Have the grifters on Wall Street found yet another mark?
The Los Angeles Times has a damning piece explaining how our good pals at JPMorgan & Chase have allegedly manipulated the electricity market in California and perhaps in the Midwest as well, stealing hundreds of millions of dollars from consumers and businesses and depositing it in the accounts of JPMorgan, pretty much risk free.
The focus of the alleged scam is the California Independent System Operator, which fulfills the state’s energy needs by taking bids from private power marketers to provide electricity to the state.
Here’s how the Times explains it (and don’t worry, it’s not as complicated as it may seem):
“The alleged scheme involves two related wholesale electricity markets maintained by the ISO. There’s the day-ahead market, in which power plant owners place bids to provide power for the California electricity grid in the future; and the real-time market, an auction market through which ISO buys electricity for immediate distribution to homes and businesses.
To give plant owners an incentive to participate in these auctions, ISO guarantees to cover their costs for starting up or running their plants at a minimal level, even if their bids aren’t accepted. This is known as “bid cost recovery.” ISO rules allow bidders to claim payments of up to twice their real costs.
In simplest terms, JPMorgan submitted bids in the day-ahead market that were so low the firm was certain to be accepted onto ISO’s roster of potential electricity suppliers — in fact, they were negative bids, essentially offering to pay ISO to take their electricity…. ISO believes that JPMorgan never intended to make that sale, but the beauty of its low bids was that they made it eligible to collect bid cost recovery payments.
The next step was for JPMorgan to make sure that ISO didn’t actually buy its electricity, presumably because the profit margin from the bid cost recovery claim was greater than from actually selling energy. So in the real-time market, it priced its electricity so high that ISO wouldn’t buy it.
The bottom line, the ISO says, is that JPMorgan’s traders never intended to sell it electricity via these bids. The scheme, it says, seems to have been designed purely to capture a bid cost recovery payment the bank didn’t deserve, at a rate that was inflated anyway.”
In other words, pretend that you’re ready to sell electricity at a low rate; collect a handsome fee for pretending to sell electricity at a low rate; then bid high to ensure that you never have to actually provide that electricity.
Repeat, day after day, collecting some $57 million in improper payments in just six months between 2010 and 2011, with more such payments perhaps yet to be discovered. Free money!!!
But of course, it’s impolite to even notice that Wall Street continues to rip us off in a seemingly endless series of scams. To do so is to be anti-capitalist, even socialist. So forget I said anything, will ya?

7. A “recovery” that to many would-be working people is really a very long recession.

9. National default on debt–hyperinflation.
10. More occupy wall street type demonstrations with violence in streets.
11. Creeping government regulations unscrupulously and perniciously placed on people of faith (such as Catholic church).
12. The decline of the American middle class.
13. Rise of an entirely dependent class.
14. More legislation that will have to be passed before we know what’s in it.
15. The end of the duty of passing a federal budget.

You have the link. Read the article. Do the words, “cost recovery payment” mean anything to you? Even the Times article didn’t explicitly say anything was illegal.

I’m certainly not saying that banking system problems are all the government’s fault. I’m saying that you can’t overlook the playing field the government lays out for commerce to be carried out under tightly regulated lines of business such as power utilities.
What Jay is saying, and what you seem to be saying is that it is JP Morgan’s fault entirely.
While I agree that JP seems to have been doing something unethical, it appears to me that the State of California, via the ISO wrote JPMorgan a check that the bank was only too happy to cash. Who knows whether it was illegal, whether the mistake was JPMorgans, the government’s or something illegal.
My contention, which I have proved, is that if you pretend that there is nothing wrong with the bureaucrats and politicians in Sacramento, under whose watch these highly regulated shenanigans are taking place, you’re going to keep seeing them, year after year.

That question should be on Jay Bookman’s blog, written by the man himself. It’s not. That question should have been asked by the smart folks in Sacramento and solved. They failed to do so. The folks in Sacramento wrote a check to someone who wasn’t producing any power. Is that their fault? They certainly share the blame, and what is quite obvious is that regulators either weren’t doing their job OR that legislators failed to comprehend how people could game the system. Guess what? That failure is patently obvious today! Again, right now with news of this story.
You are beginning to be willingly obtuse, and this will be my last post for the night. I would add that your “hollow monuments” are hollow monuments to cliche.
First, my contention PROVED is that you can’t ignore state problems in bad legislation and bad regulation. You are the one claiming its all the private sector’s fault. You claim, I might add, has no supporting evidence, only an allegation I quoted from Bookman about “improper payments”. My only point was that far more people receive improper payments from government than from any other source. I tried to drive that home by talking about welfare–I guess that didn’t fog your mirror. The basic truth remains, which is that we shouldn’t give government so much money and power because they are very very poor stewards of it. Bureaucrats napping at their desks hardly care about $100 M until it makes the news.
Fine.
Cal State regulators napping at their desks can’t stop Enron. Cal regulators alert and doing their jobs might have.
AGAIN: My assertion is not that the problem is all government’s fault. My assertion is that you can’t trust government anymore than you can trust a company.
What is incredible to me is the blindness to those on the left of the utter and patent failures of government, of regulators and politicians and the dopey gullibility to demand more regulations, more regulators and more laws to augment the ones (napping at their desks) that are obviously and already failing.
