Time for Legislature to get serious about ethics reform

If serious ethics reform passes the Georgia Legislature this year, House Speaker David Ralston will have played a major role from beginning to end.

His biggest contribution probably came in helping to inspire the public crusade that has pushed the issue to such prominence in the first place. If he had not taken his family on a $17,000 holiday trip to Europe at lobbyist expense, and if he had not responded to criticism by shrugging it off as unimportant, it is unlikely that the ethics issue would have gained so much traction. The speaker is a smart guy who is widely respected, but that trip and his handling of its aftermath was a major blunder. He turned himself into a symbol of the type of political entitlement that angers voters and leads them to distrust government.

That distrust has become a major problem, as evidenced by an AJC poll published last week. It found that a major reason for metro Atlanta’s rejection of last summer’s T-SPLOST was lack of faith in the integrity of elected officials and a fear that they serve special interests rather than the public. That same lack of faith will make it difficult for elected leaders to build support for a public contribution to a proposed new stadium for the Atlanta Falcons.

Earlier this year, however, Ralston performed a startling about-face. After steadfastly rejecting any limitation on lobbyist gifts to legislators, the speaker suddenly embraced an outright ban on such gifts. Whether that reflects an honest if rather swift change of heart will be determined over the next few months.

In the state Senate, Lt. Gov. Casey Cagle has been a vocal supporter of ethics reform, even if that rhetorical support has seldom translated into action. The new leadership team elected in the Senate has also expressed support for such reform, although the speaker’s call for a total gift ban rather than a limit on gift value may test that commitment.

One early test of how seriously the Senate leadership takes ethics will be its handling of Senate Rules Committee Chairman Don Balfour, one of the most powerful figures in the Capitol. Last year, Balfour kept ethics legislation bottled up in his committee, refusing to let it come to the Senate floor for a vote. More importantly, in August the Senate Ethics Committee fined Balfour $5,000 for filing a series of false expense reports with the state, and a criminal investigation launched by the GBI continues.

Under those circumstances, allowing Balfour to return as chair of the Rules Committee would suggest that the Senate’s new leadership is no more serious about ethics reform than were its predecessors.

However, the most important test of legislative commitment to ethics reform and the rebuilding of public trust will be its handling of what was once known as the Georgia Ethics Commission. Political leaders in this state have never tolerated a truly independent ethics commission, but legislative attacks on the agency in recent years have stripped it of what little independence and authority it once enjoyed. They even stripped the word “ethics” from its title.

The Legislature’s most prominent ethics champion, state Sen. Josh McKoon, R-Columbus, has introduced a proposed constitutional amendment that would guarantee a certain level of funding for the ethics commission. In the past, legislators unhappy with commission rulings have “disciplined” it by slashing funding or positions. McKoon’s proposal would be an important step in insulating the agency from such pressures and restoring public confidence in government.

The Gold Dome is percieved as corrupt. The leadership is not pleased by that perception, but don’t care enought to actually DO anything about it – it might stop the goodies from coming in.

Rob Parker was wrong…..who is he to define how RGIII should act or live his life? RGIII is not a black QB, a white QB, a green QB, or a purple QB. He is just a frickin’ QB….and he does not have to be “down” with a damn thing. By the way, and I love AND played football, he is one helluva QB. There are whites as well as blacks who ain’t good QB’s….enough of both or all to go around. Ryan Leaf, who is white, was not worth a squat. Jamarcus Russell, who is black, was not worth a squat (ok in college…busts in the NFL.) RGIII and Russell Wilson, who are black, are superb QB’s. And neither of them needs Parker to validate their play, existence, etc. Wilson left out of N.C. State to play baseball. Came back and used his year of eligibility at Wisconsin because N.C. State did not offer the major. His teammates made him captain of the team his first and only year there. And guess what, folks, he did not have to act ANY certain way…he just did it! Sorry granny but you cannot peer into my heart and know what I feel or what I think. Like everyone else on here I think this is a terrible tragedy and I feel terrible for the kids and parents involved. But it doesnt stop me from thinking about an issue rationally.

