I asked the question earlier this month; yesterday, we got the answer:
A federal jury on Monday awarded $17.5 million in damages to an Atlanta businessman who claimed the City of Atlanta and Hartsfield-Jackson International Airport illegally steered a lucrative indoor advertising contract to a competitor with deep political connections.
The verdict, which came after nearly eight hours of deliberations, called for Billy Corey and his company, Corey Airport Services, to receive $8.5 million in compensatory damages, to be paid in thirds by the city, Clear Channel Outdoor Inc. and businesswoman Barbara Fouch.
The jury also awarded Corey $9 million in punitive damages. Clear Channel was ordered to pay $8.5 million and Fouch $500,000.
The verdict was an embarrassment for Hartsfield-Jackson and City Hall that recalled the political maneuvering and outright corruption that came to symbolize the operation of the airport during the 1980s and 1990s.
The city said it will appeal Monday’s verdict.
So, city taxpayers are out almost $3 million in damages, plus whatever legal fees the city has accumulated — and will continue to pile up in an appeal. For what? So that Barbara Fouch can enter a fourth decade of making millions from a sweetheart contract?
No thanks. End the shenanigans, and re-bid the contract.

Another example of elected and appointed officials looking the other way or lining their own pockets. What ever happened to truth, honesty, and selflessness in government. It just gets worse as you go higher. People, you need to pay attention when you go to the polls and keep re-electing the same folks that keep doing the same thing. Those expensive suits and dresses don’t come from their salaries. Research, learn, remember, and take appropriate action on election day. It’s your money their stealing.

Of course, I thought businesses (that would be Atlanta’s crony jobs program) PAY the owners of the venue (that would Atlanta taxpayers) for naming rights. I love it that Billy Corey had the $Doe Ray Me to take the city to task and he will wear them out on the appeal too. He’s already spent $3M of his own money to get this far and he’s prepared to go the distance. That airport has been the trough for all of the corrupt politicians who have made their way through the revolving door that city hall has become since 1970 or so. Maynard Jackson and his family all got filthy rich off of it. His daughters and wife still have businesses there. Mayor Shirley Girl Franklin’s ex husband, David, who is now deceased made his money there as did some of her children who didn’t marry murderers and go to jail, and Bill Campbell and his cronies have gotten fat off it. Finally, some justice is going to occur and that cess pool down there will be exposed for what it is. The gift that keeps on giving for the elected black officials, their families and cronies of this town.

Glenn & GF: The reason why Southwest won’t come into Atlanta is that their business formula is based on serving little-used airports with cheaper landing fees…and they fly point-to-point rather than the hub-and-spoke system that the major carriers use!! Southwest almost got here because they were one of the bidders for Frontier when they filed Chapter 11…..but Republic outbid them….It also would’ve been a corporate change for Frontier to convert to all Boeing since Frontier retired all of their Boeing aircraft and became an all-Airbus fleet!!
Plus…Delta would’ve taken the Southwest threat seriously and undercut them on any route that both carriers flew!! Note what happened when jetBlue came to Atlanta and challenged Delta on the ATL/LAX route….

OK Georgia Dawg…First, whatever favoritism the power structure of the City may have shown they learned by observing how ‘Boss Hog’ did it over the years – I don’t mean Ivan Allen, but Sam’s sure had some ’splainin’ to do – and if you go sayin’ that Boss Hog was one of them corrupt Democratic municipal and county heads, then you haven’t been paying attention to ‘The Southern Strategy’ that’s been working so well for Republicans since the ’60’s.
As for your comment about the City selling it’s ‘jail’ (actually a ‘detention center’) to friends of Jackson and Franklin, seems to me that the only folks I’ve read that they are in negotiations with – and this sale is critical to meeting the City’s budget plan – is Fulton County. After all it is the purview of the Sheriff’s Department to run jails anyway, so why not make it part of the Fulton County Jail system – they’ve got a shortage and Atlanta’s ‘jail’ occupancy is less than 75%…and as for ‘dim-witted’, seems to me that the ‘predominately’ white business leaders in the City are all for that sale, along with the more ‘fiscally’ aware members of the City Council as well as the County Commission…Fulton County needs the space…the City of Atlanta needs the money…but you need to make up crap and try to sell it as corruption.
Oh, one more thing. I would have thought you would have been behind the Clear Channel/Fouch side of this lawsuit since CC is not only the largest airport/transportation advertising company in the Country, it’s broadcasting arm is the poster-boy for right-wing talk across the nation as well. Simple fact is, Billy Corey’s ‘minority partner’ wasn’t as effective as ClearChannel’s was and Billy Corey’s operation ain’t exactly squeaky clean either.

