A Republican state lawmaker has introduced legislation that would ban all Georgia’s public colleges and universities from accepting illegal immigrants.
The Board of Regents last month adopted a policy under which the university system’s five most competitive schools are effectively barred from accepting illegal immigrant applicants beginning in fall 2011.
The legislation prefiled on Wednesday by state Rep. Tom Rice, a Norcross Republican, would prohibit all of the university system’s 35 schools from admitting illegal immigrants.
Rice said he did not think the Regents went far enough.
Immigration is expected to be a hot topic at the state Capitol when lawmakers reconvene in January.

Great idea. Make sure that all Georgians, including immigrants, remain ignorant. This goes well with the Republican plan to destroy public education. Also goes well with the ideal of attracting only multi-national companies which hire uneducated peasant labor. An educated workforce is truly a frightening concept. They just might figure out that they are being lied to constantly, stolen from, and pillaged by the powers that be.

Legal immigrants, people with green cards, all here legally, work visas, etc. If you are so pro-illegal immigrant, please invite several to come and move in with you so that you can support them. There are laws but then I guess you are not in favor of enforcing laws on the books so don’t whine or complain if you are ever the victim of a crime after all they are just laws and no one abides by them. Good grief. Put the laws on the books and watch the illegals leave the state as in Arizona. What stinks is that we even need a bill to be passed for this purpose. Should be a “no brainer”. You should also be a citizen of this country to get a job, buy real estate, use the medical facilities, get a driver’s liscense and the list goes on. Must be really tough to become a LEGAL citizen of the United States if so many bypass this step, sneak in, and start living off the government. It wasn’t too difficult for my great grandparents. And no, they didn’t speak english when they arrived either, but they gladly learned, and I’m glad they did.

Prohibiting entry into colleges is a good start. But if you really want to see illegals leaving voluntarily do the following: (1) Prohibit entry into K-12 also, and (2) fine employers $5,000.00 per illegal immigrant they employ.

As for California being kooks…. read the state’s history, it’s founding. Spain settled there first. Braceros were brought from Mexico in great numbers in the 1940’s for the agricultural industry. Deal with reality, not politics. The facts are there are kids here whose parents brought them to this country illegally. Denying them college admission isn’t going to make them disappear. A certain proportion of these kids have gone to school, succeeded and excelled. They are ready to contribute to society and want to get an education and are willing to pay for it. By denying them admission you keep them from advancing, you keep them from contributing to their fullest potential and you perpetuate existing stereotypes and create a permanent underclass. I can’t understand what is so wrong with allowing anyone who has the ability to further their education the chance to do so.

This is another no-brainer. Why should Americans who paid into the system be left behind because children of illegals took their spot? These children and their parents need to be quickly expelled to their country of origin unless 1. They commit to military service for 15 years. This is a common sense idea that will help solve the light amount of troops in troubled areas. 2. Or they take jobs cleaning up and/or building more highways because we need more roads, not dumb rails 3. Or they quickly get jobs at places like Walmart, Arby’s, Taco Bell, Hardee’s etc. if natives (no, not Indians, I mean folk born on U.S. soil recently) refuse the jobs first.
I run a plumbing business and I employ kids like Raoul from Guatemala who loves his wife, four kids, believes in Jesus and works harder than any native I know. I take a lot of heat for this, but I need someone who will work hard, not complain, take home a few bucks at the end of the day to carry on America’s traditional values. But, I don’t think that Raoul’s kids should get into our schools. If they need higher schooling, then I’m sure there are some good schools in Guatemala or Mexico. When they finish, they could then apply for citizenship and become even better members of America than their parents.

I know that ignorance is bliss, so I hate to rain on your parade, but the fact of the matter is that it is not a crime to be in the country without permission or documents.
It is an administrative offense or a civil offense, depending on the circumstances. For most undocumented immigrants, being in the country without permission is comparable under the law to building a fence in your yard without a permit or speeding. When a deportation hearing takes place in the court system, it is a civil proceeding, not a criminal proceeding. When a deportation takes place, it is an administrative action, not a criminal one.
An example of when an undocumented immigrant would be committing a crime: if an immigrant is deported and re-enters the country illegally.
If I build a fence in my yard without a permit, should I be banned from attending public universities in Georgia?

