“Though the public has an interest in its elected officials being able to serve in the offices to which they’ve been elected, there is an even greater public interest at stake here. The interest of the public in a healthy school system outweighs the interests of the board members in serving in their positions.”
Those two simple sentences, written by U.S. District Court Judge Richard Story in his ruling Monday, capture the essence of the controversy surrounding the DeKalb County School Board.
Students are more important than politicians. Not exactly rocket science, right? Yet too many members of the school board lost sight of that fact, assuming a degree of inflated self-importance that made an already difficult district impossible to govern. The fact that those members — most prominent among them Eugene Walker — continue to operate under the delusion of their own ego, even after reminders to the contrary by the state Board of Education, the governor, the DeKalb public and now a federal judge, speaks volumes.
In the wake of Monday’s ruling, the six members of the board suspended by Gov. Nathan Deal should resign, in the interest of those they supposedly serve.
Unfortunately, Walker and other board members have been encouraged in their obstinance by others who have lost track of priorities. Last week, leaders of the Georgia and DeKalb County chapters of the NAACP stood on the steps of the Capitol to condemn the governor for daring to intervene on behalf of DeKalb’s students, and went on to suggest that his actions were motivated by racism.
It is hard to understand the misplaced priorities that drive such statements, and hard to ignore the damage they can do in such a sensitive situation. Yes, racism does still exist, and it does still affect governmental policy and action, from health care to education to transportation. But crying racism as a political tactic, with no evidence that it is playing a role, cheapens the problem. It also ends up encouraging the very attitude that it supposedly condemns.
One important manifestation of racism is apathy — the malign neglect of struggling minority communities by a majority that cannot be bothered to care. If racism was the governor’s motivation, the easy thing to have done was absolutely nothing. Deal and the state Board of Education could have washed their hands of the problem and allowed events to take their course. And we all know what that course would have been:
Hamstrung by its board, the district would be stripped of its accreditation by the Southern Association of Colleges and Schools, which had already put it on probation. Loss of accreditation would in turn have devalued property throughout the county, and more importantly it would devalue the diplomas of DeKalb graduates.
The crisis would snowball from there. With accreditation lost, the competition and distrust between communities within the district would explode. Political clamor would grow for private alternatives to the public-school model. Armed with a major crisis in the state’s third-largest school system, a conservative Republican such as Deal could have used the opportunity to open the doors further to vouchers and private charter schools.
Instead, he chose to intervene and accept a degree of ownership in the problem. For that, he is rewarded by so-called community leaders with suggestions of racism?
It’s important to note that other black elected leaders, including House Minority Leader Stacey Abrams, a Democrat and a DeKalb resident, have stood in public support of Deal’s decision. Like the governor, they have nothing to gain politically by such a step, and in fact take a risk by reaching across partisan and racial lines on such a potentially emotional issue. But they too recognize that the education of schoolchildren must take precedence.
The NAACP leaders, on the other hand, show little sign of being motivated by such concerns. Their interest was much more narrow: trying to save the positions of the six board members, five of them black, who had been suspended by the governor. Despite the noble history of their organization, they have acted as if the “P” in NAACP stood for “politicians.”
It stands for “people”.

The NAACP stood by for years and watched the school system crumble. Not once did they show concern for the many black kids in the system. As test scores plunged, they remained silent. Now that the spot light is on the system they decide to join the action by supporting an incompetent board. So much for the advancement of black people. The NAACP should have been all over that board years ago supporting the students. Enjoy the spot light, that’s what your mission is all about these days, right?

Great perspective. I would like to point out that the term “Students are more important than politicians” is interesting. Politicians and their re-election always trump the needs of all of us. What happened in DeKalb is simply a microcosm of the macro culture here. No pun intended but this is nothing other than a trickle down example of how dysfunctional our system really is…..you think the federal government gives more credence to students than themselves? It’s a damn shame really. When you look at Dr. Walker’s qualifications on paper one would think him to be an excellent choice. While I’m glad they are gone I’m not as convinced of Deal’s altruistic motivations as you Jay. But you make an excellent point about him doing it now rather than later. I had never thought of it like that.
I also am still uncomfortable about ONE elected official nullifying the votes of 6 districts to appoint whom HE wants to appoint. In the next election there is nothing to stop the meat heads who elected these 6 to returning them back to the board. I was very disappointed in the districts that re-elected their useless incumbents. In my District and two others we the voters did our jobs and booted the useless dead wood out.
I still think this will be tossed in a Constitutional hearing for the reasons DDR stated yesterday. Although what will happen then will be a cluster as new members will already be sitting and ruling.
I also think that any of these 6 who carry legal action further need to pay for it. Hell let the NCAAP bring suit if they are so sure it’s racially motivated……….

There is no doubt that the members of the board should be removed; but to give the Governor that much power is ludicrous. The law to give Nathan Deal that much power was passed by the Georgia Legislature, but it is terribly flawed. It is time to put the students first and most of the parents in the DeKalb School system wanted the board members removed. On the other hand, who is monitoring the Southern Association of Colleges and Schools organization? Should they be investigated as well?

These members will be replaced by black members so it will be hard, at the end of the day, to call it racism. Conservatives love to think the middle and left are all about an agenda that waters down the end product. Democrats have never been about tokenism. Nothing token about Obama, can’t say the same about Clarence Thomas. Democrats understand the heart and it hasn’t turned cold for love of money.
This reminds me of the events in Detroit. The Republican governor coming in the city and taking over a bankrupt situation, state actually claiming responsibility of a city and its citizens in a monetary situation. What a great time for Republican to show they are not the dysfunctional bigots of the last election. Let see how it plays out. It will be interesting to see if we get Herman Cain or Horace Reed types.

