A Plan B should TSPLOST fail? Realistically, I doubt it

So is there a Plan B should metro Atlanta reject the one-penny sales tax for transportation?

Theoretically, sure there is. State law says regional leaders can propose another list of projects to voters in two years, when many who oppose the current list argue that a “better” list would be more likely to win voter approval.

That’s wishful thinking. The same political forces that produced a list that is too heavy on transit to some, and too light on transit to others, will still be in play come 2014, and at best will produce a list much like this one.

Besides, let’s be honest: Most who oppose this T-SPLOST would also oppose any future tax increase for transportation. Their opposition is based not on these specific projects but on the idea of a transportation tax increase, period. That will not change.

And frankly, I doubt that two years from now, public officials would be able to agree on any list at all. As highly politicized and contentious as this process has become, elected local officials will be much less willing to engage again in the give-and-take that was necessary to produce the current list, and much more likely to grandstand in defense of their own small corner of the region.

For example, even if Cobb County Chairman Tim Lee survives his current primary challenge, I doubt he’ll be willing to stick his neck out once again on behalf of regional projects. If Lee does not survive, his fate will become an object lesson for other local officials. The spirit of cooperation that allowed regional leaders to support the current list unanimously will never be recaptured should voters reject this plan.

And of course, if the measure does fail, it won’t be hard to find people to blame. Near the top of the list will be former Gov. Sonny Perdue, who year after year told Georgia to Go Fish rather than focus on transportation, and who in the end left us this convoluted funding mechanism as his legacy.

In his last days in office, Perdue also broke the state’s longstanding pledge not to extend tolls on Georgia 400, shattering what was left of public faith that political leaders will keep their word on such issues. And while Gov. Nathan Deal’s announcement this week that he would end the extended tolls at the end of 2013 explicitly acknowledges the damage done by Perdue’s move, it may have come too late.

Fingers will also be pointed at state legislative leaders, who shucked off responsibility for making tough decisions onto local leaders, then sat back and in some cases took potshots at what those local elected leaders decided.

In the end, though, the failure will be our own. This will be the first time in the history of the Atlanta region that it has the chance to actually debate, vote and act as a region. Defeat would mean that we failed that test. It would mean that voters inside the perimeter became too concerned that voters outside the perimeter might be getting a better deal, and vice versa, and that voters in general lacked faith in their public institutions to perform what is really a very basic function of government.

And if we prove to have no faith in our leaders or institutions, why should outsiders looking to invest time, energy and money have that faith either?

I would gladly vate for it if there were a startgic goal to address congestion and the projects moved up toward that goal. Landscaping on Buford Highway in Buckhead, Belt line and trolleys to the MLK national park are good projects, but as a whole, or individually no one can explain how they resolve congestion t major intersections, interste merge zones or on the connector which funnels 3 major interstates by the gold dome.

I do not support T-SpLOST because it is an series of horse traded projects political leaders want insted of a way to start a systemic approach to attack congestion.

I think all of us can agree that we need real leadership and none of our current leaders/elected officials have that quality. How can we get the leadership we need from those available to us when all we hear is ‘no new taxes’ & ‘cut spending’. We’re seeing a clear example of people believing that if we continue with cutting taxes & spending we will grow our way out of any problem.

Looking at a Georgia Transportation Alliance flyer that lists projected jobs created in each region from TSPLOST. Middle Georgia – 23,663.38 jobs. That is some refined forecasting right there. Good opportunity for some rounding, if you ask me.

The politicians tout future growth as reason to do this as well.

Consider that growth is a zero sum game. Companies that move here from other cities bring employees with them adding to the number of cars on our streets while the other city declines. Growth in companies moving from one state to another is not desired. It is cost a company should not have to bear, but they do when conditions warrant (generally cheaper cost of living, taxes, etc. and NOT traffic patterns).

Truth is, the politicians would love to bring in new business as it increases their tax base, makes their jobs picture somewhat better (though many will move here from elsewhere), and give the politicians more power (and you and I less).

NO on Tsplost. It is not what transportation dollars should be doing.

I voted No in advance voting last week. Reason? There were no plans for extending Marta or brining light rail in our area. Our local leaders made absolutely sure Marta was not in the list. We have some strange backward thinking people out here. Marta to Stonecrest Mall, “maybe” in ten years didn’t help move me toward a yes vote. The Metro Area needs to address traffic and congestion, this isn’t the right approach to planning and until our leaders recognize the need for mass transit throughout the region, I will not believe they are serious about solving the congestion woes.

Jay, Recent polls show public trust of Congress is below 10%. I am shocked when I think about the prospect of entrusting $7 b-b-billion to municipal and county governments with only a no-authority “citizens review board” to “supervise” it’s dispursal. As big a hill as the trust issue presents, there are also people like me, who are willing to spend money (and waste lots of it in the process) but want it invested, at least in part, in creative development planning rather than in road-building which essentially only builds bigger traffic jams, hastens the effects of global warming and adds more “code red” poisonous air days to our summer. I believe the long term solution involves reframing the issue around community development first and transportation second.
