It was Gregg Williams' (right) bounty program, but Sean Payton allowed him to do it. (AP photo)
(Last updated: 2:20 p.m.)
Roger Goodell got it right Wednesday – not just for coming down hard on the New Orleans Saints in general and coach Sean Payton in particular, but for slamming somebody who doesn’t wear a uniform.
The NFL commissioner suspended Payton, the Saints’ head coach, for the entire 2012 season for his role in the team’s bounty program. He also suspended former New Orleans defensive coordinator Gregg Williams (now with St. Louis) for at least one year, assistant head coach Joe Vitt for six games and general manager Mickey Loomis for eight games. The Saints also will lose two second-round draft picks (2012 and 2013) and must pay a $500,000 fine.
The Saints will be allowed to keep their shoes.
Player discipline will be forthcoming. But the punishment against Payton and the team, while harsh, is justified. The Saints not only implemented a bounty program that “endangered player safety over a three-year period,” quoting from the NFL’s official news release (or jury verdict), but they lied about it. Allegations regarding the 2009 Super Bowl season initially were investigated in 2010, but couldn’t be proved. Team officials denied it then, and again this past season when new evidence surfaced.
The league referenced, “a deliberate effort to conceal the program’s existence from league investigators, and a clear determination to maintain the program despite express direction from Saints ownership that it stop as well as ongoing inquiries from the league office.”
If we know one thing about Roger Goodell, it’s that he doesn’t like being lied to.
“We are all accountable and responsible for player health and safety and the integrity of the game,” he said. “We will not tolerate conduct or a culture that undermines those priorities.”
Don’t confuse the NFL’s licensed violence with premeditated assault. As former Chicago Bears safety Doug Plank said two weeks ago, “I can’t believe a coach, a team or an organization would stand behind that [bounty] policy. For a coach to even address something like that with players, like, ‘This is a person we can remove from the game,’ that puts you on pretty thin ice.”
Given the backdrop, it's safe to assume this photo was taken back when Goodell was welcome at the Saints' facility. (AP photo)
The investigation revealed the Saints placed bounties on four opposing quarterbacks: Brett Favre, Cam Newton, Aaron Rodgers and Kurt Warner. It said the Saints’ Jonathan Vilma “offered $10,000 to any player who knocked Brett Favre out of the [2009] NFC championship game.”
Was it Goodell’s objective to make an example of the Saints? Absolutely. His mission is to “protect the shield.” The ripple effect of this punishment will be felt in 31 other front offices.
But this particularly sends a great message to players. Goodell has been known as “the discipline” commissioner. For the past several seasons, he has come down hard on players for on- and off-the-field actions that he believes casts the league in a negative light. There has been a perception he is not equally tough on coaches or team officials. (An exception: “Spygate.” Goodell disciplined the New England Patriots for videotaping the New York Jets’ defensive hand signals in 2007 and took a first-round draft pick away from the team.)
Goodell largely is viewed as the owners’ guy. Of course, he is. He works for the 32 NFL owners, not the 1,700 players. That was reaffirmed with several comments he made during collective-bargaining talks and the lockout before last season.
But there is no dispute here. If Goodell didn’t wreck the Saints, he certainly left them doubled-over.
A recent Super Bowl winner – and the Falcons’ primary competition in the NFC South – just lost its head coach (Payton), his top assistant (Vitt) and its general manager (Loomis). The $500,000 fine means little. The two second-round picks mean significantly more.
Saints owner Tom Benson will not invite Goodell to dinner at Commander’s Palace any time soon.
Goodell said the involvement of players is still being reviewed and punishment will be decided at a future time. But coming down on those not wearing the uniforms is significant. He made the right call.

I can’t wait for the Saints fans to make this some sort of conspiracy.
You want a real conspiracy? How about the year you won the Superbowl with so many questionable calls. This is why Goodell came down hard. He gave you a Superbowl and you went out and behaved poorly instead of being thankful for the gift you received.