This is yet another screw up by the state legislature, giving whole and absolute power to a governor.

Just to review the system, a 14-member state Board of Education took 14 hours of testimony from DeKalb board members and others and then voted unanimously to recommend to the governor that the six board members be removed. So it is not one person acting arbitrarily.

Something’s wrong with the “system” when the Governor has to step in to remove duly-elected, fully incompetent, minor officials.
The DeKalb and Forsyth school problems, and a host of other local administrative fiascos across Georgia and the nation, have a common root cause: too many elective offices. Voters are faced with multipage ballots to elect everybody from President, Congressmen, members of the legislature, members of the city/county councils, members of school boards, judges, the coroner, and the dogcatcher, as well as decide a bunch of amendments and resolutions. Who knows, or wants to know, the scores of jerks on the ballot? Who wants to research the amendments and resolutions that the Legislature should decide?
Sensible voters don’t select a candidate for an office if they don’t know anything about the contenders. Others choose at random. Worse, many choose according to the political affiliation of the candidate. Wonder how a Republican coroner or dog-catcher differs from a Democrat one?
The notion that there is anything “democratic” about voter choice in filling minor state and local offices is deception. Americans are no good at choosing the best candidate for an elective office. We are a quarrelsome lot: half of us will always disagree with the other half. Our strong suite is the criticism, stalking, and hounding of elected officials.
We need a few elective office with broad accountability, rather than lots of elective offices with diffuse responsibility and accountability. Let’s have a unicameral Legislature with only 12 members. Let’s have County and City Executives with powers to manage all local issues, including appointment of school superintendents, tax collectors, coroners, and dogcatchers. Then, we’ll be able to hold elected politicians responsible for successes and failures. Then, we won’t have to endure the fiasco of the Governor removing duly elected minor officials.

I don’t think anyone wants to see their elected official removed from office without a majority vote, however, I feel this was necessary. The children are suffering, and the school board wanted to play politics about it and not take any correctional action.

I agree with the previous posters. As a man of color, I think that the NAACP has basically out lived its usefulness. Or maybe the leadership in the NAACP needs to be changed to reflect a younger changing demographic to better serve people of color.
I can say that the one problem that is very evident here is that most people, regardless of race supports people of their race even when they know that they are not deserving of their support.

But most importantly what are the parents teaching the kids at home, You want to look good wear tennis shoes, but dont strive to put something in that brain… thats where the questions should be asked… Get invovled in the community in the school system removed these people that are stealing money and dont want to really help the community and the familys and the children. REMOVE THEM… dont just sit around and do nothing.. people are really trying to move out of dekalb county, claiming it is going down.. with section 8 who are teaching these kids to be thugs where are the fathers??? I grew up in dekalb county.. I think eventually at the black people get finished tearing it up, the white people will come back and take it over.. look at kirkwood, moreland ave… why dont we have pride…teach our kids so they are able to take care of themselves.. it just becomes a circle and no one gets ahead…why do you think Dunwoody parted ways with Dekalb county.. I always get the feeling that some organizer in Washington calls these shots for Republican governors. They come in clusters, like similar laws for illegals, not accepting Medicare and now the rescue of a black district by an ill fitted white hatted Republican governor.

I would strongly disagree. I think there can be a role for those of such a background on a school board, but they also tend to have see everything from the teacher or administrator’s point of view, which is dangerous unless offset by others of different backgrounds.

As a property owner in Dekalb County with two children attending Dekalb County schools and a spouse teaching in the district, I am in complete agreement with Jay. The precedent of removing elected officials does cause discomfort, but desperate times call for desperate measures and our children do not have time to sit back and hope the currently elected board members experience some sort of harmonic convergence and finally get things right.

Some would argue that Deal himself is nothing more than an opportunistic crook who was elected by the citizens of Georgia only because of the letter R after his name. Deal calling anyone incompetent is a bit ironic.
But as to the opinion piece, I agree. Racism is not so black and white any longer, no one wears it on their sleeves. It rears its ugly little head in policies and ideas meant by design to twist and absolve those who design them.

In the meantime, however, those who share my fretfulness might want to news.google “benton harbor” and look at their experiences, of late, with state-imposed emergency management (and while you’re at it, look at what the much-much larger Detroit is grappling with as they appear to be making a similar transition). It’s the farthest thing from a panacea.

And yes, we would be having this discussion if all of the school board members were white. One of the suspended board members is white and claims to have alerted SACS on the problems of the DeKalb school board.

This whole thing stems from a lack of respect for education in this state. We need to get as dramatic about our children’s education as we do about drugs and war and illegals. I’d like to see more cameras in the schools, more reporting bad and good going on. Make heroes out of math majors; introduce them in church along with the uniforms. Honor and aw ourselves with great minds not violent behavior and bullies. Pointing them out may make some feel inferior which I think is the problem now. Dumb down our heroes and we all feel like heroes, make the bar higher and we all feel stupid. Who wants to feel stupid?

As a resident of Dekalb County I hate to see tax money wasted. Every election I skip the school board stuff because I don’t know any of the candidates. But one thing the gov should consider is you never replace anyone unless you have a replacement who is an improvement. If these were the first choice of the voters imagine what second place would have offered. Loss of accreditation should only occur if the teachers aren’t properly certified or aren’t doing their job. A great deal of money is being wasted over this and it has little to do with education. So the current school board was dysfunctional. So what? It describes our country and county. How effective is an appointed board going to be?