As a native of Atlanta, I’ve seen the transition that my home town has taken; at one point, much of the population was left out of the political process….now, the preponderance of the population IS involved in the political process. The problem is that many of the populace have not been economically affected by the change!
If the state, in its current political form, took over the airport, further diversion of funds would take place. Look at the expansion that’s underway now for a new international terminal; look at the addition of the fifth runway (10/28)……that’s because of the vision of many in LOCAL government who see what the airport CAN be…..along with the carriers that serve ATL!!

With Southwest, though, they had taken over a lot of commuter routes that other major carriers had abandoned during mergers! The LAS/LAX route is one of SW’s most profitable routes….but the landing fees at LAX and LAS may be cheaper than they are in ATL!! Particularly in Cali, ther are some SW routes that allow them to serve high density airports like LAX…OAK/LAX is a strong SW route…..because of their business practice…if they have to serve a major airport like LAX, they can compensate by the service they have in the “minor” airports….like Chicago…SW serves MDW rather than ORD….landing fees are cheaper; they serve PVD rather than BOS….BWI rather than DCA or IAD…..
Also…the point-to-point vs. hub and spoke…and only having one aircraft type allows SW the flexibility that carriers like DL don’t have!! SW is the model for jetBlue and AirTran…

Government officials commit crimes and taxpayers foot the bill. Yet another reason why all government functions should be handled by a truly free and competitive private sector market.
Of course these numbers are just the beginning. Throw in all the wrongful death suits at the hands of police, and the numbers grow and grow. In Mayfield, CA, the city was forced to close because they could no longer afford liability insurance. Their criminal-filled police force was costing the city so much money in lawsuits they just had to close up shop. Sounds like the approach Atlanta and other cities all over this country need to take. Might show the parasites who live off the taxpayers just what will happen when the money finally runs out. At least with a private company, unless the government steps in to bail out their friends, the penalties for liability hit home and there is some real accountability. And please don’t bring up BP. So much of that blame lies with the Federal Government and their demand that BP drill in 5000 feet of water instead of where they and the state agreed they should drill (500 feet of water). Add to that the government caps on liability (passed with the votes of SO many current congressional representatives and senators) and the conditions were ripe for failure.
At the Federal level, lets not forget how we are all getting screwed by TARP, the numerous stimulus plans, and the general inflation caused by the Federal Reserve and their non-stop printing press.
The well-connected always profit from their use of the power of government. Good companies can manage to be successful without special privilages.

Anyone who has lived here for any decent length of time knows that the city officials are some of the most corrupt in the entire country…and the airport takes the cake. I know several people who have worked in various contract related positions and each one without hesitation says bribery is the only way to win contracts there…and the city is pretty much the same way. I wish Mary Norwood would have won mayor…seemed that would be the only way to stop the corruption. Don’t think the new guy will do anything about it.

Hmmm, seems like a good time to throw in the privatization angle again. If this were a private company, they and their shareholders alone would be facing this penalty. But no, this stupid city wants to hold on to and continue to mismanage what should be the biggest cash cow in the southeast. I’d love to see them sell the airport, pay off all debts, return property taxes to lower levels and encourage more businesses to come in with the money they’d make off it. Sure there is no guarantee that a private company would not see some corruption too, but seriously, can they do any worse?

My mother-in-law..who is not technically savvy, filed her paper return…and has YET to get her return back! Everyone isn’t computer literate…particularly those who are elderly!! Even with a paper return, my mother-in-law got her fed back in less than six weeks!!

Rangel, ethics committee in last-minute bargaining
The Associated Press has learned that New York Democrat Charles Rangel is making a last-minute effort to settle his ethics case. A settlement would mean that Rangel must agree that he committed some ethical misconduct.
The talks were confirmed by people familiar with the situation, but who were not authorized to be quoted by name.
Rangel stepped down earlier this year as chairman of the tax-writing Ways and Means Committee because of an earlier ethics charge. A settlement would spare him an embarrassing ethics trial. It also would be a relief for other Democrats, who fear that an dragged-out ethics proceeding during the fall election campaign would hurt their ability to maintain their House majority.
The ethics committee’s trial phase has been scheduled to commence Thursday afternoon.

