Two rules of good governance:
Rule No. 1) It is never a good idea to let unelected people sit in judgment of and even remove officials who have been put into public office by the vote of the people. The practice contradicts the entire concept of self-government and undermines accountability. If voters elect bad officials, they ought to live with the consequences of doing so.
Rule No. 2) In case of a true emergency, Rule No. 1 can and must be broken.
The DeKalb County School Board is the perfect case study of why Rule No. 2 exists. The board and the district that it is supposed to oversee are not merely dysfunctional; they have been dysfunctional for years. Superintendents have come and gone, often walking away with nice payoffs and in one case with a corruption indictment. Studies and audits have been authorized, conducted and then buried. Pledges have been made that this time, things will finally change, and time and again the change has been for the worse.
Millions of dollars in taxpayer money have been wasted. Precious years have been wasted. More important, tens of thousands of students have passed through a school system that did not treat their education as its top priority. There is too little sign that is changing.
Quite the contrary. Since December, when the DeKalb school system was notified that its repeated misbehavior had put its accreditation in danger, board members have made it more clear than ever that their top priority is maintaining their own power and authority. They have hired outside legal counsel, at considerable taxpayer expense, to protect their own jobs. They have filed state and federal lawsuits, again at considerable expense, challenging the state’s right to remove them.
Had they shown similar initiative and energy in fixing the district’s problems, they would not find themselves in this situation.
In another step to deflect criticism, the board has hired former state legislator and labor commissioner Michael Thurmond to serve as its interim superintendent. Thurmond is a good man and is generally well respected by both Republicans and Democrats. By nature and experience, he is well-suited to bridge the geographic, racial and economic divides that make DeKalb such a complicated place to govern.
In a marathon meeting of the state Board of Education on Thursday, Thurmond committed himself to changing the district’s direction and leadership.
“This is the job of a lifetime,” he said to the state board, telling them that he would not have been lured out of his private law practice by anything less than than the opportunity to solve a major crisis.
Thurmond also vouched strongly for the current DeKalb board’s willingness to help him. The problem is, as an employee of the DeKalb board, he cannot fix the board. His own competence, reputation and experience have no real relevance to the board’s fate. Furthermore, it is unfair and inappropriate for the board to use Thurmond as a mouthpiece to plead publicly on their behalf. His job as interim superintendent is to improve the education being offered to DeKalb students, not to preserve the jobs of the board members who hired him.
Last night, the state board voted unanimously to recommend removal of most of the DeKalb board. Sadly, the district’s issues are too profound to be solved by that step alone. But if Gov. Nathan Deal ends up following that recommendation, and if the courts decide that he has the authority to do so, progress can begin.

And yet another county’s school board problems are tied to egos of the elected people there to “lead” (and I use that term lightly).
DeKalb and Clayton now share the dubious distinction of having school board members removed (or recommended to be removed) from a Governor. And in both instances, we hear the cry of “someone is out to get us.”
Here is an idea. Education is NOT a partisan issue. Period. This isnt about being a Dem or a Rep…its about waking up each day as an elected school board member and asking yourself, “what can i do today that will offer a better opportunity for our children to learn.”
These Boards need to hire competent, proven Superintendents, give that person direction, goals, benchmarks and accountability to meet those, then GET OUT OF THE WAY in how it is implemented!!!!
It is truly sickening to me that both these counties pay “lip service” to educating the kids in their counties. If they were to best schools in the country, then by all means, keep behaving how you behave…but they are NOT.

A superintendent might have different duties and thus an educational backgroung might be more important and given the hiring practices of the board’s history,Thurmond is suspect….

The school board’s new chairman, Melvin Johnson, said removing the board would “erode” public confidence. “They believe in the individuals they voted on,” he said. The former DeKalb schools administrator said race differences may be causing some of the division, and the county needs to have an honest conversation about it.
“Race is something that some of us deny,” Johnson said. “Some of us won’t put it on the table.”
Michael Thurmond, the former Georgia labor commissioner recently named DeKalb schools’ interim superintendent, also said race was an issue, and said he wanted the chance to address it. He appealed to the state board not to vote for suspension.
So, there it is. Nothing real surprising about it, to me, kinda dog-bites-man really.