Yeah, it will be interesting to see the comments of the obnoxious Saints fans who’re always running their yaps on these Falcon blogs. Hopefully the number of them making an appearance will be significantly reduced as they come to grips with the morals of the team they so strongly support. In any event, you can bet that those who do show up will be in a high level of denial.

You would think it fitting being a Falcons fan. Had this harsh penalty been blasted upon your beloved Dirty Birds, you would be singing a different tune. Don’t even try to make the argument that they don’t do it, either. I’m sure it happens on almost every team… I’m not saying it happens on every team… If this penalty sticks, the NFL needs to retroactively suspend Bill Bellichick for one season, and then investigate EVERY team in the NFL for both videotaping other teams AND running pay for performance programs. Every coach would be suspended for a year! Roger Goodell needs to realize that he actually works for the fans. If it weren’t for us, he certainly wouldn’t have the cush job with a great paycheck and benefits that he has. He is ruining the NFL (not just for the Saints, BTW). It barely resembles the game that it was even ten years ago. Mr Schulz, if you would like to respond, you have my email address.

While many other teams may have similar systems in place with this bounty program or similar programs it was time for the NFL to do something about it and unfortunatly the SAINTS will and are the poster child for this action. The NFL is currently being sued by former players for knowingly not doing anything against or to prevent concussions after years of research….so just imagine the fallout years from now if this came to light…so rather than sit back on idle I am pleased they are doing something about it and even MORE PLEASED THE SAINTS are taking the FALL. Falcons fan here, but football fan as well. Does every team do it? Who knows. The blantant ones were caught. Its like spygate or NCAA infractions. You do the crime and get caught, do the time and stop complaining.
At the core of this though is the thought that putting someone else possibly out of a job gets you a little more money. Or seriously injuring them.
Bourbon Street Dancer, wtf are you talking about? Pats paid for spygate. Vick went to prison and was suspended. Ray Lewis did not commit murder, his buddies did, and he did get suspended and did take a charge. Get over yourself. Your team got caught in a fairly sinister scheme. Live with it. Falcons did with Vick getting busted.

There could have been crippling and carreer ending injuries as a result of the bounties. I only other thing the commissioner could have done was to make the suspensions longer or for life. I don’t think that Goodell went far enough.
Payton should have recieved a $1million fine along with his 1yr. suspension(a 2yr. suspension might have been warranted).
Loomis the GM should have gotten the same as Payton.
Williams, the dirty sob, should be kicked out of the NFL, forever.
The saints organization should lose their 1st round draft choices for the next 4yrs., at the very least.
The organization should be fined at least $5million.
The organization should have their salary cap lowered, by at least $20million a year, for the next 3 consecutive yrs.
Roger Goodell should fine himself $5million, for allowing this Dirty team, to play so dirty of a brand of football, as it has, ever since Payton has taken over running the team.
I only hope that Goodell will not back off of any of the light punishments he has given out, in this matter.

This is only about one thing: litigation. Goodell passed down this excessively harsh punishment in order to pretend that the NFL actually cares about player safety when they’re standing in a courtroom in the coming months and years. So please don’t pretend this has anything to do with the bounty program Williams ran or any lies during the subsequent investigations.
I understand why Falcons fans are excited, and I hope y’all enjoy this day. You’ll be crying soon enough when your team fails to score any points in their next playoff game. Which won’t be soon, as you’ll probably be last in the NFC South this year.

Anyone who thinks this punishment is light is pretty ignorant of NFL history. The last time a head coach got suspended for a season was 49 years ago and it involved betting on NFL games.
After decades of showing us highlight reels of players getting “lit up,” former players are pursuing litigation against the NFL because of their declining health. Under no ordinary circumstances would any intelligent individual pretend that paying a player a bonus of 0.001% of their salary for a big hit is the same as calling into question the integrity of the game itself by betting on the game. The Saints are patsies and martyrs in this.

another thing to remember is when the NFL says suspended, they effin mean it. Its not like MLB where you just go to a back room and run the show and still hang around at practices and travel with the team.
In the NFL, suspended means, go on home (to Dallas, Sean Peyton wont live in that dump town) and watch on TV with everyone else. I doubt he would be allowed (by the team) to even be present at the games for fear of the appearance of impropriety.

