With New Year, a chance to dump ‘negative waves’

In cultures around the world, the arrival of a new year means more than the mere changing of the calendar. It is a time of cleansing and renewal, an opportunity to set past disappointments aside and to look ahead with optimism.

But let’s be honest: These are not the easiest of times in which to set aside fear in favor of optimism.

The financial meltdown of four or five years ago lingers like a hangover from a holiday party that went on much too long. The economy continues its slow recovery; Georgia’s unemployment rate last month was 8.5 percent, down a full percentage point from a year earlier and down almost two full percentage points from 2010. But it is sign of diminished expectations when a statewide jobless rate of 8.5 percent is considered evidence of progress.

And as too many of our fellow Americans know, those cold, impersonal numbers hide deep personal pain, loss and frustration. The American dream and its inherent promise that hard work will be rewarded no longer seem plausible for many, particularly the young. Only the foolish would try to deny that profound, unsettling changes are under way, and for one of the few times in our nation’s history, parents have cause to wonder whether their children and grandchildren will live in a world of reduced opportunity.

On the other hand, anger and disappointment can become self-fulfilling prophecies if indulged too long, and a backward-looking fixation on what used to be will blind you to what can be. That is as true for nations as it is for individuals. Previous generations of Americans faced times much more challenging than these and overcame them, and there is no reason to believe that we are not their legitimate and equally capable heirs.

At the moment, though, such context seems in short supply. In a new Washington Post/ABC News poll, just 40 percent of Americans describe themselves as hopeful about the course of world events in the coming year, while 56 percent described themselves as fearful. Unfortunately, a good part of that dismal showing can be explained as the aftermath of a deeply divisive, hard-fought election campaign that both political parties treated as a life-and-death struggle.

According to the Post poll, just 18 percent of Republicans report that they are hopeful about the course of world events in 2013, compared to 38 percent of independents and 61 percent of Democrats; 72 percent of Republicans describe themselves as fearful about what the next year will bring.

In the political world, such numbers have a way of compounding themselves. As Ronald Reagan knew better than anyone, and as the Democrats learned from Reagan the hard way, a party animated by the belief that this is a country in decline will find it difficult to rally others to its cause, creating a spiral that is hard to reverse.

It’s also important to remember that people of all political persuasions tend to exaggerate the importance of government and who runs it. Except in times of war, and at moments of economic crisis such as that of 2008-2009, government actually plays a relatively small role in the course of human events. At times we like to believe otherwise; we like to believe that acting through government, we exert direct control our own fate, but most of the that time, that simply isn’t true.

Faith in ourselves, each other and our country — or the lack of it — is far more important.

Definitely, it needs to be addresses but we still need to emerge into a stronger economy after this great recession. That’s when the cutting should take place. The trouble with this analysis is that it ignores history: As part of the 2011 Budget Control Act, Obama agreed to spending reductions of about $1.5 trillion over the next ten years. Boehner should have no problem remembering the details of that deal: As Greg Sargent points out, Boehner at the time actually gloated about the fact that the deal was “all spending cuts.”

If Obama were proposing a truly balanced plan, he’d be calling for even more tax revenue or even less spending reduction.

As Richard Kogan of the Center on Budget and Policy Priorities has explained, those cuts from the Budget Control Act will take discretionary spending (spending on agencies and programs that Congress must reauthorize every few years) as a share of gross domestic product down to its lowest level since early 1960s, when government first began keep tracking of it.

Right off the bat: Defense: cut 20 percent from current baseline, not counting Iraq/Afghanistan costs.

SS: change the CPI for seniors.

Other Federal programs; no across-the board cuts. That implies everything’s equally important. It’s not. Cut whole programs AND the bureaucracy (direct and indirect manning and support) associated with those programs.

Good question. I think it is because a 16T deficit is not seen as a really serious problem. And I, for one, would sure like to know why. The US did not really recover from the Great Depression until we entered WWII in 1941. None of FDR’s policies did the trick. It was the huge influx of capital for manufacturing that did it.

Time now to start addressing what cuts should be made. Ten per cent accross the board does not work for me. People should make the decisions on cuts. Some agencies need cutting more than others.
I would cut mainly on defense and medicare. And make changes in future social security payments. Remore the cap on contributions. Raise the age.
Onmediare cut spending on terminal patients. Too much money goes to keep people alive for another two weeks on pain and misery.

We need increased revenue, not necessarily a lot of tax increases. And we need some serious (rather than frivolous) spending cuts. I agree with your suggestions regarding the DoD and SSI. But there is a lot more to look at. For instance, one of the things liberals liked to harp upon during the health care debate was our relative standing in the world for the quality of medical care. But I don’t see many liberals voicing the same complaint when it comes to public education. Here is an area in which I think competition will serve us well – that is, I expect we’d get more bang for the buck. And I still think there is a huge amount of money squandered by the government through waste, fraud and inefficiencies.

Detroit, and the rest of the “rust belt” look that way because Businesses moved to the Sun Belt. They did this because local Republican politicians promised them low wages, low taxes and no unions.

I know that a pay and benefit cut for 535 Federal employees wouldn’t amount to that much on a cash basis, but IMO it’s the *symbolism* of the action that’s important. A Congress that says ‘you people deserve a pay cut but I’ve got mine so screw you, Jack’ comes across as callous and uncaring.

A Congress that says ‘we’re going to take the hit just like all other Federal workers’ gives, IMO, the impression that they’re not disconnected from the end-result of what they’re doing.

It not that it appears that way, it’s because it is hypocritical and selfish. Period. Carter may not nave been a good leader and was I hear a micro-manager. But at least he made a lot of cuts in expenses at the WH when he was asking for cuts elsewhere.

That pay increase was for all federal workers, they haven’t had an increase in years. Members of Congress are also federal employees and they are responsible for rejecting their increase. It’s up to them.