I’d put the chances of Nathan Deal and his cronies having read an account of the downside of such state takeovers like, say, this one, at approximately zero percent.
On January 20 the progressive think tank Michigan Forward and the Detroit branch of the NAACP sent a joint letter to Michigan Governor Rick Snyder expressing concern over Public Act 4, the Local Government and School District Fiscal Accountability Act. Signed into law in March 2011, it granted unprecedented new powers to the state’s emergency managers (EMs), including breaking union contracts, taking over pension systems, setting school curriculums and even dissolving or disincorporating municipalities. Under PA 4, EMs, who are appointed by the governor, can “exercise any power or authority of any officer, employee, department, board, commission or other similar entity of the local government whether elected or appointed.”
What are the qualifications for such a powerful office and the six-figure salary that accompanies it? Not much: PA 4 requires “a minimum of 5 years’ experience and demonstrable expertise in business, financial, or local or state budgetary matters.” Last year the state held a pair of two-day training sessions for EMs, both run primarily by companies that provide outsourcing services to municipalities and school districts. Yet PA 4 made the emergency manager the single most powerful person in the city.
Results were swift. In April the Benton Harbor EM, Joe Harris, decreed: “Absent prior express written authorization and approval by the Emergency Manager”—himself—“no City Board, Commission or Authority shall take any action for or on behalf of the City whatsoever other than: i) Call a meeting to order, ii) Approve of meeting minutes, iii) Adjourn a meeting.” The move in effect abolished Benton Harbor’s elected City Commission and replaced it with an unelected bureaucrat, perhaps the first time this has happened in US history.
The implications went beyond Benton Harbor. “Since the beginning of your administration, communities facing or under emergency management have doubled,” Michigan Forward and the NAACP wrote to the governor, citing a “failure of transparency and accountability” in the process of determining which jurisdictions need an emergency manager. The financial review team assigned to Detroit, for instance, had recently met in Lansing, nearly 100 miles away—“a clear example of exclusion and voter disenfranchisement,” according to the authors. On February 6 an Ingham County circuit judge ruled that the Detroit team’s meetings must be held in public.
Of Detroit’s 713,777 residents, 89 percent are African-American. The city of Inkster (population 25,369), which recently got an EM, has a black population of 73 percent. Having EMs in both cities would mean that more than half the state’s black population would fall into the hands of unelected officials.

Education is not valued in this state; it is the ugly sister of football. The board of education use to be a voluntary position that attracted truly interested highly qualified individuals from the community. The school use to be community, look at the resumes of these board members or any in this state, no rhyme or reason. No public school is knocking it out of the park. Education in the state as a whole in not what keeps elected representatives awake a night, illegal immigration, turning down free money for healthcare that could go to education and on and on. In my parents day they would have rioted if their tax dollars were spent this way. Education was important, only a fool left home without one. Dysfunctional, should be in our state seal, it would explain a lot more than peaches about what we are.

The school board is just one of Dekalb’s problems.
They have some kind of setup where county employees can buy appliances through the county. I don’t know the details, but it’s not something the county should be doing. It’s an indicator of how looney the whole county governance.

Is it possible that the culture of substandard education in Georgia, Dixie and the American southwest is so entrenched and so longstanding, that high quality education (the kind that rivals northern and Midwestern states, see top 20 below) for most of our children is no longer possible? From what little I know about this subject, the dismal results apply equally across the board, from all black urban schools to white rural ones?
There’s good news and bad news about the state of education in America. According to The Annie E. Casey Foundation’s newly released KIDS COUNT Data Book, we’ve made progress and have had some setbacks. Academics and health have improved in most states, but our children’s economic well-being continues to decline.
From the period of 2005 to 2011, there was an 11 percent reduction in the rate of high school students not graduating in four years; and an eight percent reduction in the proportion of eighth-graders scoring less than proficient in math. More kids are attending preschool, and elementary school kids are reading better. On the downside, from 2005 to 2010, the number of children living in poverty rose by 2.4 million.