There way too many “Fans” of the game, for this to go by with out notice. The reality is……. They lied about it!!! Every team promotes big hits, game changing events and the like – The players pay is reflected in there ability to do there job, better than anyone else at their position. The lying is what put this in that “Oh My God – I don’t have a job” category. Vick lied to Mr.Blank – BAM – lost 100 MM dollar contract and under 2 years in the clink. Every Patriot involved LIED – BAM – lost 500 K and 1st round pick. This is the right call and it will affect the game, it will hurt the game, but most importantly it is the right thing to do or we will be focusing on the Conspiracy of the game and the fundamental fact that you can’t lie and get away with – Unless you are the President of the United States of America.

Ok, let’s talk about this. I will bet anyone on this blog that during the so-called “bounty” period, the Falcants put more opposing players out of games than the Saints. No one’s talking about how many players actually got put out of games by the Saints. There were not that many! ESPN keeps showing the Kurt Warner hit but that was a 100% LEGAL hit. Jackasses. Ok, David, here’s one for you. The “Falcons” are 2-10 against Drew Brees. That constitutes total domination the last SIX seasons. That’s hardly a “little” run. Talk smack when your head coach and QB win just ONE playoff game. The Saints record the last three seasons is 13-3, 11-5 and 13-3. Hopefully, you or not like these other nitwits who think the refs “gave” them everything. That is not possible but yet lots of “genuises” think it’s so. We needed an excuse to get rid of Harper, Vilma, and Will Smith. We have one now. New blood on the defense. Personally I hope they suspend all the players a year who participated!! But at least none of our players not showboating on a pathetic show like housewives of ATL!!! Thats why your defense will never get a sack with that clown Kroy Bearman as your lead sack threat!!!

Some folks are missing the point: The NFL caught wind of this bounty program over 2 years ago, told Tom Benson to put a stop to it. He then told GM Loomis and HC Payton to stop it and they didn’t. The punishment would have been a lot less if they hadn’t lied and tried to cover it up.

They are all coming back to put up 40 points a game again, genuises, with or with out Sean Payton. The Falcons couldn’t score 40 on the Saints if the whole defense gets suspended. Bye-bye losers.

Now I am not a Saints fan but I would like to see the rules on this bounty. If it was paid for clean hits only, I don’t think it is quite as deplorable as the politically correct are saying. Hey anyone who is a football fan loved to watch “jacked up”, anyone who has played knows that the entire team when watching film goes nuts when someone is decleated or sent to the bench seeing stars after a big hit. Not talking about blowing out knees or pile driving someone on their head now, if they were paid for that I am all over the condemnation. I just haven’t seen that explained

A year off for Sean Payton does seem a little excessive… But think the Commissioner was trying to send a message to anyone else thinking about doing same thing. And giving out stickers for helmets for good play in college is not same as giving direct pay outs for “knocking out” a certain player. The league didnt suspend Payton or Williams ONLY for the practice of running the bounties.
Both Payton and Williams and the GM directly lied to the NFL when asked about the practice.
In fact, Payton lied to investigators until they showed him an email where he wrote to Williams and acknowledged the bounty on A Rodgers as late as week 1 of last year.
The severeness of these penalties is because they LIED.
Expect Vilma and several other players to receive suspensions and penalties forthcoming….

@ Dan:
from ESPN articles:
“All payouts for specific performances in a game, including interceptions or causing fumbles, are against NFL rules. The NFL warns teams against such practices before each season, although in the aftermath of the revelations about the Saints, current and former players from various teams talked about that sort of thing happening frequently — although not on the same scale as the NFL found in New Orleans.
In a memo sent out to the NFL’s 32 teams, Goodell ordered owners to make sure their clubs are not offering bounties now. Each club’s principal owner and head coach must certify in writing by March 30 that no pay-for-performance system exists.”
It is illegal, its always been illegal, and it is communicated annually to the teams.
Does it happen everywhere? Probably. Did everyone get caught? Nope.
And as in most cases, football or otherwise, the first entity to get caught gets made an example of.

