By signing Senate Bill 79, Gov. Nathan Deal has given himself authority to suspend school board members in any district that has lost or is in serious danger of losing its accreditation.
Say, for example, a certain embattled school board in a certain capital city with a certain investigation underway involving alleged cheating by teachers and administrators?
Yup, that very one.
Deal says he hopes never to have to use that authority, and there’s no reason to doubt his sincerity. Stripping duly elected public officials of the power given them by voters ought to be a last resort, and as a rule, governors don’t like to get involved in school board politics. For those and other reasons, the legislation is a purely symbolic statement of state concern about the way the Atlanta School Board has conducted itself.
But if necessary, it could become something more. The new law, if approved by the U.S. Justice Department, would also allow Deal to appoint temporary board members to carry out the duties of those who were suspended.
Certainly, the legislation was a better option than the other idea being kicked around at the Capitol, which was to hand control of Atlanta schools to Mayor Kasim Reed. Conditions in the district are not dire enough to justify such a drastic step, and Reed, for all his ability, has enough on his plate running the city and serving as the state’s ombudsman to the Obama administration in Washington.
In fact, the mayor might have thought twice about the wisdom of extending his mandate to education after witnessing the career arc of Adrian Fenty, the young, reform-minded mayor of Washington. Elected in 2006, Fenty demanded and soon got the power to run the troubled D.C. school system, but the backlash eventually cost him re-election and perhaps a once-promising political career.
To take the parallel a step farther, the reformist reputations of Fenty and the chancellor he appointed, Michelle Rhee, have recently been called into question by evidence of widespread cheating by teachers and administrators on standardized tests in the D.C. district. Like Beverly Hall, her counterpart in Atlanta, Rhee relied heavily on those tests both as a tool in operating the system and in demonstrating progress to a skeptical public.
“Her theory seemed to be that if she pushed incentives and sanctions hard enough, the scores would rise,” education expert Diane Ravich wrote. “Her theory was right, the scores did rise, but they didn’t represent genuine learning. She incentivized desperate behavior in principals and teachers trying to save their jobs and meet their targets and comply with their boss’ demands.”
Does that seems oddly familiar?
In the end, the outcome of Atlanta’s as-yet unresolved cheating scandal and the hiring of a new superintendent this summer will have a much larger impact on the education of its students than the passing dysfunctions of its school board. In fact, the board’s reluctance to supervise Hall and to force an honest investigation into cheating allegations represented a much more important failure than its backbiting and bickering.
With the school year coming to a close, it would be nice to be able to close the books on that failure and look forward. The threatened loss of accreditation and the bill signed by the governor ought to suffice to keep the board focused. The imminent departure of Hall and the selection of a replacement offer still more opportunity to look ahead.
Unfortunately, the uncompleted state investigation — a probe that was launched last August, eight months ago now — makes that impossible. That probe was begun by the governor’s office, and its report is overdue. Investigators have suggested that criminal charges are possible, and building such cases can take time. But at this point, with educations at stake, pursuing charges is less critical than identifying the problems quickly and fixing them.

Bosch — my own preference is to avoid the word disabled and go with differently abled. Yeah the Neanderthals, who use the R word or its shorter version or who whine that it is the PC police, can so perform physical activities on themselves that are unlikely to be achieve. As is often the case with children challenged by Autism, they must first be taught methods by which they can cope with their behaviors. Without that, their behaviors inhibit their ability to learn. Theirs is an ordered world and outside stimuli disrupts that order. They need to be instructed on how best to deal with that stimuli.
I’d love to share some stories about how they’ve taught me so that I could better teach them, but the windows won’t get done if I dally too long.

Agreed. I have a neice in college that was labeled autistic when she was young. If you met her and talked to her, you’d question why she was labeled that way. She’s sang with numerous state choruses in her home state and won so many awards, I couldn’t name them all. Her grades in school were near top of the class as well. I often say that she was misdiagnosed, but if the diagnosis was correct, she functions far and above what her peers do.

Politics. Plain and simple. The area of education has become a warzone in our everyday political battles. That was not the case for previous generations. Our parents, and their parents, realized what the benefits were of having a good education, and they made sure that we had the system in place to gain that good education. Nowadays, people take that system that’s been in place for granted. It’s just considered automatic that everyone here has the same opportunity to gain the exact same education. Where we’ve failed is that we, unlike previous generations, have not maintained that system that was put in place long ago. Now, the entire spectrum of education is more political than it is education.

Thanks for making the connection between Harvard and Rhee. These are the most famous school reformers of the last half-decade. Rhee was held up as a model by conservatives, Harvard by many liberals.
Both cheated, because standardized tests were used as the measure of progress, and you can fake those.
The lesson is you need other measures if you’re going to judge teachers, administrators and school districts’ academic progress.
One more point. These tests were always seen as a short-cut to excellence in the No Child Left Behind law. I was taught in school that there are no short-cuts. I think most other readers were, too. So not all the blame belongs to Rhee and Harvard. We should all be looking in the mirror.

Keep voting Democrat! That makes 3 of 5 school boards in the metro area either dis-accreditated or under review over the last few years. You’ll notice that this doesn’t happen in heavily Republican areas…
Deal didn’t take this over for his ego or “big government hypocrisy” as some on here have claimed. He took it over because the governing body of the largest school system in his state is totally hapless.

The most violent race riots in the country were not in Selma Alabama, they were in South Boston and lasted for 12 years. Bedford Stivenson, NY, South Chicago, the list goes on and on. The myth that segregation was just about Southern Democrats is convenient, but absolutely untrue.
George Wallace ran for president as a democrat and made some headway in the North. Sorry, but you are the one spouting the myth.
As far as my googling to prove your point, that’s not going to happen. If you have anything that disproves what i have said, please present it. I know that you don’t like what I am saying, but so far your ability to disprove what I am saying has resulted in absolutely nothing.
So one more time: Please point out where Democrats have worked for integration in a real and concrete way such as the Republican’s efforts in school vouchers.

Appreciated. I just call it as I see it, and I can’t recall the educational area being anywhere near this political when I was in school, and I saw Reagan get sworn in at a school assembly. Things have changed dramatically in the past 30 years.

Would it be OK to kill a child up to a certain age if the child’s mother decided that she didn’t want to raise that child? Why end the mother’s relief option at birth? She may have better things to do than care for her child.
