If tightened and passed into law, the ethics-reform package announced this week by House Speaker David Ralston could restructure relationships between lobbyists and state legislators and in some ways alter the Gold Dome political culture for the better.

Its core proposal is a provision that bans, rather than caps, most gifts from lobbyists to legislators. In an interview Thursday, Ralston dismissed a competing proposal of a $100 gift cap, calling it a “gimmick” because it puts no limit on the number of such gifts that a lobbyist could offer or a legislator could accept. A ban is more easily understood by all parties — lobbyists, legislators and the general public — and more easily enforced as well.

However, while the bill bans gifts to individual legislators, it puts no limit on what lobbyists can spend on legislators in groups, such as a House committee or subcommittee. Among other problems, that loophole plays into the hands of the most deep-pocketed of special interests. Banking lobbyists, for example, could afford to take the entire House and Senate banking committees out for a night’s dinner and entertainment, while consumer groups could not. At the very least, the legislation should put a per-head limit on such expenditures.

The bill also does too little to address the common practice of showering influential legislators with all-expense-paid, multi-day trips to resorts under the guise of speaking to associations and groups. (To Ralston’s credit, it does ban payment of golf-course fees and similar expenses on such outings.) It’s part of a legislator’s job to speak before annual conventions of professional associations and trade groups, and it’s appropriate to have legitimate expenses covered. However, appearing on a breakfast panel doesn’t justify a three-day suite at a top-end resort, all meals and beverages covered. Limiting it to a one-night stay would solve the problem.

The package offers important reform in other ways as well. It would require legislators to quickly report all campaign donations received after January 1 and just before the annual legislative session opens. Ralston refers to that window as “a frenzy of fundraising activity,” when those seeking help from the incoming Legislature often make donations. Requiring quick reporting of such contributions at least makes that window transparent.

More important, the bill restores a degree of autonomy to the state ethics commission. Several years ago, as punishment for a ruling on the use of corporate jets, legislative leaders stripped the ethics panel of the authority to make its own rules, crippling its operation. That power would be restored under the speaker’s proposal.

Unfortunately, the biggest flaw in the Ralston proposal is a doozy and a potential deal-killer. For some unknown reason, the bill redefines “lobbyist” so broadly that a PTA president speaking to a local school board or a neighborhood association leader who testifies before a planning commission would first have to pay $300 to register as a lobbyist. The same would apply to anybody testifying before or sending information to a legislative committee.

That’s unacceptable and unnecessary, a message that legislators say they have received loud and clear. On Thursday, a House subcommittee promised to extensively revise that language by next week, and Ralston echoed that pledge in our interview. There’s simply too much good in this proposal to allow it to fail on such grounds.

The definition and rules regarding “lobbyist” have been a problem for some time. There certainly are clear differences between the paid lobbyists and those who profess for a particular interest. I’ve had to walk that line myself. It needs work but as often done, there can always be a “fix” later as legislators often do.

It’s part of a legislator’s job to speak before annual conventions of professional associations and trade groups, and it’s appropriate to have legitimate expenses covered.

so have the taxpayers pay for such things, and provide a reasonable accounting for why you, as a state legislator, felt it was worth spending our money to participate, and face the music if your constituents disagree. This ain’t rocket science.

I’m amazed at the good in the bill. I heard in a radio report that they are going to amend it so as to not apply to people addressing their representatives unless they were doing so for a group. I don’t know that non-profits should be exempt from registration and I don’t know that $300 is an unreasonable fee. With some of what you suggest being added, we might have a real ethics law. Imagine that.

Add the lawmakers family and friends to the gift ban to ensure they don’t “go around” the intent of the policy. Have all trips reviewed and approved by the Speaker, or his rep, PRIOR to the trip. I had to do that when working for state government on travel that was not “normal” based on my day to day responsibilities and duties. I had to submit a trip budget and how it was to be paid for. We were also banned from taking anything/gifts w/o the Commissioner’s sign off! No gifts, no problem!

Are the specifics preceded by general tenets of ethical behavior that defines intent? In my business, we have to take exam(s)before the specifics are laid out, tenets including responsibility, accountabily, honesty and liability are spelled out to clarify the intent..