Here’s where you’re wrong! When Maynard Jackson became mayor, Delta was in its initial expansion into the international market. Delta/Pan Am had an interchange from ATL/Dulles/Heathrow. Jackson, envisioning that Atlanta’s growth would be tied to the growth of Delta and the airport, began allocating funding for the Midfield Terminal Project. It was under the Jackson Administration that the current layout for Hartsfield was envisioned, designed, and implemented. The original terminals (T(International),and A-D) were opened on September 20, 1978 with Eastern having the first flight out of the new terminal. Because the first mayor who saw the possibilities of what the airport could do was William B. Hartsfield, the city honored Hartsfield by naming the airport after him. Jackson’s name wasn’t added until after his death in 2003 to honor Jackson’s vision of the Midfield Terminal……

Mr. Smith…like most of my friends on the right you ‘conflate’ a couple of comments in order to jump to your own, erroneous, conclusion. What I said, in effect, is that when the white power structure (the Boss Hog’ reference, as it were) hands out contracts to it’s ‘friends’, it’s considered the way politics works (I mean why in hell do you think those people contribute all that money to those candidates in the first place?)…but when a voting populace changes and (due primarily to the promotion of ‘negrophobia’, and the resulting ‘white flight’, by the right-wing of this Nation’s political structure) decides to elect black politicians who in turn might just hand out a few political favors to their friends, it’s called ‘corruption’.
As for the strangle-hold the state and surrounding counties have had on the City, and increased the pressure markedly over these past eight years…you say it’s for perceived incompetence, I say it’s prejudice – pure and simple. Face it, it first manifested itself when no county, other than Fulton and Dekalb, would agree to participate in MARTA. Atlanta wasn’t considered ‘incompetent’ then was she? We had a white mayor and a predominately white business power structure, so why not participate in a regional transportation system…for no other reason than they feared the boogieman…and they still do, only now that they’ve managed to ’starve’ MARTA for funds over the years, they can say it’s because they are ‘incompetent’.
The City of Atlanta, with all our, so-called, incompetence generates far more revenue into the State coffers than she receives in state services. Tragically, the incompetence at the State level has allowed our competitors for growth – notably Charlotte and North Carolina – to overtake us in many areas and have the momentum to out-strip us even more in the years ahead. We need a Governor that will work in partnership with the City to generate an new era in productivity for the City, the Region and the State. If you haven’t figured that out yet – Reed and Barnes are our only salvation, cause any Republican elected will be beholden to the Tea Partiers and all the greed and prejudice they represent.

Many see what Maynard Jackson did as corrupt….but when minority business ventures had been systematically left out the the economic progress of the City, Jackson attacked that idea by requiring that anyone doing business with the city have at least 10% of the contract going to MBE’s (minority business enterprises); that did lead to minority economic growth in Atlanta. Many majority/minority joint ventures were created which did make minority economic growth possible…and created increased minority political power!!
In many areas, what Jackson did DID make the city better for everyone!! Now some took it to the extreme……abd they should be called out!!

Not quite…there are business partnerships that are both MBE’sand majority/minority joint ventures. The feds are not responsible for the commercial operations of the airport; that belongs to the city. The feds’ concern go as far as security and flight operations!! The airlines contract much of their operations to vendors that THEY chose…not the city!!

At the time of Midfield construction, many of the MBE’s couldn’t get a bid into the process because they were excluded by the existing ECONOMIC power structure…particularly in construction and architecture!! When Jackson implemented the MBE section, that created majority/minority partnerships that spurred minority economic growth in Atlanta!! The city’s sewer probelms happened because the city’s water and sewer department was in the hands of a PRIVATE CONTRACTOR, not city-run!!