Again now that it is out the league had to do something and I believe they did the right thing, what I am questioning is the “moral outrage” that is largely manufactured. If it was for clean hits only, punish them fine, lets just stop with the fake outrage. and BTW I do have falcons season tickets and there are no more obnoxious fans than Saints fans

I remember one of the Saints-Falcons games this year where one of our players (can’t remember who) got hurt very early in the game by getting his legs chopped out from under him. I recall feeling a bit strange about it, that it happened so early in the game, and replays made it appear that it was intentional, but the announcers didn’t say anything about it, other than it looked like it hurt. I’m sure there are plenty of examples where Ryan or Turner were targeted, which will come out in the continuing investigation.

Roger brought the HAMMER down!!! And deservedly so. It is fantastic to finally see just punishment dished out to the management/coaches involved in this debacle. Now, if they would take the same approach in College football with coaches who cheat and move on to other schools (or to the NFL). Those guys should be hit with big time suspensions if they remain college coaches and fined huge (and I mean huge) $ if they leave for the NFL. While this certainly helps the Falcons, I’m glad that the punishment fit the crime, regardless of the fact this is the Saints.

I agree.
There have been a “few” Saints fans that I have been able to have real football conversation with but as a whole they are the most classless fan base I have ever seen. I even see on their blog calling for reinforcements to repudiate on non Saint blogs.
It pains me to be so inclined to take such joy in their misery but I really find myself giddy that given enough rope the Saints have come close to choking the life out of themselves.
We Falcons fans know all too well when a scandel threatens to destroy your team. We know the story well. Saints fans think they know the story. “Oh yeah, we’re gonna come back and win the Super Bowl in the Dome this year”, they are saying. My fellow sports fans, Peeshwank Saints fans, my fellow Saints fans with IQ above the depth of the MIssissippi River as it begins in Lake Itasca in Minnesota, YOUR NIGHTMARE HAS JUST BEGUN.

you are nothing. And as the Saints players take their hits and the season begins you will soon realize that every breath of competiton has been squeezed out of the lungs of your beloved team, cheaters as they are. So you can post here all you want, I won’t get in a battle of wits with you, (don’t want to fight an unarmed boy). Champion all you want, your team is still filled with athletes trying to maim for money.

At any rate the Saints still win the division. It also means that we will have to excel at scouting to make the most of our late draft picks and rely more heavily on free agent signings. Sure the penalties hurt but…..its no worse than trading away a bunch of picks for a Wide Receiver!!!
Also we don’t know what “suspension” really means? Will S. Payton be able to communicate with the team at all? Either way because he empowered other coaches instead of doing everything himself…..they will be ready to defend the Division Title.

Poor falcon fans what you all failed to realizeis that Sean Payton actually didn’t coach the game on your own field where you all failed to get one inch on the 4th down play against that poor pathetic defense we have that we can finally get rid of now. New coordinator, a great one at that with a new defense including one of your players teaming up with our offense that won 99% of our games whom still intact, I have a feeling it will be another good year for my Saints again. You people need to worry about your own pathetic team along with the lil Vikings who are still whining when they had 2 chances to beatus and got blown out on their own field by the same players who beat them in the title game. The punishment for the Saints is right in line for how Goodell has dealt with previous instances when he has been lied to. The guy is harsh so this is no different. The saddest portion of this story is the overlooked fact that the severity of these penalties is directly because of the lying. The contempt the coaches showed for the investigative process is unbelievable.
Lying about what was happening and about individual knowledge of the system was why the penalties are so severe. The attitude was “F-you”! Now, as it always does, a bad situation is multiplied several times by simply not telling the truth. So sad.

