Warren Budd, the vice chairman of the state Board of Natural Resources, calls himself a “green conservative” and claims there are a lot of people like him.
A lifelong active Republican, the insurance agent from Newnan is also an avid outdoorsman. “I care about conservation, and I care about this state,” he said in an interview last week. “I represent the average guy who likes to fish and hunt. This is a beautiful state, and I like to think that there will be something of it left for our grandchildren to enjoy.”
However, even though he was in line to become chair of the 18-member DNR board next year, Budd has been informed that he will not be reappointed when his seven-year term ends on Jan. 1. According to Budd, a “green conservative” point of view is no longer welcome by Gov. Nathan Deal, who wants no dissent from a pro-development agenda that favors special interests.
“”They are very into message-control,” Budd said. “They don’t want board members to act like a board.”
Budd acknowledges that as a DNR board member, he pushed the state Environmental Protection Division to move more aggressively in dealing with a major fishkill on the Ogeechee River in May. Tens of thousands of fish were killed along an 80-mile stretch of river, and an investigation traced the cause back to King America Finishing, a textile plant that had been dumping flame-retardant chemicals into the river for as long as five years, undetected and without a permit.
In the end, the company agreed to spend $1 million on environmental projects in the Ogeechee watershed, a small price to pay considering the nature of its violation and the fact it could have been fined more than $90 million. The settlement was strongly criticized by environmentalists, outdoorsmen and civic leaders in the Ogeechee watershed as too lenient.
“We talk about protecting business, but I talked to one bait-shop owner whose business was down 70 percent because of that fishkill,” Budd said. “He’s a businessman too, and he wasn’t alone. A lot of people who make their living off that river were hurt.”
According to Budd, the DNR board has been told it can no longer elect its own officers, and instead those officers will be named by the governor. Deal’s top spokesman, Brian Robinson, says that the board remains free to elect its own officers, but that “several board members have asked the governor for his opinion.” According to Robinson, the governor wants to appoint board members “who are excited team players ready to carry out his agenda for our state.”
“Some are reappointments, some fill openings and some are replacements,” Robinson said. “It’s part of the process. It allows new blood, new ideas and new people a chance to serve the state on a volunteer basis. If anyone on any board considers himself indispensable, this is what educators call a ‘teachable moment.’ It takes an eyebrow-raising amount of self-regard for someone to suggest publicly that, out of 10 million Georgians, only he or she brings a diverse viewpoint to a board.”
While Budd is complimentary to his fellow DNR board members, the truth is that the 18-member panel charged with protecting the state’s environment has long been dominated by developers, real estate interests and business people, with conservationists and environmentalists all but excluded.
For example, Aaron McWhorter, appointed to the board by Deal in May, sells “mitigation credits” that allow wetlands to be destroyed for construction projects, housing developments and, just by happenstance, major reservoir projects. Budd, on the other hand, has expressed doubts about the governor’s plan to build major new reservoirs in north Georgia, noting that such projects destroy miles of streams and rivers. And he believes that the decision not to reappoint him means that such sentiments will no longer be tolerated.
“Governor [Zell] Miller, [Roy] Barnes and [Sonny] Perdue all had diverse boards,” Budd said. “Moving toward a monolithic board is not healthy in a state of 10 million people with all of these competing interests.”

Sequoyah died on his way to take the syllabry to the Mexican Cherokee and his tomb was unknown. According to the Mexican tradition his tomb would be found by a boy and would be identified by his Congressional medal which he always wore as a sign of the better nature of the white world, and he would be surrounded with his talking leaves. This would be a sign of the ingathering of the Cherokee people and an ushering in of a new age. According to the Mexican Cherokee the tomb was recently discovered by a young boy who is now being groomed for his role. Only when he says so, will the tomb be identified….

Step 1) Introduce a study that attempts to determine the causes of a warming overall climate and greenhouse effects. Get shot down when the result is that CO2 causes said effects.
Step 2) Finally get agreement that CO2 causes these effects, then get shot down when it is suggested man has anything AT ALL to do with it.
Step 3) Finally get agreement that man has SOMETHING to do with it, but get shot down when it is suggested that the man-made cause is much more than negligible. Get shot down with stupid arguments like “it’s not really ‘man made’” or “There’s nothing we can do about it!”
Step 4) Finally get agreement that man is a major cause, get shot down when anything at all is suggested to fix it.
Step 5) Finally get agreement that we should fix it, quibble over the details while the earth burns.
You seem to be at Step 3. Try to keep up.

First and foremost I think the guy who owned and authorized the paint company dumping chemicals into the watershed needs a healthy asswhupping. We need to just start throwing people that do crap like that in jail. A 1 million dollar fine seems ridiculously light also.
One thing that’s always bothered me is why we don’t start throwing white collar criminals in jail. If you steal a candy bar at Walmark you go to jail. If you can’t account for 1.2 billion missing dollars or if you ruin a watershed you don’t go to jail. Doesn’t seem right. And ruining that watershed is a form of grand theft. You’re stealing from the plants and animals that we are entrusted to be good stewards of- particularly the dead fish and you’re stealing from people who enjoy using the rivers and streams for recreation.

Contrary to what you may think, I do read opposing opinion. But reading opposing opinion is a far cry from being scientific. I leave the rigorous scientific testing and attempts at disproving to the people who do it for a living. What is surprisingly missing from the Climate Change denier side is any real science at all. I only see opinion and half-baked “disproofs” that don’t stand up to peer review at all.

One thing that’s always bothered me is why we don’t start throwing white collar criminals in jail. If you steal a candy bar at Walmark you go to jail. If you can’t account for 1.2 billion missing dollars or if you ruin a watershed you don’t go to jail. Doesn’t seem right.

A culprit, yes. A major one. But not the only cause. However, it is the only cause we can control, and the effect is way more than negligible.
I do find it difficult to understand how, with the data of how much CO2 there is in the air, and the agreement that this is, in fact, a greenhouse gas, and that man is adding lots of it to the atmosphere, that one does not understand that a reduction of our CO2 output is a GOOD thing. The only reason I can see NOT to do something about that is special interests and money.

I’m not that far left on green issues. I just think that on issues such as Deal’s panel we need to have some more diversity of opinion. Believe it or not I don’t trust a band of developers and real estate interests making decisions without the input of everyday, fair minded citizens. I don’t trust professional environmentalists either who don’t have a regular day job. The developers want to develop everything and anything with reckless disregard and the professional greens want to stop any and all development for no other reason than to stop it. I think we just have to have a happy median here with the input of everyday people who like to hunt, fish, camp, backpack, and hike is taken into account. Clearly on Deal’s panel this is not the case. As for the paint company owner I’m sure I’m not the only con who would probably like to smack the owner around a bit. At least I hope I’m not.

With our tax code, these people of money have in inside track to what is shoved into their jeans, just like all the rest of the 1% in this country. Most of her income is probably from long term capital gains, just like Warren Buffet, and taxed at 15% rather than 35%. I am surprised that you would defend the old War Horse. And BTW, her suite at the Four Seasons is only costing 10K/night. All in all, with plane fare and all, plus her entourage, it should cost about as much as Bozo’s digs in Kailua….. a cool 4M. Some of my best college and grad school proofs never answered our questions with anything other than a question. They made us go out and find our own answers. It was learning at it’s best.