Of course, none of those categories can currently apply to any elected official since the current and preferred way of doing business flys in the face of such practible concepts..

If there is value to attend such an event, however, the taxpayer SHOULD pay for it. It is far, far cheaper for us to send some guys to a convention here or there on OUR dime, then to pay for it later in countless ways through quid pro quo legislation that shafts us.

In fairness, the latest minor changes in employment, growth and jobless claims are nothing of substance since all due to timing and transitional issues. Only when next numbers arrive as well as retroactively revised numbers, its a difficult argument to pursue..the explanation by the feds et al are pretty solid at this point.

Well, I don’t know about you but I don’t see this ban as good news. What it means is all these people will be asking for a pay increase and there goes our taxes up. I’d rather let the lobbyists buy pay these people than pay more in taxes. Maybe it’ll be OK if they make up the difference by furloughing more teachers or something like that. There’s always somebody we can squeeze a little more if we look hard enough.

Anyhow, asking these legislaters to be honest is sorta like asking pigs to mind their manners and not eat too much. Right now there’s people down at the statehouse huddling up and figuring out a way around this ban. It’s what they do. Don’t try and tell me somebody that spends all that time at the Capitol is going to be pinching pennies and selling off their stocks and bonds to get by.

I’ve been thinking about the stock market….I think an argument could be made that it was, to an extent the stupid moves by Bush that resulted in run up. Nothing BO did has anything to do with it to any large degree. For a start, the valuations are big partly due to the amounts of cash on balance sheets….concern about poor returns domestically for many reasons and a shaky economy, keep many from putting money out there…especially the money we gave many of them.

The other big driver is the pending blow up of the bond market. Many folks who, for example, used interest payments from bonds for living expenses (retired et al), are moving bond investments to mutual funds er al as the returns on the bonds are crap.

This is the reason that bans and “ethics” reform does not ever work. There are always loopholes and under the table going on. The best idea is pure sunshine and let the voters of the district decide what types of “gifts” is acceptable to them.

No bans, no limits, no ethics commission but total immediate detailed reporting from every lobbyist on a easily searchable website available to all the public. The voter is responsible to determine if the gifts received is acceptable and if not then they can vote their Representative out of office.

My semi auto 30.06 (used by a great deal of hunters) with a 20 round clip would fit the definition you provided in a court of law. Is it a assault weapon? Most if not all Semi auto pistols (Like the Glock 9mm) would fit the definition in a court.

The definition is way to vague to be considered a legitimate definition of an “Assault weapon”.

Ethics — FWIW, I think Ralston’s proposal is a good start. It’s got problems, to be sure, but there’s nothing so intractable in there that it couldn’t be ironed out. Fingers crossed that they do just that.

Assault Weps — I’ve intentionally remained silent on this, but IMO the only way there will ever be a definition for assault weapons will be for our lawmakers to agree on one (perhaps an set of characteristics, and possessing a minimum number of those characteristics legally makes something an assault weapon), and I’m not hopeful of that.

td is right in that you could assault a fixed infantry position with a sidearm (pistol or revolver) or a shotgun; it wouldn’t be smart, but you *could* do it.

I do not use the 20 round clip while hunting but I do have a few of them for self defense purposes.

I made the statement because almost any and all Semi-auto hunting rifles have the capacity to accept very large clips and the 30.06 round is really more lethal then the .223 round used in the AR-15 if both rounds are using the same bullet type.

I refer the interested reader to the WWI tale of Corporal Alvin York. Medal of Honor recipient.

During the assault, six German soldiers in a trench near York charged him with fixed bayonets. York had fired all the rounds in his M1917 Enfield rifle, but drew his .45 Colt automatic pistol and shot all six soldiers before they could reach him.

German First Lieutenant Paul Jürgen Vollmer, commander of the First Battalion, 120th Landwehr Infantry, emptied his pistol trying to kill York while he was contending with the machine guns. Failing to injure York, and seeing his mounting losses, he offered in English to surrender the unit to York, who accepted. Most economist including the feds suggest no worries since these are typical changes at this time of year as seasonal employees are turned loose and the other issue is that the gains were taken early so this is a predictable outcome at this time.