They impatiently wait on the working majority to supply them with their “entitlements” and, once received, waste them and take no responsibility in taking care of what they have received. As evidence, look at the cost of school maintenance in Dekalb. I am witness to several years of MLK Day projects. We always clean up and fix the same things at the same school. As long as a thing is supplied at no cost without an expectation of reciprocal responsibility, then the receiver places no value on it. We see that here in the Dekalb school system. To paraphrase, it is the soft racism of lowered expectations.

Nice post….tough call. The elephant in the room is that by and large, the system is going to remain largely minority. Folks are not gonna move in and send their kids to one of these nightmares. Even most of the crusaders have kids on the fringe schools, not the inner-city ones. So, the culture is going to have to change.
The right to vote does not mean the ability to do so. This board is a blatant demonstration of that. The parents need to value an education (many do, just not enough) and at some point, and I do not know how, actually, the CULTURE OVER ALL must change. Truthfully, since the system will largely be much more black than white, the opportunity exists to try and show that the people will elect competant members, instead a bunch of self-serving folks guilty of nepotism and everything else. Despite all the mistrust and wrong-doing in the past, voting in buffoons will not solve any problems.

In the latest example of the GOP’s selective reverence for the Constitution, six Georgia Republicans are trying to end the election of U.S. senators by popular vote — just as a new poll shows that the GOP’s footing in the state’s upcoming Senate election is less secure than previously thought.
The Douglas County Sentinel reports that state representatives Dustin Hightower, Mike Dudgeon, Buzz Brockway, Josh Clark, Kevin Cooke, and Delvis Dutton — all Republicans — have introduced a resolution to repeal the 17th Amendment to the U.S. Constitution. The 17th Amendment, which was adopted in 1913, mandated that senators be elected by popular vote; before its passage, senators were selected by state legislatures.
Cooke, who authored the resolution, told the Sentinel “It’s a way we would again have our voice heard in the federal government, a way that doesn’t exist now.”
“This isn’t an idea of mine,” he added. “This was what James Madison was writing. This would be a restoration of the Constitution, about how government is supposed to work.”
Successfully repealing the amendment would require two-thirds approval by both houses of Congress, followed by ratification by at least 38 states — giving the Georgia lawmakers next to no chance of accomplishing their goal. After all, most voters would prefer to keep the power to elect their own representatives — especially considering the pervasive corruption that has characterized the election process within state legislatures.
Still, the timing of the move is interesting. Coincidentally, on the same day that the Sentinel reported on the Republicans’ repeal plans, Public Policy Polling released a new poll showing that the GOP is in real danger of losing another Senate seat in 2014.
Despite the fact that Democrats have not won a major election in Georgia in 13 years, PPP finds that the race for the seat currently held by retiring Republican Saxby Chambliss is a complete toss-up. Democratic congressman John Barrow trails five likely Republican candidates — U.S. Representatives Paul Broun, Phil Gingrey, Tom Price, and Jack Kingston, and right-wing activist Karen Handel — by an average of just 0.4 percent.
If former senator Max Cleland (D) jumped into the race, he’d start out with a lead over all five Republicans.
Republicans should be deeply troubled by their weak numbers in Georgia, ostensibly a deep-red state. If they lose Chambliss’ seat, it would all but end their hopes of capturing a Senate majority in 2014. The six Georgia lawmakers’ solution to the problem appears to be taking the decision out of voters’ hands, which fits a broad pattern of Republican behavior since the 2012 election. Once again, the party’s prevailing strategy appears to be “If you can’t beat them, change the rules.”

It appears the major problem facing the DeKalb County school system was based on lack of funds to adequately educate the students and maintain the physical structures. A forensic audit did not seem to satisfy the accreditation agency.
Their first complain was legal bills exceeding $10 million dollars above the budgeted amount. Wonder if other school systems have legal bills exceeding the budgeted amount(s)?

This does set a scary precedent, even more so in light of the fact that DeKalb is primarily Democratic and the school system primarily black while the governor was not supported by either constituency.
However, its scarier to think of the consequences of inaction. Capable, experienced teachers and administrators fleeing (a loss that takes years to recover from), students failing to learn and leaving the system (with or without a degree) utterly unprepared to participate in today’s economy, much less that of ten years from now (losses that take a generation or more to recover from) and a system so resentful and at odds that the bills already introduced in the Legislature to permit splitting the district get passed and the southern part of the county is permanently cast off economically.
The governor was elected because he had an R after his name, and lazy voters did not bother to learn about his ethics problems, his financial issues or his track record. The DCSS board members were elected because they had a D after their names and their skin color was presumed to tell all the voters needed to know about their competency, character and intentions, regardless of their performance in office. Lazy voting is a cancer on our democracy. It may be time to remove all party affiliation information from the ballot.

I was gonna say that I disagree with the governor having the power to step in and remove people that have been duly elected by the citizens. I think that goes against the very democratic principles that we claim to live by. There has to be some personal responsibility that has to be accepted by the voters of Dekalb County.

The root problem isn’t race or incompetence. The root cause to Dekalb County’s issues is voter apathy. I’m willing to bet that the votes cast in BOE elections are not even half of the votes cast by the citizens of Dekalb County. I’ll go look for that information to see if I’m correct, and if/when I find it, I’ll post it on the board.
That said, even with the state BOE weighing in, I don’t think it’s a good idea for the governor having the power to remove elected officials, especially when they are not in his direct chain of authority. Those who cheer it now will probably feel completely different when the parties/races/people involved are reversed 180 degrees.