The real problem in Georgia is just like how they act on a federal level. They cannot compromise or get along with anybody. I get the feeling the very white state government enjoys watching DeKalb, it makes the state look normal and displays in their mind the problem at hand. Black people can’t govern themselves. The right has figured obviously they don’t need the black vote nor can they get it to win statewide election so they have no obligation. Listening to the country English spoken by most of the state elected officials not much time has been spent on their personal education either. Funny I have noticed the nation treats Georgia the same way Georgia treats DeKalb, ignores them. You have a very hard time getting businesses into the mess called Georgia. This is where the full might of some powerful person should be not some side issue like immigration or gays getting married.

Independent Thinker: I seriously doubt removing the protection of sovereign immunity from school board posts, thereby exposing elected officials to PERSONAL liability for actions taken in their official capacity is going to encourage better-qualified folks to seek out those positions. Face it, those positions don’t pay enough money to attract somebody qualified and devoted enough to really do the heavy lifting needed to repair DeKalb’s damaged schools. They’re not full-time positions, and basically, somebody who has a career and/or a family will be hard-pressed to find the time and energy to devote to such an endeavor. That is not to say that there aren’t such people who run for these positions; I just believe there aren’t a whole lot of them. The very same type infrastructure that some fail to see the need for continued investment. I think there is a huge opening for a Democratic Party candidate not only in the senate race but the governorship next election.
Seven Republican governors have walked away from their refusal to take money for healthcare from the federal government; our brain trust is not one of those seven.
This education is our second national crisis after healthcare. We need a state leadership that can live as a member of this country not a rebel without a cause. Lord if we had any results from this isolation and immature conduct of our leaders I would get out of the way, but it has been a complete failure in every definition of the word.
I always get a kick out of the local guys talking about immigration and how if the feds can’t handle it they will. What outside football has this state handled correctly in decades. We need the federal government and we need a group of leaders than can act like adults and work together with the country we live in. What we as a state hate and lie about in facts is the cure to most of our problems or at least a start. Progressive is a dirty word but when you are in the mud and not getting out, staying the same is even dirtier.

Yes, we all have differing opinions on HOW to implement changes in educating our kids, but at the end of the day, I am of the mindset that if its broken, then FIX IT. WHO cares who gets credit, since the end result is a better opportunity for ALL the kids in Metro.

A lot of us post our opinions on this blog on a regular basis but if our comments don’t fit a certain pattern where we ignore the obvious, we are considered some kind of white cretin. Racial identity is a very important commodity. It tells you something about yourself, lets you separate yourself from the mainstream and generally, gives you some self-respect for who you are. But if that identity gets in the way of good common sense, like getting a respectable job, raising a family responsibly or paying your bills, it runs into conflict with the rest of us who work for a living. You might be really comfortable going out and buying some rust bucket and putting a set of chrome wheels on it and it might give you some kind of “identity”, however the mainstream, you know, the ones that do the hiring, might not look upon that as a qualification for employment. Neither do they favor someone who can’t put two words together and make a sentence. Makes for a bad company image. Most of these misfits are products of some kind of DeKalb or Clayton County education, run by a bunch of power hungry, self-serving black people who were educated about the same way. Does that tell you how I really feel?

Personally, I don’t think whoever did the article was familiar with the purpose of Head Start or other remedial-type early education programs. In other words, Head Start did what it was supposed to do: prepare children to function with their peers so they wouldn’t be behind at the outset – kindergarten and first grade – so the schools didn’t have to hold the kids back or spend resources to bring them up to par. So of course the results ‘vanished’ by the end of first grade. They were supposed to!