I still see any suggestion that our government can have a material impact on the economy as minimal. Too bad too much credit is given the the presiding WH dope…things happen under one’s watch that have no direct connection with particular WH dope. Ethics reform is window dressing.
And in my more Pollyanna moments, it annoys me to no end that it is even necessary.
If politicians worked as hard to serve their constituencies as they do to line their pockets, this really would be a better country.

That said, lobbyists do perform a useful function – bringing ideas and issues to the attention of our legislators so I am not against the occasional meeting over dinner. But the efforts of lobbyists are rarely without the motive for financial gain. They simply should not be empowered to buy legislation that is beneficial to them, yet screws over John Q. Public.

Put a cap on the largesse, make it completely mandatory and transparent, and make the penalties for abuser swift and harsh (open censureship, removal from committees and chair posts). In other words, make the consequences so distasteful that even the thought of sticking your hand in the cookie jar is scary.

It completely ignores the fact that during most of his presidency, Bush also had both a Republican House and a Republican Senate, where people such as McConnell, Boehner, Ryan and others were voting in support of the big spending supposedly perpetrated by this Bush fellow alone.

“unlimited cheap labor” is a minute, arguable irrelevant issue at hand. Technology and our evolution to a service based economy are the major culprits..Oh yeah, the need to compete globally is no small issue either..

The last I saw, in 2001 to 2011, we lost 2.7 million jobs overseas…about 80% were manufacturing. We have 12.3 million currently our of work…I don’t think that includes those giving up, so over a decade we lost on average 270K jobs per annum. Additionally, do you realize that high tech companies started doing this in the mid 80’s? Check and see how many Apple, Seagate, HP, Intel, Dell and the likes employ or outsource overseas..the libs get all dramatic but this really isn’t the real reason behind unemployment levels..

Due to technology, need to compete globally, and move to serice economy…this is inevitable but gets all the play from left due to allegiance to an ever shrinking union population.

They did until the McDonald v. Chicago Supreme Court decision that was issued in 2010. Things may be getting worse there because of that decision.

Don’t entirely agree, but I’ve acknowledged all along that a holistic approach is needed to make much of a difference in our overall murder rate. I’m well aware that high capacity assault weapons used for certain infrequent high-publicity mass murders are only a minor part of the picture, and I’d just as soon not even focus on that part of it so much.

But the capacity/assault rifle definition issue comes up a lot, sparking regulation advocacy positions, and some of the arguments against regulation are pretty lame, is all.

(I guess some that are for the regulation are likely lame as well, maybe I’m not as likely to go sniffing those out.)

The NRA has not had to do hardly anything since 1993 (and has lost membership until now) because the Dems concluded that their huge defeat in the House of Reps (Newts revolution) was totally caused by the last “assault weapons” ban. I noted a while back that the high schools in Gwinnett county are extremely large with many entrances and buildings. No one has answered the question of are we going to put an armed officer at every entrance? In most instances it is a good 10 minute walk from one side of the school to the other. Your average Barney Fife is going to take 20 minutes and be winded.

:lol: This is what happens when you make claims without evidence. You end up looking like a real idiot. Investigators believe the shooting was not random and that something occurred between the two students that may have led to it. While I am glad that there was a resource officer there to take away the gun, the officer was off-duty and at the school and the shooting appears to be a simple, but horrifically unfortunate dispute. Not supporting evidence for any idiot claim that you have made.

Look, he’s quite possibly the most even-tempered conservative on here. That alone makes him rare and remarkable, IMO. He’s also willing to say things like ‘okay, I didn’t get your point at first, but now I see what you’re getting at.’ And I like the HELL out of that; many of our righty regulars will jump to nutty and unwarranted conclusions about what you’re saying and will then argue up one side and down the other that THAT’S WHAT YOU SAID, even though you didn’t say anything of the sort.

E. Cat’s kinda taciturn, and he doesn’t always clarify what he’s saying at first. You have to ask him a question or two to draw him out. But if you’re polite to him, even if you disagree, then he’ll be polite right back to you.

And think of this — most of our righty posters, sooner or later, start arguing religious matters. Has anyone ever seen E. Cat do that? I haven’t. I don’t even know what religious persuasion he is (although I suspect I know).