The real sad part of all this is that cities like Dunwoody are attempting to leave Dekalb county schools and form their own school system. This is a terrible idea. A rising tide raises all ships, I care about ALL the children of dekalb county. Sadly, the current board doesn’t seem to be interested in the ABCs of education. I have been struggling for years to eliminate the “Block Schedule” which does an incredible dis-service to the students, and costs the county millions of dollars a year (yes I did that analysis). Block schedule is sad in so many ways, and yet this board continues to stand by it. This is the main reason I am happy they have been fired. Let’s get some good educators in there who can fix ALL the problems in Dekalb and keep the county system together, not fragment into a “have” and “have not” model. I could care less about the race in all this, but I do care passionately about the students in this. And THEY are not being served.

Thin Guy, I appreciate the honesty–that’s not an easy one to admit, but I suspect your sentiments are probably shared by a lot of people reading this.
I know that I, personally, have gone from actually campaigning for a school board challenger (knocking on doors and the like) to seeing the incumbent’s re-election as a foregone conclusion and not bothering, myself, so I am hardly without sin myself.
Two questions, hopefully of a non-gotcha/non-partisan nature, just tossing it out there:
1) Why is it that so many people pay so little heed[1] to school board races/elections, even though so much of the money that these voters actually pay in property taxes–which may very well be the single biggest tax bill they pay in a given year, possibly outstripping federal income taxes, even, in many cases–is headed to fund their work?
2) what could be done to improve this situation, to have a healthier democratic participation amongst this constituency?
I don’t have good answers myself, which is why I ask.

Only two DeKalb schools on that list and one of them has a magnet program which by senior year is the overwhelming majority of the graduates. Lakeside is on that list because of the quality of teaching but equally important the quality of student that walks in the door. And both Chamblee and Lakeside have seen a decline in scores in recent years.

This is one of the best columns you have written in my opinion and you are right on target with all of it. I can understand concern with having elected officials removed from office by another elected official, but the interests of the students far outweighs whether these 6 should keep their jobs. It is very telling that it is clearly in the best interest of the students for the 6 to step aside but they seem bound and determined to fight it all the way. I wonder if they would be so concerned about precident if it did not directly involve their own jobs. I kind of doubt it for some reason. The real issue here going forward is going to be to find a way to engage the public to be more informed voters and not just elect the person that the organizations tell them they should. If we don’t solve this problem, we can get rid of this set but we will just turn around and elect another equally poor group. Dekalb County and Georgia cannot afford to have that happen.

Merriam-webster.com gives a one-word definition of “obstinance”: it’s “obstinacy.” Since the word comes from the Latin “obstinantia,” obstinance actually makes more sense. Perhaps the DeKalb School Board issue isn’t with racism – but with party affiliation? The question is, “Of the six dismissed DeKalb School Board members how many are Democrats; and how many are Republicans?”
I don’t know the answer, but I’ll bet almost all are Democrats. That is not to say that anything would be any different – if they are Republicans.

Saying this situtation is all about race is wrong. To say that this situation has nothing to do with race is wrong. A better solution would have been to have an elected body, State Board of Education, to monitor and give advice and consent to the board until a new election.
I am against an unelected body( that never said a school board should be removed during the era of segregation) is now saying an elected body should be removed. An elected body that has not violated the law. An elected body that has never said it would not follow the law.
Are the student ’s education important? Yes! Is our system of goverance important? YES. Without the latter we donot have the former.

I agree that under the present law the Governor made the right decision for the students because SACS was going to come in and pull the accreditation of the school system.
As a conservative, I also agree with a part of Dr. Walker’s argument. I have a major problem with a law written that allows one elected official to come in and remove another elected official for any other reason then have committed a crime.
Incompetence in office is a decision that should be made by the voters that placed an official in office and they should be the only ones to fire such an official. Everyone will have a different definition of incompetence and I could see some huge problems in the future with expansion of such an idea.

Lil Aynie answered that back at 8:28, many of these local elections and offices are left over from bygone days.
It made sense to elect your sheriff and school board when you didn’t move several times over the course of your life and lived and worked within one county. There’s also increased complexity and bigger budgets for these systems, it’s quite a temptation for the Eugene Walkers of the world. Lots of money and power with little oversight = disaster.

Looking at Dekalb’s last election, their BOE elections take place on the primary ballot. That, in itself, will lead to lower turnout as primaries never have the turnout as the general election in November.
I looked at the vote totals, and while it’s not exact due to the geographic nature of the districts, here’s what I saw.
BOE total votes:
District 2: 12,969
District 4: 15,184
District 6: 12,973
District 8: 46,792
Total votes: 87,918
In that same election, there were 126,221 votes for and against T-SPLOST. The lobbyist question, carried on both ballots, received a total of 115,634 votes. It appears, on the surface, that many share the same sentiments as those expressed by The Thin Guy. I’m not picking on him personally, but when you have apathetic voters, you put yourself into situations like this.

I have not heard anyone argue that DeKalb County has a great public education system or that the elected board members are highly competent, hardworking, dedicated public servants. However, when governors (here in Georgia, Michigan’s Governor in Detroit) start usurping the authority of the people to elect who they want to public office, then where does it stop? Nor I. I think he’s like a lot of people throughout the sociopolitical spectrum–just not well connected to school board politics, even though they control a budget that eats (oftimes) the lion’s share of an individual’s taxes.
I think the (deliberately?) obscure manner in which these elections are held–why AREN’T they always part of the general or mid-term election ballot, anyway?–certainly plays a role, as you suggest. But it doesn’t account for everything.
Maybe at the root, it’s just human nature to bitch and moan about resulting problems, rather than taking steps to actually learn about root causes and rectify them, within the existing political structure. Call that a hunch.