Schultz, over the years I have agreed with you on some things and disagreed with you on some things. This time I have to say you are utterly and completely wrong. Goodell has overstepped his authority on this one. Of course, all of this will be appealed, and I say he better re-think the suspension. I agree suspension is in order, but not the whole season. If he doesn’t reduce the suspension, I see the owners (or players union may try something) reducing his authority.

Are you kidding me? lol, you guys act like the Saints are the only one hahahah. Gregg Williams has coached for what like 6 teams the last 12 years and in the NFL for 23 yrs? Do you honestly believe that he just imagined these types of programs when he got to the Saints?!?!?!?!
The bottom line is the Saints got caught, and they have to pay for not cooperating with the investigation. That’s the reason for the penalty being sever, because they lied repeatedly about this. but ask yourself this for all this talk about this program how many guys were carted off the field after playing the Saints with career ending injury? The answer, NONE.
This is not a positive outcome by any means, but honestly this is something that could serve as a rallying cry for the 2012 season. I think losing the draft picks will hurt more in 2013 and beyond more than this upcoming season. The Saints are still going to spank Atlanta.

I also have a news flash for everyone… it’s everyone outside New Orleans who can’t let Katrina go. The people who live there roll their eyes everytime an announcer still brings that up. People have moved on with their lives.
Falcons fans are ridiculous.. yea that’s it, the NFL has let the Saints win the Superbowl 4 yrs after the storm, it was a conspiracy! Dont you idiots think that if there was a conspiracy it would have been in 06 when the Saints went to the NFC title game?
The only thing that has changed since Katrina is that the Saints win games now and are clearly better ON THE FIELD. This has been proven every way possible. 10-2 head to head, 5 playoff wins, and 3 division titles. You still better get used to looking up at the Saints in the NFC South, because if you’ll remember when the Pats were slapped in 07 all they did was go 18-0 and make the Superbowl.

Goodell had to slam the coaches and organization before he slams some of the players involved or the players union would cry foul. This closes the door on the union when the hammer falls on the players. Good move by him; hoever, this has probably been going on in most locker rooms for many years.

Way back on page 1 of this blog I predicted that the Saints fans on here would be in full denial. I also expressed the hope that their number would be reduced. Well, they’re in full denial, no question. They’re also rationalizing, blame-shifting, finger-pointing, boasting (still), taking potshots at the Falcons, etc. What’s amazing to me is that the Saints’ violators have largely owned up to this, apologized, and accepted their punishment; it’s mostly the incredibly ignorant fans, including those visiting this Falcons blog, who continue to defend (and even brag about) their team’s criminal activities. They’re already wildly predicting victory over the Falcons and guaranteeing another SB win in ‘12. Of course, when they start losing next year–especially to the Falcons–you can count on them blaming the unprecedented punishment justifiably handed to them.
As far as my prediction and hope, one was accurate and other was dashed.

You can’t even be certain they will have Drew Brees man. Carl Nicks is gone………….you don’t want to lose a Carl Nicks on an offense that depends on a passing attack so much. Tracy Porter is unsigned, Robert Meacham is gone, Aubrayo Franklin, still unsigned. Shaun Rogers, unsigned.
But the axe from Goodell on the players is yet to fall. Stay tuned.

Mr. “Who Dat?”………You are right, unless their is a rule or regulation regarding how that performance is paid as to ensure the integrity of the business and safety of the employees involved. But if your part of the “Saints” organization integrity and safety doesn’t matter. This is also being demonstrated by a majority of their “fans” currently.