All in all, IMO E. Cat’s a valuable member of our little crew of regulars. I wish we had more righties like him.

The Bureau of Labor Statistics released jobs numbers for January Friday showing that nonfarm payroll employment increased by 157,000 and the unemployment rate rose to 7.9 percent.

Lost in these headline numbers was another rise in the number of people not in the labor force.

This number now stands at a staggering 89 million, up from 80.5 million when President Obama took office.

This means that there are currently 8.5 million more Americans not in the labor force than just four years ago.

Forget all the other numbers.

It’s an implicit claim when he allows himself to be the “conservative” voice in debates and on shows like Meet the Press, etc. Liberals like Jay make the claim for him whenever they echo his liberal viewpoint as some sort of enlightened, new-age conservatism. Jay clearly thinks Brooks is a conservative voice, that’s why he references him so much. I don’t recall Bookman quoting Maureen Dowd or Charles Blow at all. Ever.

I have nothing against David Brooks, and he is entitled to his moderate opinion. I think he is a smart man, quite frankly.

and barn cats but one tiny white ball of fur clawed his way

It would also be interesting to hear your dissertation on gang problems in Gwinnett or Cobb, which tend to be more Hispanic or Asian. Or the largely white meth-driven violence in rural areas of the country. What race-specific policies should be followed in those areas?

So, it’s people killing people. And that’s as far as it goes. So, those that chose to speak the truth about certain ethnic groups are scorned, vilified, demonized just for stating the truth. Political correctness refuses us the opportunity to face reality and call things what they are. It’s easier to kill the messenger with stupid comments that reflect the intelligence of those that make them than to face up to how things really are. No wonder I don’t have any more liberal friends.
Refute any of the following statements:

Violence, crime rates, homicides and murders are much higher in a black dominated community.

The most common cause of death in a black male between 18 and 35 is violent homicide.

49% of our prison population in male prisons is black although they only make up 6% of the population at large.

Black on black violence, even in cities no larger than Macon, cost the taxpayers billions of dollars/year and take away some of the best and brightest of young men who otherwise might have become productive citizens.

The murder rate in Chicago was 512 last year, mostly on the South and West sides. The murder rate in 2013 has already surpassed what it was at the same time last year and is pegged to hit 700 in 2013.

Yet, we ignore all of this in lieu of political correctness. We cannot criticize anyone in a minority population for fear of statements like, “You might want to have the holes cut a little bigger”. Yeah, Bookman, that ought to solve a lot of problems.

OK, Jay, but it will be a short version.

First, while there is violence in Gwinnett, Cobb and white race driven meth violence in rural areas, it is well below the level of what is happening in Chicago. The violence in Chicago is black race on black race. It runs parallel to black violence in other urban areas.

While the number of predominantly white people years ago in Atlanta was low compared to the numbert of blacks in Atlanta now, there was hardly any violence then that compares to what is on the news everynight where it is a black person.

There is no race-specifc policy needed. There have been too many race specific policies now. What is needed is for black leaders to stop blamming everyone else for the problems in their race and do something about it.

I could go on and on with such references as the number of black men who go to jail, the number of black women giving birth outside of wedlock, etc. etc. But there is no need, everyone knows it even if they won’t admit it.

It’s been over 40 years since LBJ’s great society started. Billions have been poured into programs aimed at improving life for blacks. Their current challenges are not disrimination. It’s not lack of most everyone wanting the best for blacks. No, there is a morality and character problem among blacks and the government, money, me or you can’t fix it. They have to fix it themselves.

Let me close by saying the above is a broad brush. Some of the best people I have known in my life are black.

Certainly that maybe indicative of a race issue. There are any number of studies that will show that blacks are more likely to be targeted for enforcement than other groups. That the punishment for certain crimes may be jail terms that are applied more likely to blacks, than say white collar crimes which may just result in a fine. And recent studies have even suggested lead may be a part of the problem In other words, in your simple world, the knee jerk from the hood is to claim it is evidence of a problem with a race because its easy and makes your “political correctness” claim correct in your eyes. That of course educated and intelligent people look for the real roots of the problems and the causing effects is something that you don’t want to do in your world. Poverty, education, opportunity, impact of years and years of racial hatred are just not something you want to deal with in your simple world, K71. That’s the reality.