I am not saying either of these. But the obvious is being ignored. Most responsible people who have some desire to join the mainstream have a few prerequisites that any society demands of them. A job, some desire to obey the law, a responsibility to pay your own bills and being responsible for your own bad choices in life. These things have nothing to do with race. You could be green with pink polka dots and the rules are still the same. There’s nothing wrong with being different. There’s nothing wrong with being the individual that you want to be. But in an organized society, there are certain obligations that anyone, regardless of their color, have to others in that same society. And when your identity gets more important than that, someone is not going to accept that. This is not a broad brush of racial ignorance…… just some common sense that is being ignored.

I am not up to date on the Dekalb Issue, but did notice on local news last week that a teacher in Henry County called into question a memo from the local superintendant that if a student receives a 68 or 69 that they should be passed along. The teacher showed on TV how one of his students had earned a 61 and the administration passed him along with a 70. He stated that this was not fair to the other students in his class who worked hard to earn passing grades.
My sister has been teaching 3rd grade for over twenty years and has had numerous teacher of the year awards and was recognized by having the only class with all of her students passing the CRCT reading last year. I broached this topic with her and she told me that her local school board sent out a memo stating that nobody up to the 8th grade level would be held back this year. I asked her how she felt about this and her response truly shocked me. She said it has gotten to the point where it is a losing battle with discipline and disruptions. If someone disrupts her class, she has them removed. She said it was not fair to the others that want to learn. If you call parents in for a conference they will not show up. Todays parents glamorize Honey Boo Boo, can’t wear their pants up without showing their briefs, and their child’s education is an inconvenience to their daily life. She said that she has changed her mind and it was better to just pass them along.

But, since I do live in the Atlanta area and own a home in Dekalb county (and others), I do keep up with the local happenings and politics even without Jay Bookman telling me what information is important and what’s not. I actually watch the local news and when they show graphics of the board members, I pay attention.

But isn’t it the case that education is one of those areas where there persists a perverse sort of agreement between the two parties, where the two parties happen to be in almost perfect lock step? Namely, both parties are in perfect alignment on the neoliberal corporatization/privatization of the nation’s entire educational system.
And the paradox is that when the two parties are in such close agreement on an issue, that’s when you really have to look out, as there is no incentive for the parties to go before the people and compete against each other.

Wonder how prices manage to increase when the supply of crude is so plentiful, they do not have any place to store it.
And, by a sheer coincidence, 7 refineries have been taken offline because of “maintenance.”

GT – I truly think ALL people have a little bit of bigotry inside. Some are malicious and some are not. You tend to see less when dealing with an individual and more when dealing with a group. People do have tendencies to try and define a group by what “THEY SEE” as opposed to what “THEY KNOW”. Plus if you can marginalize a group by using either racial accusations or stereotypes than it make it easier for the pea brains to comprehend issue that are usually more complex than stupid raced based accusations.

There was a time when the DeKalb school system had an excellent reputation. One of the reasons national publications recommended several DeKalb areas in their best places to live articles was the school system.. There should be a thorough investigation of what has caused the decline, including a complete history of changes over the years. As is frequently claimed in these pages, we can’t *go forward* until we understand the past.

You could nationalize the stuff which would cut the gravy train off for Texas which is sucking in the high prices and redistributing it to the Republican Party. On February 20, 2013, the last elements of a deployment of approximately 40 additional U.S. military personnel entered Niger with the consent of the Government of Niger. This deployment will provide support for intelligence collection and will also facilitate intelligence sharing with French forces conducting operations in Mali, and with other partners in the region. The total number of U.S. military personnel deployed to Niger is approximately 100. The recently deployed forces have deployed with weapons for the purpose of providing their own force protection and security.
I directed this deployment of U.S. forces in furtherance of U.S. national security interests, and pursuant to my constitutional authority to conduct U.S. foreign relations and as Commander in Chief and Chief Executive.
I am providing this report as part of my efforts to keep the Congress fully informed, consistent with the War Powers Resolution (Public Law 93-148). I appreciate the support of the Congress in this action.