Franklin’s predecessor, Bill Campbell, chose to pay fines rather than begin the pipe repair work. But he wasn’t the only leader who failed to resolve the issue. City officials say Atlanta failed to invest in the system for decades. Some major projects didn’t really fix key problems. Millions went toward projects that were later abandoned.
Franklin assumed the title “sewer mayor” and made the Clean Water Atlanta program a cornerstone of her administration. She severed ties with the private contractor running the water system. The mayor also picked an expert panel to review the sewer repair program.
Originally the mayor said ratepayers should expect to pay $1 billion of a $3 billion program. She argued that even that burden was unfair when other cities in similar situations received hundreds of millions of dollars in federal aid.
She said she expected $1 billion each from the city’s state and federal “partners.” But the city could never get that kind of help. The state provided $50 million a year in low-interest loans over 10 years. And, legislators approved a sales tax for sewers that allowed city residents to tax themselves. But the state has balked at any grants.
City officials complained that they’ve faced, for most of Franklin’s tenure, a hostile Republican administration not willing to help a Democratic-voting Southern city. They say the Bush administration was focused on wars abroad after Sept. 11, rather than on the needs of local governments.
In addition, they say, Georgia’s congressional delegation has lacked either the inclination or the clout to help the city with its sewer program.
“We heard a lot from our federal lobbyists that if we did our part, help would come,” said Clair Muller, a councilwoman who has been involved in water and sewer issues for a decade. “It just never did.”

Clayton County’s taxpayers had our shorts ripped off by a short sheriff.
On his next-to-last day as sheriff he filed for bankruptcy, claiming he couldn’t pay $1.7 million in damages from several lawsuits generated during his tumultuous four years as sheriff.
Of that $1.7 million, he owed $475,000 to Mark Tuggle, the brother of Hill’s predecessor as sheriff, Stanley Tuggle. Mark Tuggle won a lawsuit against Hill in U.S. District Court after a jury found Hill guilty of false arrest.
The 27 deputies Hill fired later sued for wrongful termination, got their jobs back and won a $7 million settlement that Clayton County paid.
Then our former sheriff had the audacity to seek a senate seat this last election? The scary thing is he didn’t do all that bad percentage wise. Came in second to the winner, Seay.
Oh, by the by…I didn’t know Valencia Seay had encouraged Hill to get into politics until I read an article in the AJC. Needless to say, I didn’t vote for her either. With friends like Valencia, who needs enemies.

When the Olympics came to Atlanta and the city needed to beautify itself, our county opened up it’s housing market to moderate to low income housing. ANNAPOLIS, Md. (AP) — Maryland could save about $829 million on health care costs between fiscal year 2011 and 2020 because of federal health care reform, according to a model the state released Monday.
The savings, however, last only until the end of the decade, when the federal law shifts a greater share of financial responsibility for Medicaid expansion to the states.
The projections are in an interim report by Maryland’s Health Care Reform Coordinating Council, which Gov. Martin O’Malley created in March to study how the federal health care reform law will affect the state.
While the report emphasizes that current and future projections are fluid, it cautions that the state must stay committed to reducing overall health care costs. That’s because Maryland is projected to spend $46 million more in fiscal year 2020 as a result of health care reform than it would without it.
IF the savings can be found by Maryland…..what’s the possibilities nationwide!! It’s a START!!!

Of all the recent revelations to come out of JournoList, an e-mail list consisting of about 400 liberal/left journalists, perhaps the most telling is the depth of their hatred for conservatives. That these journalists would consult with one another in order to protect candidate and then President Obama and in order to hurt Republicans is unfortunate and ugly. What is jolting is the hatred of conservatives on display, as exemplified by the e-mail from a public-radio reporter expressing her wish to personally see Rush Limbaugh die a painful death — and the apparent absence of any objection from her fellow liberal journalists.
Every one of us on the right has seen this hatred. I am not referring to leftist bloggers or to anonymous comments by angry leftists on conservative blogs — such things exist on the right as well — but to mainstream, elite liberal journalists. There is simply nothing analogous among elite conservative journalists. Yes, nearly all conservatives believe that the Left is leading America to ruin. But while there is plenty of conservative anger over this fact, there is little or nothing on the right to match the Left’s hatred of conservative individuals. Would mainstream conservative journalists e-mail one another wishes that they could be present while Harry Reid or Nancy Pelosi or Michael Moore died slowly and painfully of a heart attack?
From Karl Marx to today, the Left has always hated people of the Right, not merely differed or been angry with them. The question is, why?