As for the out of wedlock births, have you ever thought that the problem with the incarceration of young black men; the labeling of the young black boys in school and sending them off to juvenile detention centers in GA has a profound impact on the number of men that are available for marriage.

Who wants to marry someone who has no education and has a criminal record. There is a minimal future for everyone in that scenario.

Jackie, I read some of the book, some empiric reasoning, but i suspect most serious observers of the problem would agree that poverty is a contributing variable to this issue. Financial inequaliy may be a tougher sell,but there is little doubt , for me, if I grew up in the Carver projects in Atlanta, I would not be where I am today and would very posssibly be dead.

We are all products of our environments.
Growing up in the projects or in the suburbs is a matter of luck.

A very simple survey for anyone to think that folks that grew up in dire poverty can not be productive members of society only has to look at, for example, the black astronauts that flew on the Shuttle.

If I am correct, all the blacks that flew are from South Carolina with Ron McNair being from Williamsburg County, the poorest county in the USA. If you have never been there, you may want to go just to see how people in this country are doing just as poorly as some of the commercials you see about the children living in poverty in the rest of the world.

Of course Ann isn’t liberal, but at least she’s honest enough that she doesn’t claim to be, just to undermine liberal ideology.

This will be the last time I mention Mr. Brooks until Jay mentions him first, but again it is worth asking: If Brooks is so conservative, isn’t funny how often Jay agrees with him?

Logic FAIL, sonny. Claiming to be a Republican or a christian is quite a different thing from claiming to be a christlike figure.

I don’t believe that Jay represented him in that way at all. I think that Jay represented him as an example of how *some* conservatives are thinking, and not even the majority.

It seems Jay has pulled material from Brooks a lot lately. Like I mentioned earlier, if Jay were as eager to agree George Will, Charles Krauthammer or Jonah Goldberg, it would pique my interest more than consistently agreeing with the “conservative” David Brooks.

And maybe I’m missing your point about Coulter. Sleeping with liberal men makes her less of a conservative? I’ve slept with lots of hippie liberal chicks, after I made them shave their armpits and legs. It didn’t make me less conservative, trust me.

No it has to do with every President has released their transcripts from college except one. While I am no fan of W, he was infinitely superior as President over the current fraud. I would think that we all would want to know MORE about the man in the White House, not LESS. But the less liberals know about their guy the better. The more they know about the other side the better. HYPOCRITES.

Oh, that’s right. He was only the prime mover behind modern intellectual conservatism, but was generally rejected as a ‘conservative’ after he expressed disappointment over the war in Iraq. So I suppose he’s no longer a conservative by your yardstick?

You did miss my point. She won’t talk about it publicly, but she’s allegedly told some of her liberal boyfriends and paramours that her conservative harpy schtick is all an act designed to sell things and make money. If you pull up some Youtubes of her on Bill Maher’s show in the last few years (he’s one of the ones she’s slept with), you will see a VERY different attitude and behavior pattern from her than you’d see if she were on, for example, the Today show or a FNC program.

wouldnt it be better for the black community if they learned to get along with each other better than they currently do? What percentage to they represent in American society? And what percentage do they represent in prison society? When 7 in 10 black births are to single women, theres serious problems in that community. And the billions spent on welfare have only enhanced the problems. Wasting even more money will do nothing. Welfare has been an abject failure.

No, it has to do with the fact that Keith is once again making stuff up to defend a point he can’t otherwise defend.

Rommey didn’t release his transcripts. McCain didn’t release his transcripts. Ronald Reagan didn’t. Jimmy Carter didn’t. Neither GW Bush nor Al Gore, although the Washington Post obtained leaked copies of both. Same is true of John Kerry.

In fact, I can’t find a single president who DID release his college transcripts.

When there was true “welfare” what ethnic group was the single largest representative of the welfare rolls and why were they there?

Blacks constitute roughly 16% of the US population and approximately 64% of the prison population is black men. Looking at it on its face, blacks are mostly criminals and America has not done enough to protect itself. Do you think we should raise the percentage of blacks in prison to 100% of the population? Please look at what they are in prison for and how the laws have been constructed to insure that they will go and stay in prison longer than their white counterparts.