We have a national security interest int he Middle East and Northern Africa, therefore, we have to deploy our diplomats and military personnel to areas that are causing turmoil in the region.
Having knowledge of how things are done proactively would suggest news reports of events occurring anywhere in the world is “old news” to our government.
The major problem we are having is not the response but the size of the party and action taken, based on the availability of money needed to carry out critical missions.

I have never looked up the ratios, but I would venture that the top 1% in this country has a higher percentage of Jews than the lower 99% does. Which is where the fascistic leanings of the American right wing are the most distasteful.
Yet, it is illustrative that the GOP HAS NEVER ONCE garnered a majority of the Jewish vote?

I understand the leasing process just fine. My family leases our gas rights to the state of Montana. Apparently it’s you who doesn’t understand that the leases allow the product to be removed from the ground, and the product belongs to those who drill it. The U.S. is not in the oil and gas drilling business, and there is no pbligation on the part of the lease holder to even drill. So again, how do you propose the U.S. can just keep the oil and gas that is produced?

How the leases work: The oil industry routinely leases blocks of land from the federal government to explore for oil and gas. The leases typically last for 5 to 10 years and cost anywhere from $75,000 to $2 million to get. Then the companies have to pay an additional fee each year for the duration of the lease.
If oil is found, the company get’s to keep the lease for the life of the well, which could be 40 years. They would also have to pay the government a royalty on the production, usually ranging from 12% to 18%. If no oil is found, the land reverts to the government.
Markey and other lawmakers say the industry is purposefully idling production so they can book the oil and gas reserves on their balance sheet as an asset — a move that might drive up their stock price.
Critics also say they might be saving the oil for a future date, when prices might be higher.
The Interior Department, which supports efforts to put more of these leases into production, says over half the nation’s 20 billion barrels of recoverable oil reserves lie untapped in the Gulf of Mexico.
To prod the industry into more rapidly exploring and drilling on these acres, the administration and members of Congress have proposed shortening the period for which leases are awarded — a so-called “use it or lose it” provision.
They have also proposed increasing the amount of money companies have to pay each year for their leases, which can range from $40,000 to $200,000.
Drilling for oil isn’t so simple: But the oil industry and independent experts say it’s ridiculous to believe that companies wouldn’t be trying to produce all they can from the land they have leased if it made financial sense.
The huge amount of untapped land being leased is accurate, said Erik Milito, director of exploration and production at the American Petroleum Institute. But to just look at that number and say the industry is sitting on its hands is too simplistic, “it doesn’t explain the oil and gas businesses at all.”
One reason the industry isn’t producing on these lands, said Milito, is because there’s simply no oil there. Only 25 to 30% of the acres the industry leases offshore ends up having large enough oil deposits to bring into production, he said.
Another reason is the time it takes to go from bidding on a lease to producing oil. It can take seven, eight, nine years to do the seismic work, line up the contractors, conduct the exploratory drilling, and then build the infrastructure needed to bring the oil and gas market, he said.
“Companies are in the businesses of developing oil and gas resources, not buying leases,” said Milito. “You’re not going to make any money if you’re sitting on it.”
Guy Caruso, former head to the government’s Energy Information Administration who’s now at the Center For Strategic and International Studies, agreed.
Caruso also cited the long lead time needed to develop an oil lease and the fact that firms want to recoup any money they put into exploration relatively quickly.
Accusations that oil companies aren’t drilling in order to book the oil reserves also seem simplistic. An exploration well would be needed for the firm to book the discovery on its balance sheet.
Plus, he said oil at $100 a barrel is a huge incentive for companies to produce oil now. The price in the future, he noted, is anyone’s guess.
“This is good politics,” said Caruso, “but it’s not the way the business works.”
By forcing the industry to produce on its idle leases, lawmakers hope to raise domestic oil production, which would tend to increase U.S. jobs and add to federal tax rolls without having to open up additional lands for drilling.
Some hope it would also lower gas prices. But it’s questionable if forcing production would have the desired effect.
“Diligent development policies are unlikely to encourage money-losing production today,” said Kevin Book, a managing director at ClearView Energy Partners, a research outfit. “If producing were economic, investor-owned oil companies would be doing it.”

