Hurricane Irene intent on exacting a toll

Governors of five states have already declared a state of emergency. And as Nate Silver warns in the New York Times, after assessing the history of hurricanes making landfall in the Northeast:

“Apart from the inevitable loss of life in the most densely populated part of the country, history suggests that the economic damage could run into the tens of billions of dollars, depending on the severity of the storm and how close it comes to the city. Unlikely but theoretically plausible scenarios could have the damage entering the realm of the costliest natural disasters of all time, and perhaps being large enough to have a materially negative effect on the nation’s gross domestic product.”

A sobering if not downright frightening assessment of possible damage is offered by meteorologist Mike Smith here. “The damage potential is huge,” he writes. “Even if the “best case” occurs, I believe the damage may be north of $10 billion.”

He also notes that on its current path, Irene will hit New York City with ground-level winds of 70 to 90 mph. “However, above about the 20th story of buildings, winds will gust well above 100 mph.”

Just spoke with my brother, lives right off Times Square. Said stores were pretty good with food and water stocks and other things that, had it been Texas facing this, the shelve would’ve long since been emptied.

Spoke with a friend in Texa, daughter in Manhattan and another one in Brooklyn. Said attitude of many is ‘ho-hum.’ Daughters don’t have that attitude, having been thru hurricanes in Texas.

I hope attitudes don’t get people killed. It’d be such a needless waste. This is bloody serious.

We’ve already agreed that the payroll tax has been serving as a defacto surtax on the working and middle classes that the wealthy have been largely exempt from. (Capital gains have been ENTIRELY exempt).

So simple fairness requires that we allow the wealthy to pay that surtax as well, correct?

A. I was talking about including increasing all taxes, payroll, income, and capital gains, since the pilfering of excess payroll taxes benefited everyone in relative equal proportion to the taxes normally paid. (Of course, after that, as I said, I’m all for reducing taxes by eliminating unnecessary inefficient deductions)

B. The wealthy are exempt from all of the payroll tax because they don’t benefit from it on a pro-rata basis. If you want to tax everything over $100k, fine. Then you get to go massively increase the benefits rich people receive, massively increasing the total cost of the system. Net benefit is negative or zero at best. Instead, the progressivity of the payroll tax should be improved by means testing and reducing / eliminating the benefits paid out to those that don’t need them. And they will still be paying payroll taxes on the $100k.

Ie, in addition to raising taxes (before reducing to offset deduction elimination), you have to reduce benefits for those that don’t need them. You’d think liberals would jump all over this but they don’t know how to say “yes”.

Of course there are some needed regulations. The problem is when power is given to unelected officials who deem themselves wiser than anyone else and unilaterally appoint themselves as our protectors. The case in point concerns wood from Madagascar for goodness sakes and the Fed’s sent thugs to confiscate unrelated material legally obtained by Gibson. First, no one should have the authority to just barge into a business without a warrant and second where in the h–l in our constitution does it give our government authority to stop a business from using foreign grown material without so much as a court order? If you like this kind of governemnt, you got it. One day they tear your door down for no good reason because they don’t like what you are doing.

One really, really has to look at not the final dollar cost, but how those costs were determined.

For example, Texas is ready to sue the EPA over regulations regarding coal-fired plants. Texas has had years and years to comply. EPA said ‘enough, we’re going to force compliance.” Texas said “yeah, right, heard that before.” EPA did. Then came claims from Texas that plants would have to be shuttered, electrical generation would decline by double digits, customers would be lost, etc.

Independent research firms said “well, if you just do a couple simple things with the equipment you already have you’ll comply just fine.” Texas said “but the industry said it’d cost gazillions, we don’t want the EPA telling us what to do and we’re gonna sue.”

This just in from this insurance geek. The last named storm to affect the eastern seaboard was Hurricane Jeanne in 2004 which affected many of the same states and caused $4.15 billion in insured losses. It ranks as the tenth costliest storm in the United States. Remember, this is just residential and commercially insured loss. Irene appears to be capable of much more damage particularly depending on how many high value areas are smacked. Remember also that most of Katrina damage was due to failure of man-made retainment systems that failed. Also, know that it is not uncommon for the uninsured losses to well exceed insurance losses to exceed insured. My over/under is $50 billion total loss assuming weather genius’ proves accurate which often is not the case.

People who work for someone else pay and their employers pay. Self employed pay both rates.

What of a self employed person with no employees? Say a handyman or the like. Does it really fit the intent of assessing tax on an employer and his employees?

Paul, good question on FICA. Self employed folk, at least I would consider the employer side of FICA a cost and set their prices accordingly, if they think they can get a better deal by working for someone else, they would. Will the cost of a handyman’s labor go up? Depends on the quality of their work and the number of handymen. He will after all, have some security when he retires for those who think about the future.

Has your memory failed? You explained to us this morning how you hated cleaning up the “mess” (bms) of puppies and elders. You said “elders” made the worst except when your puppy ate garbage.