That explains why there is exactly ONE black Republican in either the Georgia House and Senate, why Hispanic are becoming MORE Democratic, not less, and why almost three out of four Asian-Americans voted Democratic. I live not far from Macon, and unfortunately you are right. Macon is the shining example of how a school system can truly be a cluster. First Presbyterian, Tatnall Square, Stratford, and Mt. Desales (all private) are all doing well, and Windsor and others are growing. Many of these parents work extra jobs….they are no all the so-called “elite”. More and more black students are attending these schools, by the way, and there are a growing number of black teachers and coaches. The race factor in Macon is glowing, and the school system is hurting. There is no easy answer, but the school system in Macon/Bibb is a real mess. If anyone asks questions, yeah, the race card comes up. But, when you have a large minority (black) population and then do not vote in competant people, what problem are you solving. Folks are running away from these schools by the drove. You cannot blame folks for not wanting to send their kids to these places.

I think those elections are placed on primary ballots by design. That’s the same trick as putting referendums on those ballots as well. It would probably make for a longer general election, but something needs to be done to increase voter participation in those elections.

It’s not “racism” unless someone honestly believes some of the board members are genetically inferior as a race.
I know we could argue this back and forth, but to me “racism” only exists when that belief is combined with a leveraged effort to disenfranchise someone, based primarily on such stupid beliefs.
Yes, I imagine blacks are occasionally capable of doing this institutionally to white folks here in the USA but such opportunities are pretty dang rare. It’s not like we’re talking about white farmers having their land appropriated from them simply because the black majority can, or suchlike.

We all have to remember that these are our employees who we have entrusted with a job. They are our civil servants, not a ruling class. Good Lord, I had classes with several who had to learn english and then attend UGA, and they were kick-aZZ! I do realize that with past discrimination, there is no easy solution. That being said, STILL, most are not going to send their kids to these places if they can avoid it. So, a solution will have to come from leaders and parents, and neither seems up to the challenge right now.

I really don’t know. I do know that that keeping tax dollars local was a key consideration of the latest rash of municipal incorporations…I live in Johns Creek and I’m still not sure if this was a good development. But the idea of sending money 50 miles away as a result of Fulton bailing out Milton county years ago is more and more difficult to swallow…of course the southside gets screwed.
I guess we are suffering from poor prior decisions that now have come to roost..

To everyone who has gone “RACIST!” a la our dear departed “RACIST!” parrot, Cynthia Tucker:
NAACP stood on the steps of the Capitol to condemn the governor for daring to intervene on behalf of DeKalb’s students, and went on to suggest that his actions were motivated by racism.
It is hard to understand the misplaced priorities that drive such statements, and hard to ignore the damage they can do in such a sensitive situation. Yes, racism does still exist, and it does still affect governmental policy and action, from health care to education to transportation. But crying racism as a political tactic, with no evidence that it is playing a role, cheapens the problem. It also ends up encouraging the very attitude that it supposedly condemns.
One important manifestation of racism is apathy — the malign neglect of struggling minority communities by a majority that cannot be bothered to care. If racism was the governor’s motivation, the easy thing to have done was absolutely nothing.
This may at first seem confusing simply because detection of apathy is especially difficult when you are a democrat or liberal very guilty of it–yes, President Obama / Rahm Immanuel, we mean you, especially regarding the murder-fest that is Chicago.
When there is “no evidence” of racism playing a role, either Jay (who fairness demands I say isn’t really near the race-baiter that Tucker was, nor that many of you are) knows that the race card can be worn out until it is useless as a tactical tool of liberals. I’m forced to admit that what he may be saying is, “cool it folks”; let’s pull it out when we really need it; like calling Obama’s political opponents racial whack-jobs just for spite.
As a resident of Clayton County I am wondering why Governor Deal did not remove Victor Hill, given that he is interested in intervening in DeKalb. Maybe the two issues are unrelated, and maybe the Gov has his hand on the executive order just in case Hill begins acting like the abject idiot he is. Whatever, the case, based on Bookman’s logic alone, it seems that there is an argument to be made that racial concerns may be an issue for the Gov where I live, maybe more so than DeKalb. Unlike DeKalb which is quite black, Clayton has an even greater population of black people. The question is, would Deal have anything to gain by axing Hill in a County he lost by 60 points, just because he is a Republican?
Maybe not. If that is true, then VOILA!, we have racism, you race-master-baiters! But simply because Deal did not act (and consequently have the NAACP on his back for booting Hill), he had more credibility and clout to act for kicking out the DeKalb School Board.

The measurement of the merits of the decision of the court and the governor should be the condition of the Dekalb county schools. It shouldn’t be based on anonymous sources as has been the reported regarding the upcoming SACS decision. If these people have not performed and the outcomes based on a comparison of other school districts in the state are demonstrably worse then they should be removed
In my opinion with the moves to establish all of the new cities throughout
Fulton and Dekalb counties this is a further grab at power by those who don’t want to be governed by others. Call it what you will.
I don’t live in Dekalb and I can’t say that what I’ve seen of Dr. Walker has won me to his side but I would like to see the results of a county by county performance comparison before I turned over my right remove my elected officials.
Let’s keep the racism out of this for now and keep it where it belongs in the state capital and this move their pulling with Marta.