Ok, I have to ask, what is wrong with this future Hall of Famer, other than 40 years old and 19 years in the majors. Chipper’s career BA .304, Career On Base % .402, 454 Homeruns
“The first time Braves manager Bobby Cox saw Chipper Jones, he knew he was going to be a star. ‘That face,’ Cox said. ‘He has that face.’ It is the face of a baseball lifer, a guy who was born to play the game. A baseball lifer doesn’t necessarily mean playing until you’re 45, then managing or coaching the rest of your life. It also means playing the game properly, doing what you’re told, doing what’s best for the team, adjusting constantly and, of course, winning.” – ESPN Columnist Tim Kurkjian in ESPN The Magazine (August 3, 2005)

As a Falcons fan for over 35 years, I am saddened that we have to revel in the potential demise of a team in order to even have a chance at winning a division crown. It is truly pitiful that we don’t settle our rivalries on the field…our best against their best…but rather are so pathetic as a coaching staff and team that we have to wait for the league commissioner to cripple a team with the pen before we even can have a chance to be winners on the field. Unforuntately, even with a weakened New Orleans team, their staff and players are still superior to ours. As long as we have Mike Smith and Matt Ryan, we will be looking up at the division. And the fact that we did nothing to go after Carl Nicks will haunt us like not re-signing Harvey Dahl did this past season.

It’s not the Saints they should be worried about. Tampa was a 10-6 team two years ago and they have retooled and improved through free agency and if the Falcants are celebrating the Saints punishment, Tampa & the surging Cam Newton led Panthers will send them to the basement in the division.
As long as CHOKE is the qb they will never win another playoff game.

Whatever. The idea that NFL players who are always trying to hit each other as hard as possible would try to hit harder to get what amounts to pocket change for them is stupid. This whole thing was blown out of proportion because the ESPN-ified sports media had nothing else to cover when the story came out and blew it all out of proportion.
Before the salary cap, bonus programs for this kind of thing (from the team itself) were common.

Dirty rice, dirty Saints. It was arrogant of their head coach, GM and DC to think it was OK to still do it despite a NFL investigation. Yes, Goddell is making an example of them and sending a message to the other 31 teams, but he picked the Saints because THEY gave him ammunition.

This is was the same thing said after the Saints won the SB and they won 11 games, then it was oh the Saints have 23 FA’s and there is no way they can win… All they did was win 13 games, the division, and WIN A PLAYOFF GAME. Something this current Falcon regime can’t possibly grasp.
I am glad to see these Falcon fans fill their glass with false hope. The entire offensive coaching staff is intact except Payton. Did the Saints stop scoring points or winning games when he was injured this past season and had to give up his playcalling duties???

You know what bothers me the most? Why did they get away with it in the first place? It was very obvious at several points that the Saints were playing dirty and getting away with late hits, especially against Bret Favre in the 2009 NFC Championship game. If the refs would just enforce the rules the way they are written, and had they thrown flags when they should have the bounty system would have been moot. The fact that the league allowed it smacks of favoritism, but they wouldn’t do that would they….Enforce the rules:late hits, spearing, hitting out of bounds, unnecessary roughness, hands to the face. CALL IT and they wil adjust their play.

Typical Aints fans… Instead of facing the reality and blasting your own team for its stupidity, you lash out at another team and their fan base. It really don’t show the maturity level of the New Orleans fan base. I think even my 5 year old understand to not blame or lash out on others when he is the person who screwed up. Our home team is so pathetic that the Saints seem to always get more news than the Falcons do……and that was before bountygate. Yeah, but letting him work as an analyst for a year could send a wrongful message. He still gets air time this way, communicating the message that you can pull a heinous act and still get the attention that folks like him desperately seek, and he really appeals to the trashy “Family Guy”/UFC demographic that FOX caters to, adamantly, I might add.
Letting him work for a network maintains his connection to the league and isn’t a full punishment by the league. Let’s find a stiffer punishment.
Has anyone else noticed the irony? Self-proclaimed tough guys think bounties are what tough men pull. What a complete joke! By trying to knock your opponent from a contest physically, you’re openly admitting you’re too cowardly to compete against him—and if you do so, come out with more points than your opponent, and think you won something, you’re sorely mistaken.

Commissioner Roger Goodell was RIGHT AS RAIN in handing down those penalties upon Sean Payton et al. And IT IS THE AMERICAN WAY TO BE UN-AMERICAN is the message he should send in punishing the players who participated in “BOUNTYGATE,” as the bounty program has come to be called! I will not deny that football is a violent sport. But we make it MORE violent at our own peril.