During the summer, an audit was done by all the schools in the University System of Georgia. The audit cost a lot of money (but the official pricetag wasn’t disclosed) and found very, very few undocumented students in the USG.
It costs a lot more money to audit the system to find a tiny number of needles in an enormous haystack than it does to allow undocumented students to pursue higher education so they can become contributors instead of consumers of government.
After all, undocumented immigrants do pay taxes. About 50% of undocumented workers in the United States are working on the books. Whether you believe it or not, some of them are even paying income taxes. On the federal level, undocumented immigrants generally provide a net fiscal gain to public budgets. This is also the case on the state level in many states, including those states which have high undocumented populations (Texas, Arizona, New Mexico, Nevada, North Carolina, etc., have all found that undocumented immigrants provide their states with net fiscal gains. And yes, these studies took into account the cost of educating the American-born children of the undocumented.)

Illegals are an easy target for the bigoted masses out there, I work in law enforcement and some of these folks are victims of the most horrible crimes (rape, assault, abuse, robbery, etc) and yet will rarely report a crime or cooperate with us for fear of being deported. Do you really think they are going out and risking deportation for all the so call “Free benefits” or “perks” that many claim illegals are abusing? I don’t think so. I do not think this would effect multinational firms from moving to Georgia because these illegal immigrant students won’t be able to work for these companies legally since they do not have either a social secuirty card or a work permit. These firms will also use e-verify to verify their immigration status, so what is the big deal? Why educate those who cannot make a contribution to this country anyway. As far as I am concerned, a high school diploma is all that illegal residents are entitled to. They should return to their country of origin for further education.

Actually, Republicans have bankrupted us by giving tax cuts to millionaires. See Bush, George W. He doubled the national debt from $6Trillion to $12 Trillion. Ronald Reagan tripled it from $1 Trillion to $3 Trillion. They also took away the interest tax deduction on the automobiles we drive to work but left them on vacation homes, yachts etc. Not a real good track record for the middle class.

I served in the U.S. Army for 28 years and lived around the world. I paid attention to the natives when they would comment about Americans being slow, backward and did not or could not fit in. What you people don’t understand is that it takes damn near a GENERATION to be approved for legal immigration into the US from Mexico. Seriously. Due to our current immigration quotas, a poor person with no work visa granted for specific skills not filled by citizens would wait nearly 20 years to be *possibly* granted legal entrance. You all act like it’s as easy as filling out the paperwork and going through the “process”, and these people just flaunted it.
This is why Bush proposed the guest worker visa program — there are needs in our economy that these workers fill. Give them a way to get here LEGALLY to work, and have them pay taxes. Then you can lay out a possible path for citizenship for those workers (certain amount of time here, maybe military service, no criminal record, etc.)
Immigration laws and quotas as we know them in this country really didn’t begin to kick in until the 1920s. Before that (and even for some time afterward), pretty much anyone who managed to get here got to stay. How many of YOUR ancestors does that cover?

Just to set the record straight, desptite what most Georgians, at least those who have been commenting on this topic, believe, we cannot legally pass a law to deny K-12 education to any child who lives within the borders of our state. We are prohibited by Supremem Court (federal) case law (Castañeda v. Pickard and Lau v. Nichols), which has the same effect as that of federal statutes, and the Equal Access clause of the 14th Amendment to the US Consitution from denying such a child admission to a K-12 school. In point of fact, we are barred even from asking the child and his or her parent/guardian for proof of legal immigration status. Do you understand what I am saying: school personnel cannot legally ask for any documentation or even ask if the family is in the country legally. It would be illegal to do so. That is why our schools no longer ask for or collect Social Security numbers; it would be an indication of immigration status or not (aside from the fact that our Social Security numbers are never allowed to be used for identification purposes, by federal law!)
I once had to write an explantion of this very issue for our newly-elected governor in another setting several years ago. Don’t even think about trying to legislate any child living in Georgia out of a K-12 education. I and, I supect, any number of others.