I found it funny this weekend watching Raul Labrador (R) Idaho, whine about the president going around the country and setting the tone for the sequester failure to fall at the feet of the Republicans, thereby setting the stage for pain at the polls in 2014. I agree that there isn’t much debate about what Jay is saying, but the failure of the board, which thankfully, has little to do with the day-to-day education of the children is just the last hole holding back a torrent of failure indicative of the loss of faith in public education in this country. Well, I just learnt that DeKalb County School Board members get $18,000 per year in salary for a part-time job. They get another 4-5,000 bucks for travel and they can travel more than that if they first pay for it and then file to get paid back.
That kind of money just paves the way for ne’er-do-wells looking for a little more household income and some travel perks. For their meetings they’re drawing about $1,000 per hour. Too many of them are in it for theirselfs and not for the neighborhood or the kids. Heck, we don’t even pay our state legislaters that kind of money.
Take the money out of it. Give school board members about 200 bucks a month for their service. Then we’ll see who’s serving for the good of the citizens and the kids. None of these people are Norman Einsteens. They got staff to do all the grunt work for them and all they got to do is say yes or no when they show up every couple weeks.
That’s my opinion and it’s very true.

Jay is right (it finally happenned). This was not about racisim. It was about a group of people with their own agenda that were incapable of working together for the benefit of the students. Issues like this (and all of them for that matter) should be color blind. Not everything is about race. Do a bad job and you should get fired, regardless of the color of your skin.
I’m sure I’ll get flamed, but on a related topic, the NAACP has outlived its usefulness. Organizations like that are outdated and ultimately thrive on and increase racism (not decrease). “Promoting” one race over another is a form of racism – plain and simple. Doesn’t matter if it is black or white. A good test of that concept is if someone formed the NAAWP. Would that be viewed as racist? Of course it would. Was Orwell right? I, a deeply rooted Georgian, have been out of the state for a number of years and returned recently. In going to college through graduate school, I went to school with students from DeKalb County, and they did well in school. I also have had relatives and friends who finished from the DCS System and have two words. What happened? OK, the school system was not perfect, but I did not consider it bad either. Now, I only read bad news.
I do not feel that having Black members of the board is the problem. Across the state most of the elected and appointed officials are White, and I do not think that any reasonable thinking person will feel that education in this state is all right. I think that most will feel that it has severe problems.
I do not know enough to have a good opinion on whether they should be removed. I am still trying to read more about the story but will say this. I do not trust Nathan Deal, one of the 33 southern republicans to vote against the extension of the Voting Rights Act, at all. (I know someone who marched across the bridge on Bloody Sunday.) I am not too fond of the General Assembly either. Or let me say that I very little trust in him. This is not the only reason.

As someone who works in a setting similar to this one, I have seen many times, new board members voted in who get the “I’m important now” deal going on. It usually takes several months of meetings before most of them get over that syndrome and start listening. At first, they just want to talk and blather on. I’ve seen it over and over again.
You can save your community a lot of trouble by voting in people to whom this “status” is not important. People who have tasted success in their lives, and to whom this is no big deal, usually make really good board members. Deal will appoint these types, I’m certain.

Did the incumbent Board members’ argument amount to anything more than “But…but…but…use of this law will overturn election results!” ? If not, the only thing left to consider as whether the law violates either the U.S. or Georgia Constitution. Votes have resulted in plenty of laws later found to be unconstitutional; there’s nothing sacred about a vote outcome.
Don’t like the law? Either talk to your senator and/or representative about its possible repeal, or live with it (supposing it passes Constitutional muster).

A perfect example of what im talking about is when the skinny teen was stomped to death by 3 or 4 unknown men in Douglasville a year ago, who did the NAACP come out and stand behind? The perps!!
Typical kneejerk reaction showing dismal awareness of reality. Witnesses were taken by bus to the sheriff’s office which provoked a response from the NAACP. A spokesperson for the NAACP queried whether investigators followed proper procedures in questioning the witnesses and whether they were allowed to call their parents.
In other words, it appears that the NAACP may have been concerned that witnesses may have been coerced. Why I am sure we have never seen police coerce witnesses into testifying falsely or convicting the wrong people.

I kinda agree with Jay, however I feel that Governor Deal seems to be much more interested in this than Atlanta & Clayton so he can play the Republican Dunwoody Card. Soon they will probably have their own system and DeKalb will be resegregated. Even though some of the board members are the problem, it is very dangerous that the Governor can just appoint who he wants. This was a guy who was nearly indicted himself. We will see how many other boards he becomes interested in.

LOS ANGELES (KABC) — Homeland Security Secretary Janet Napolitano said the massive federal spending cuts have been causing delays in customs lines at Los Angeles International Airport.
“I would say 150 to 200 percent, as long as what we would normally expect,” Napolitano said. “We will see these effects cascade over next week.”
Officials say it’s due to cuts in overtime. With furlough notices set to go out this week, it will likely only get worse.
Notice how it’s reported that Napolitano is referring to “customs” lines. To show you how people can screw up a story and mislead people, there’s this story here:
Ms Napolitano said today that major airports were seeing lines “150 to 200 per cent as long as we would normally expect” as result of the federal spending cuts that went into force on Friday.
“We’re already seeing the effects at some of the ports of entry, the big airports, for example. Some of them had very long lines this weekend,” she told a breakfast event organised by Politico.
When pressed for specifics she cited Chicago’s O’Hare, Atlanta’s Hartfield-Jackson and Los Angeles International Airport (LAX), adding: “I don’t mean to scare, I mean to inform.”
However, when contacted by The Daily Telegraph, spokespeople for both O’Hare and LAX, as well as representatives from the travel industry, denied that airports had been hit by delays.
“We haven’t had any slowdowns at all,” said Marshall Lowe, a spokesman for LAX. Mr Lowe said that he had been on duty over the weekend and received no reports of unusual security delays.
DeAllous Smith, a spokesman for Hartfield-Jackson, said: “There have been no abnormally long lines at the security checkpoint nor unusual aircraft delays at Hartsfield-Jackson Atlanta International Airport as a result of sequestration.”
Maybe they don’t know it over in the UK, but security lines are not “customs” lines. Customs deals specifically with international travelers making their initial entry into the US. One has to clear customs before you even sniff security.
I’ve talked to friends at different airports, and their story backs what Napolitano stated. The first thing they did was to cut overtime on March 1st. Our agency has been using overtime to fill staffing as opposed to hiring the necessary number of officers to do the job. It will be interesting to see how long the business travelers put up with this, especially with this just-in-time business model at play.

