact that they brought in a special prosecutor from outside of the county, and if this was “political”, they would have not done so. The charges against him were the result of an ethics complaint that was filed by a citizen who had looked at his campaign disclosures and then brought it to the attention of the District Attorney as well as the current Sheriff.
Of course he’s going to make these outrageous accusations towards the current DA, as she defeated Jewel Scott back in 2008, who has been a longtime supporter of Hill’s ( As has her husband, Lee Scott, who has had multiple failed bids for the county commission.). She also recently defeated another candidate supposedly linked to Victor Hill and the Scotts, Leslie Miller Terry.
Victor Hill will not serve a single day as Clayton County Sheriff as with 37 charges against him, the chances of beating all 37 of them doesn’t look very promising. Once again, he’ll cost the taxpayers of Clayton County money that could have been better spent elsewhere, as at some point they will have to hold a special election to fill his term, and I don’t think they’ll let the interim Sheriff sit in office until the primaries in 2014.

If you read the surveillance report you will see that when he didn’t know he was being tailed he parked in handicapped spaces at almost every opportunity. That speaks volumes about his real character to me outside of the felony charges. My wife has cerebral palsy and I wouldn’t dare park our handicap tagged car in those spaces unless she is with me.
One of the few times he didn’t was the meeting with Turner and Porter.
