“GOP lawmakers and industry lobbyists are talking about legislation aimed at reining in power companies after some utilities were seen as being less than friendly to their efforts to block Obama administration climate change rules.
Several House Energy and Commerce Committee Republicans and industry lobbyists are pushing for a “Ratepayer Protection Act,” a measure that would limit utilities’ ability to pass along costs to consumers, according to lobbyists close to the committee.
The discussions come after POLITICO last week reported that several top utility CEOs weren’t thrilled with a draft bill from Energy and Commerce Committee Chairman Fred Upton (R-Mich.) to preempt the EPA on climate change.
CEOs from American Electric Power, NextEra Energy, Southern Co. and Dominion Resources said to varying degrees that they support allowing the EPA to proceed on a “reasonable” time frame on greenhouse gas rules for power plants, petroleum refiners and other major stationary sources.”
In other words, Republicans in Congress want to use the power of government to punish utilities for being insufficiently opposed to greenhouse gas regulation. Lovely use of limited government there, folks.
Oh, and I just have to ask: What provision of the Constitution empowers Congress to interfere in the decisions of state Public Service Commissions in their regulation of state-chartered utilities?

The only Democrat present at a legislative conference committee Wednesday where a bill was crafted to remove significant bargaining rights from most public employees in the state has filed a legal complaint seeking to void the committee’s action.

Madison – Lawyers for the Wisconsin State Employees Union, AFSCME Council 24, AFL-CIO, filed a motion Thursday in Dane County Circuit Court seeking to have Administration Secretary Michael Huebsch found in contempt for restricting access to the Capitol on Wednesday night.
The motion was filed before Dane County Circuit Court Judge John Albert. He is the judge who last week ordered the state and Huebsch to provide better access to the Capitol. The judge also issued an order that paved the way for peaceful removal of protesters who had been camping out for days in the Capitol.
Peg Lautenschlager, a former attorney general who was the lead attorney in the original lawsuit, said Thursday she had sought a hearing on the motion for contempt in advance of a scheduled session of the Assembly.
Albert declined to hold a hearing Thursday, but scheduled a hearing for 11a.m. Friday in his court.

Doug Cunningham, a producer with Madison-based Workers Independent News said he was shoved and grabbed by three State Patrol troopers as he tried to make his way into the state Capitol Thursday.
“The Capitol Police officer at that entrance said I was free to enter with other reporters,” Cunningham said. “As I stepped up to the door to enter with other reporters, I was shoved in the chest by an (State Patrol) officer, he grabbed me by the arm and shoved me again. All the while I was tyring to explain I had permission to enter by the Capitol Police.”
“They apparently didn’t think I was a reporter,” he said. “Finally one of their State Patrol officers intervened and told them I had permission from the Capitol Police to enter. At that stage they allowed me to come in.”

But, she added: “Frankly I don’t know how either of those men would need a complaint to file an action in this. Assembly Minority Leader Peter Barca, D-Kenosha, filed a complaint Thursday morning with the Dane County district attorney charging that the Joint Conference Committee that convened at 6 p.m. Wednesday and passed an amended version of Gov. Scott Walker’s budget repair bill is in violation of the open meetings law.
The complaint states that Assembly Speaker Jeff Fitzgerald and his brother, Senate Majority Leader Scott Fitzgerald, and others “knowingly attended the meeting in violation of the Open Meetings law” and are subject to penalties identified in state statute.
The complaint asks that the actions taken at the meeting be declared void.
District Attorney Ismael R. Ozanne confirmed this morning that he had received the complaint and that his office would be reviewing it, noting that either he or Attorney General J.B. Van Hollen has authority to do so.
“This is the first step. That allows us to take a look at the allegations,” Ozanne said.
Barca could not be immediately reached for comment.

I haven’t really weighed in much over the latest news-flap involving NPR.
However, in the interest of goodwill, here’s a piece I happened upon, that patiently explains what would actually happen if the teensy trickle of funding to NPR were to end due to Congress actually defunding the organization that provides that trickle, the Corporation for Public Broadcasting.

(short version–it’d be the hicks-in-the-sticks, and not the city-slickers, who’d get screwed.)
Simplified: most government funding goes to the Corporation for Public Broadcasting. The CPB, mostly by mandate, has to distribute that money a certain way: 75% of it to TV, and most of the money to local public-TV and radio stations. They, in turn, produce some local shows, but they pay networks like NPR—and not the other way around—to carry national shows like All Things Considered.
NPR, on the other hand, gets about 2% of its budget from either the CPB or other government grants—a fraction of a fraction. The public-broadcasting community has committed to the united-front idea that all government funding is essential (hence, Ron Schiller’s true statement that NPR would be OK without federal money was as problematic as his insults to conservatives). But there are big distinctions. NPR might be inconvenienced by defunding. A local radio station—let alone a much more expensive public-TV station—in the Great Plains could be killed by it.
There’s the irony: so much of this culture clash is premised on the idea that heartland America is supporting liberal programming for contemptuous coastal elites. But if you took away every dime of public-broadcasting money, East coast elites like me would be just fine. We’d still have our well-funded local public outlets, which we support with the piles of money we get when our banks, media corporations, &c. suck the lifeblood of decent average Americans like you.
It’s the heartland that would be screwed—places, if you look at an electoral map, that vote Republican. Conservatives are right: Sesame Street will be fine. And my kids will still be able to watch it. On the other hand, if you live in, say, South Dakota, or some other rural region with a sparse population base within range of the broadcast signal, you likely won’t have a public-TV station anymore to watch it on, public TV being far more expensive to run than public radio. Thank your Congressman for sticking it to us elitists! (Now, you may still be able to get this programming if you have a computer and mobile devices, high-speed Internet and a mobile data plan—and the income to support them.)

As I said earlier, I see this much like the HC bill……just get it on the books……doesn’t matter how….just get it on the books.
Takes a majority in the other direction to get it off…………….

HDB, they’ll still have a quorum in the committee that passed the bill through to the floor without any Dems.
The outcome will eventually still be the same.