As much as I believe the Dekalb school board to be ineffective, the notion that a “big brother” knows better and can replace elected officials because they don’t like how business is conducted is frightening. Either the voters of Dekalb have the right to elect officials or they don’t. They deserve any success they get as well as the failures. What this move says is that Dekalb can elect anyone they want unless we don’t like them, then we’ll replace them with who we think should have been elected.

So instead of hatin’ on folks, this community is gonna have to tough it out…..the demographics are not going to change. Folks sure as hell are not gonna move in and put their kids there. This, however, does mean the problem must be compounded by folks who cannot pour p*ss out of a boot being put into office. Hard words……not meant to be offensive, but I’m sure they will be.

A white woman defeated a black school board member in the primary. So blacks found a “reverened” to run against her because they did not want to see another white member of the school board. That “reverend” was having sexual relationships with several women in his congregation. In fact he was at the pulpit one day, with his wife sitting in the congregation, when he left telling those in attendance his girlfriend was in the hospital having his baby. This clown ran for the school board with the support of the black community.

Now, I blame the citizens of DeKalb for the governor doing what they should have done. For one, not many attend school board meetings, and if they had done so, the actions of the removed members who have been to the forefront before now.
Since the officials are elected, concerned citizens should have started a recall petition.
Good idea to remove – bad move on how the members were removed.
One would think the actions of the Clayton County would be a “role model” for all county school boards to get their acts together.

Put a project manager on the board who has construction background or had to manage 10 MM to 100MM dollar project budget. You would see a better handling of the public funds..

Texas governor Rick Perry, a religious right water boy, signed legislation that as of January 1st, 2013 prohibits state dollars from going to pro-choice health organizations – in other words Planned Parenthood. So what will be the result? The estimates are in, there will be 24,000 unintended births in Texas in 2014-2015 and cost Texas taxpayers $273 million. And of course there will be costs to federal taxpayers for 18 years – welfare, Medicaid, food stamps, etc etc etc.
You can be a fiscal conservative or a religious conservative but you cannot be both. It’s time to kick the religious conservatives right the hell out of the republican party.

I have never liked you or your prospective on anything and probably won’t ever again, but I can admit when I agree with you. I am in total agreement with you on this issue. I firmly believe this country has become too sensitive when it comes to race relations, and when you’re dealing with instances like this you can’t help but realize that racism is a major fact in this situation. Our children are the most precious and innocent individuals this world could offer, and helping them achieve success should be our number one priority, not furthering an agenda based on skin color bias or even using skin color to try and maintain your top flight position to only further hurt those that can’t speak or defend theirselves. Politicians at all levels get too ingrained with their position, and they feel they are owed things and have the power to do whatever they want. It’s nice to finally see where skin color and position aren’t going to continue to be the sole reason they are kept in office. I want all children to grow up with an education that is twice as good as the ones we are getting ourselves, and I want them all to succeed. Hopefully this will be a wake-up call to every other politician that is underachieving yet using their position to push their agenda around.

In New Jersey, a branch of the organization outside Atlantic City chose a Honduran immigrant to lead it last year. The chapter in Aiken, S.C., named a white man as its leader earlier this year. And in Mississippi, the Jackson State University chapter recently turned to a 30-something white man.
in recent years NAACP chapters in New Jersey, Connecticut and Georgia have elected Hispanics as president. A white man, Philip Howell, was picked to lead the chapter in Aiken in January. And two years ago, NAACP members in Hamtramck, Mich., a Detroit suburb, selected a Bangladeshi American to revive their long-dormant chapter.
The push for diversity troubles some members of the NAACP’s old guard, who worry that problems in the black community may get short shrift. But some social scientists say the new diversity is merely a return to the group’s roots as a biracial organization.

On March 1, Mary Frances Alday, 61, of Crawfordville was arrested for four counts of aggravated assault with a deadly weapon and one count of battery following an altercation at Wal-Mart that included four store employees.
Alday became verbally abusive toward a 48-year-old female employee when the employee explained that she could not use an Internet coupon. Alday struck the assistant manager with a shopping cart and was escorted out of the store. Alday went to her vehicle and retrieved a firearm in a holster. She removed the firearm from the holster and began waving it at the victim and three other store employees who had joined the investigation.

And even stranger to see his ignorant minions pulling a 180 degree turn on the issues every time he does it. we should eliminate HUD, all the czar jobs, all the AF1 trips for rounds of golf, food stamps, etc. But people like Jackie wouldnt be able to eat without that taxpayer funded support.

Well, I see the furlough notices are going out to federal workers. Civilians that work for the Defense Department get 22 furlough days, roughly a 10% pay cut. Civilians in other agencies get 7 furlough days. And nobody can use annual leave or sick leave to avoid taking unpaid days.
I hope the people on this blog that say the sequester is no big deal are right. Cause if it winds up putting us back in recession or bombing our 401k, I’m not going to be kind to some of them.

Jeb Bush just gave Hispanic immigrants the finger in order to stay relevant within the GOP. Anybody with cursory knowledge of how the wet foot/dry foot policy divides the Hispanic community know that Rubio is a non-starter.