@Jam, in a previous post, many days ago, I wondered if the heavy dem vote reflected a respect for the Truman’s position on the creation of Israel, as I remember you disregarded that opinion without any relection. Since that time I have tried to undrstand the question. I , currently think it has to do more with teh historical perception of the JEWS being and “uncerclass” peoples (money lenders etc) and their connection with others of theis perception (blacks, gays, other minority groups in general). There is NO doubt that the jewish religion puts great emphasis on education, family (although recently the divorce reate has significantly increasedd), and material goods. I think that jews despise the GOP for their perception that the GOP disparages all minorities (of which they are one). I think it has less to do with intellectual. ;there are many intellectual bigots. It is their bigotry that offends the jew, not the intellect level..

Now that’s some heritage, but we don’t deny the little dark folk their accomplishments. Like, uh, spaghetti. Italians aren’t 100% white, so dark people should get at least 10% there. And uhhhhh….spears! My white neighbor has some really cool african spears on her wall along with a shield-thingy, she picked them up at a flea market from an authentic dark person. We’re grateful for the African contribution to art, her wall would be all empty without it. Or she’d have to use white people spears, that wouldn’t be nearly as cool.
And then there’s all the stuff from the Americas, which we named for one of those not 100% white Italians—-a fair compromise since we couldn’t understand the name used by dark people who claimed they’d been living here, waiting for white people to come help them out. Anyway, so now we have maize and llamas and teepees, those are important.
I do wish dark people would have invented non-spitting llamas, but nobody’s perfect.

Bro – one small correction. It’s not a question of “how often” Causcasians produce “melanin enhanced” children. They don’t, unless one of the parents is melanin enhanced.
It’s not genetically possible for a pale, blond, blue-eyed couple to produce a child with significantly more melanin than the parents…the genes simply aren’t there.

I was reading further, and I’ll have to somewhat correct myself as your story shows. If the genetic traits are there, then it is remotely possible for two pale and blue eyed parents to conceive a melanin enhanced child. The only way is that they would have to have melanin enhanced ancestry on one or both family trees and carry the genes necessary to produce that child. In most cases, however, you won’t find someone with all recessive traits that carry dominant genes.

There was a time when conservative intellectuals raised the level of American public debate and helped to keep it sober. Those days are gone. As for political judgment, the promotion of Sarah Palin as a possible world leader speaks for itself. The Republican Party and the political right will survive, but the conservative intellectual tradition is already dead.

While doing a little research on this found something I thought was odd.
4 of the bottom 5 ranked schools (159-164) voted for Obama by a large majority, as did Dekalb which was 130 of 164.
Also of the top 5 counties none gave a majority of votes to Obama.

The guy from Moncrief (whom I highly recommend btw) came to do a bi-annual check. When he turned the thermostat up the blower motor caught fire. Talk about good timing. Can you imagine if it had kicked on while I was at the store or we were sleeping? Would have caught the whole house on fire.

Fred – Thanks for the recommendation. I have to replace my entire heat pump top to bottom, and not happy with my last guy who’s recommended compressor crapped out after 5.5 years (on a 5 yr warranty naturally)…with the new freon rules I have to replace good equipment with new equipment ’cause old and new don’t work together…worse, as a result I also have to replace the line set buried in the wall with a larger diameter too

EC: I cant’ recommend these folks enough. Their employees have all been with them for years, the guy who was over here today, 17 years. The “new guy” has been there 8 years. I have a maintenance plan that folks just don’t do anymore. I pay X amount of money per year and they come out and check the system 2 times a year and any other time I call them. Anything that goes wrong is covered (except a whole new unit of course). The burned out motor? Covered. Won’t cost me a cent. Since my unit is 20+ years old, i get my money’s worth every year.

If you’re a cook, try the smaller Japanese eggplant…less water in it and a bit firmer…if you cook with it you don’t have to salt it, to leach the water out of it like you do with the big ones