We all know about the recent Chicago gun laws in the court.But that was very recent. Doesn’t change what’s been going on before that for years and years. Stringent gun laws and yet unabated gun violence including a staggering number of deaths this year. Is there something about that that you don’t understand?

When the Japanese attacked Pearl Harbor, nobody said that we should just pray for the victims and do nothing about it. When terrorists used planes full of people as missiles and killed thousands of Americans, few suggested that it was an inevitable tragedy that shouldn’t be politicized. The country took action to prevent those things from happening again. In fact, the nation went far beyond the bounds of decency and reason to do so, locking up entire races of Americans, starting needless wars and ramping up an expensive and unnecessary police surveillance state. Multiple Constitutional rights were and continue to be violated.

But very few went out of their way to suggest that the only reaction to these tragedies should be solemn mourning. These incidents involving heartbreaking loss of innocent life were intensely political, and appropriately so. In fact, to have done nothing in the wake of 9/11 and Pearl Harbor would have seemed to most Americans to have shown callous disregard for the victims, and disdain for the lives of victims of similar attacks to come.

There is no reason that these almost routine gun massacres in America should be viewed any differently. Those who wish to take steps to ensure that the next massacre be prevented–and they are entirely preventable–are showing the greatest respect for the lives of the victims. They’re the ones who are trying to make sure that they didn’t perish in vain, and that similar future massacres don’t claim any more innocents. It is intervention of the most necessary kind.

Prayers and sympathy are nice. But they accomplish nothing, and show no greater respect. Prayers won’t help the victims or stop the next massacre. Call it politics or any other term that seems fitting, but it’s long past time we started making sure this sort of thing cannot happen again. It’s the right thing to do.

Maybe we should start by a law to prevent selling ammunition. You want to fire your gun, you need to learn to load bullets and shells. A sportsman has no need of an assault rifle, nor more rounds than can be fired at a range in one visit or a week of hunting. My dad would go hunting with a box of slugs and come home with half the box unused. We just need to get real about what the 2nd amendment really means.

So *I* think we need to have much greated controls over knives and machetes and baseball bats and cars. Because someone violent MIGHT, POSSIBLY, SOME DAY use them to attack children.

The kind of thing I’m talking about — get this, Thulsa, you’ll love it — are things like:

Having the state go in and shut the doors of gun shops like this one in Athens, TN http://www.allamericangunshop.com , hauling the proprietors out and into custody for public humiliation and shaming, and ..:

Ripping down its despicable billboards that pollute the highways in SE Tennessee.

Confiscate the assets of such gun vendors.

Pass laws against automatic weapons that makes the Brady Bill look tame.

Invert our entire legal system so that the vast complex of prisons we’ve built to fill up with people for petty drug offenses are instead filled with those caught with automatic weapons, with sentences ten times as high for those caught selling them.

How’s that for radical, Thulse?

Rwanda in 1996. The Hutus slaughtered some 800,000 Tutsis and Hutu moderates in a genocide campaign. The main weapon of choice? Machetes and hoes which were imported by the thousands for the mass genocide. Guns and bullets were too expensive so for the most part the slaughtering was done by machete and hoe. But yet no one there is talking about banning machetes and hoes which in a subsistence agrarian society are essential for slashing forest and planting crop.

thank you, but I will say that because I don’t know everyone who owns a gun…I don’t TRUST ANY of them. We’ve got people around here shotting guns for whatever reason they have and if I’m home, I bring my dogs in and stay in the house. I’m not putting myself or my dogs knowingly in the way of someone who MIGHT decide that a live target is more fun than a paper one.

I know this post is off topic but this massacre at Sandy Hook Elementary School upsets me very much and I wanted to see if you might weigh in on the issue. You always have an intelligent take on current events and maybe you could help make sense of this mass killing of small children. Could you support a ban on assault rifles and handguns in the City of Atlanta or do you know of a group that supports passage of such a ban?