My sister works at the probation department for the state. She tiptoes on eggshells around there as a white minority. She says blacks lolly gag around on state time,fall asleep,stay on Facebook,Black Planet,chit chat on the phone,eat junk food at their desks,take extended bathroom breaks,make countless mistakes,grammatical errors,and are constantly late to work. She ends up doing lots of extra work,keeps her mouth shut.

Here’s one. CBP uses overtime to meet minimum staffing needs. Overtime has been cut, so wait times for international processing will increase, as they already have at the larger airports. The reduction in staffing will result in fewer officers being TDY’d to the Southern Border to help with staffing issues there. Hiring has been frozen, so there will be no new officers to aid in the shortage. People who use private aircraft will also be affected as many of those aircraft are processed by officers assigned to public airports, such as the case with PDK and Hartsfield. Fewer officers mean that those private jets won’t have Customs waiting on the tarmac to clear them as quickly as before.
Slowly, things will begin to roll downhill. Airlines schedule people with tight connections to keep planes full. Having 2-4 hour delays in clearing customs will wreak havoc with their reservation system causing them to lose money. Give it a month or two, and the business community will frown on all this sh*t.

That thing on the Tory regiments didn’t really surprise me. One of the little known (well taught) aspects of the Revolution was how weak support for it was initially in the Southern colonies. It was not in their economic self-interest, by and large, it was only when the cause became philosophical and not economic that the idea began to catch on.

I voted for obama the first time and Romney the second time. Like you, I was suckerecd into believing all that hope and change crap. Unlike you, I saw obamas first term as an utter failure. He told us it was wrong to be 11 trillion dollars in debt, EVEN UNPATRIOTIC, I agreed with him. Now we are 17 trillion dollars in debt. Its still wrong, I havent changed my opinion, obama changed his. His spendulis idea was a disaster. Obamacare has been a disaster. Egypt is now governed by terrorists. Guns sold to drug cartels in Mexico that were used to murder Americans. US Ambassador killed in Libya that obama blamed on a video, which turned out to be a lie. He didnt give me any reasons to vote for him again.
Romney was a business leader. He had a history of saving companies that were on the brink of failure. Yet obama focused on one that he had nothing at all to do with its closing. So I gave obama a chance, he failed so i wanted change. We did not get that change so America will continue to suffer from the policies of a proven failure.

Quality education for all can be secured only by allocating trillions of dollars to hire teachers and staff at decent wages and benefits, reduce class sizes, repair older schools and build new ones, and equip all schools with the most up-to-date learning tools. Recently there was a Historically Black College (HBC) that the govt was considering merging with a majority white college. I t was the blacks that demnded the HBC be left alone. As to welfare, there are far more Whites on welfare than there are Blacks. Atlanta doesn’t determine who qualifies and who doesn’t as welfare is a FEDERAL program.

If you are black, as you say you were, then you have disrespected your family and your ancestral lineage. How many blacks in just 3 generations past did not have to suffer indignation and denials of their constitutional rights?
Either you are not aware or have deliberately chosen to ignore your own history.

You folks in Copelin-Woods, Cunningham and Walkers district need to start clammoring for them to step aside. Walker has to go and so does Sarah. They should all resign, JUST AS SARAH HAS SAID—FOR THE GOOD OF THE CHEELDREN. S. Dekalb you must be so proud. We don’t hear any different. You need to speak up and speak out. Tell them to step down. They aren’t helping your community, never have, never will. It’s all about them.

“The Obama administration denied an appeal for flexibility in lessening the sequester’s effects, with an email this week appearing to show officials in Washington that because they already had promised the cuts would be devastating, they now have to follow through on that.
In the email sent Monday by Charles Brown, an official with the Animal and Plant Health Inspection Service office in Raleigh, N.C., Mr. Brown asked “if there was any latitude” in how to spread the sequester cuts across the region to lessen the impacts on fish inspections.
He said he was discouraged by officials in Washington, who gave him this reply: “We have gone on record with a notification to Congress and whoever else that ‘APHIS would eliminate assistance to producers in 24 states in managing wildlife damage to the aquaculture industry, unless they provide funding to cover the costs.’ So it is our opinion that however you manage that reduction, you need to make sure you are not contradicting what we said the impact would be.”

I found what you said very intriguing because it made me another look at Deal’s options here.
An added comment is SACS. I went through 30 years of SACS evaluations at schools across the spectrum. Many SACS people are good people focused on educational quality. Some are as self-important as the Dekalb School Board members. They rated schools on what hotels and amenities were provided, as well as the mandatory “honorarium” gift. They could be a real financial drain on a school in a less-well off community, but everyone knew from experience it was a necessity for your school’s rating. Schools never know which type they will draw.

If this were the Federal Govt attempting to remove someone from the State of GA, the reaction would be the opposite. And we’d here references to the US Constitution.

This is not about race……this is not about politics…..republican or democrat…..this is not about the NAACP….this is not about the gov having so much power…..this is not about those poor School Board members being ousted for (let us count the infractions)….this is not about Obama, Paul Rand or the Dow (what the hell do all of these issues have to do with the case at hand?)….quite simply it is, however, about a group of our young people not being put in the middle of this sordid mess….who deserve better….and let’s not forget the parents/voters/taxpayers who placed their trust in the nine members to not concern themselves with their own importance, or to, it is seemingly apparent, think that the taxpayers will form a “ho hum….whatever you think” attitude about spending our money. The right and only thing has happened. Deal with it and let’s move on. A good deal of this energy we are seeing evidenced by the posts could be spent on attending future Board meetings, demanding transparency and in general letting the appointed members know we are watching.