Undocumented immigrants are paying taxes and are not receiving most forms of public benefits and services.
Each year, undocumented workers pay $6-7 billion a year in Social Security taxes they’ll never be able to draw and $1.2-2.2 billion in Medicaid taxes they’ll never be able to draw. In fact, the earnings suspense file at the Social Security Administration is being bolstered by hundreds of billions of dollars contributed by undocumented immigrants, and those reserves are growing by about $51 billion each year.
On the federal and state levels, undocumented immigrants are generally net contributors to government (the costs add up on the local level, though). The average immigrant, regardless of legal status, pays about $80,000 more in taxes than he or she receives in public benefits and services over a lifespan.
As I’ve already mentioned, most of the states with the highest undocumented populations have found that their undocumented immigrants provide net fiscal gains to their state budgets, even when accounting for the costs of educating their native-born children. Texas found that undocumented immigrants pay $424.7 million/year more in taxes than they receive in benefits and services. Similar studies have been done in Arizona, New Mexico, Illinois, Nevada, and North Carolina.
All undocumented immigrants are banned from using any welfare or public assistance programs. In fact, since 1996, even most legal immigrants have been severely restricted from using public assistance. The only exceptions are emergency medical care and public k-12 education.
Are there cases of welfare fraud among undocumented immigrants? Sure. But studies have consistently found that welfare fraud among undocumented immigrants is at considerably lower rates than welfare fraud among the native-born. As the undocumented population in the United States doubled, we saw federal welfare caseloads decrease more than 30%, and state caseloads declined about 60% in the states with high concentrations of undocumented immigrants. When undocumented immigrants do use the emergency medical services for which they are eligible, they use less than one-half the dollar amount in medical services that the native-born do. Immigrants tend to use medical services far less frequently than the native-born. Communities with high undocumented populations also typically have lower rates of ER usage.

I am a teacher here in Georgia. I honestly believe if we weren’t spending so much money to educate the illegal kids in the k-12 with programs such as ESOL, ELL, etc. (on top of spending the money to actually educate them) our school systems would have a lot more money. The burden of these kids probably led to my pay cuts, furloughs, etc…Also, think about how the money being spent to educate the illegals is taking away from children who are citizens or here as legal immirgrants. The money spent per student has drastically declined over the years. We would also probably have a much smaller student-teacher ratio in our classes if some of these kids weren’t here. These kids are also the sub-group that keeps schools like mine from making AYP – I realize these are children and they didn’t make the choice to come here BUT if we didn’t allow them in our schools the parents probably would be less detered from bringing them here.

Can someone explain to me how in the first place can an illegal enter school without a social security number? And then explain to me, once they have entered school, who’s social security number are they using if they are here illegally? So if you stop them on the front end, no need to worry about the back end. Again, if I am caught breaking the rules, why cry about the punishment?

You don’t have to have a social security number to enroll in school, just an address within the district. I know that we aren’t allowed to tell on students who tell us they are illegal because if we do we can lose our job. It’s a baffling thing that a school system that is run under federal/state regulation can knowingly break the law and harbor illegals. I myself lived and attended school in another country (Japan) and I had to have my equivilent to a VISA on me at all times….and my parents had to pay for me to go to school! My father also had to sign something saying that if I got into trouble that he was accountable and all sorts of stuff. Other countries have STRICT immigration policy and don’t tolerate ILLEGALS so why is it so hard for people here to comprehend????

To BOO they survive in our country because they use dead people ssn numbers to work and our employer don’t care,we had someone working at my company alot of us reported it ,and guess what we were told by the immigration the list was long. Then we learned six months after she quit that the owners moved her from one hotel to another because they was looking for her to deport her.

The bill is to little almost too late. If the CEOs and Board of Directors take the money, then they should be the first to be locked up when ILLegal Alians are Used, and I do mean USED. The boil has been festering for over 30 years; ignored by both parties. Time to secure the borders. And O by the way… Just see what consequences await if you get caught as an Illegal South of our border.
