A powerful new poll pulls back the curtain on fear, frustration

In a post last week about the future of the Democratic Party in the South, I warned that those Democrats who advocate giving up on the South in effect advocate giving up on white working-class voters, which would have implications well beyond Dixie.

A new poll on attitudes about the economy, published in The Washington Post, provides a lot more fodder for that discussion. It found that white Americans are considerably more pessimistic about the nation’s economic future, considerably more frustrated and, not surprisingly, considerably less supportive of Obama and the Democrats. Those attitudes were particularly prevalent among white Americans with less than a college education.

As the Post writers describe it:

A mere 10 percent of whites without college degrees say they are satisfied with the nation’s current economic situation. Most – 56 percent – say the country’s best days are in the past, and more, 61 percent, say it will be a long time before the economy begins to recover.

Fully 43 percent of non-college whites say “hard work and determination are no guarantees of success,” and nearly half doubt that they have enough education and skills to compete in the job market.

The Post didn’t release data breaking down responses between college-educated and non-college white Americans, but the demographic data it did release was fascinating nonetheless. Take a look at the difference in economic optimism:

The loss of faith in important institutions such as government and Wall Street was also considerably stronger among white Americans than among their fellow Americans.

However, perhaps the starkest divisions came when pollsters asked Americans whether they thought the government was doing too much, too little, or the right amount to help a series of groups, from their own families to Wall Street. White Americans were far more willing than black and Hispanic Americans to say the government wasn’t doing enough to help them, and was doing too much to help the wealthy and Wall Street.

I think those numbers help to illuminate a whole range of political phenomena, from the labor standoff in Wisconsin to the Tea Party movement to last fall’s midterms. Even though statistics demonstrate that black and Hispanic Americans are getting hit hardest in this recession in terms of jobs and income lost, it is white Americans who feel most vulnerable, most frustrated, most pessimistic and most in need of a government looking out for their interests.

I guess powerful is one word for this poll. Strange, weird, and laughable are a few others. The only hint at the demographic breakdown seems to be that over 25% of the respondents were non college whites. I have no idea whether that would be an accurate percentage, but without knowing how the other 75% breaks it doesn’t matter.

Jay, I think it can be a bit difficult to interpret the final results beyond gauging the frustration levels for voting purposes. What this group of voters want is not clear from the poll.

“most in need of a government looking out for their interests” might be a fine conclusion from the poll, but the “interests” of this group might be less government and regulation, not more. Impossible to know from this poll.

Pretty good essay, pretty neutral analysis. Writing as an over-educated over-paid white guy, I affirm that the current administration has engaged too little beneficial activities for the country’s economics and for its foreign standing in the world. I also believe the current administration has engaged too much activity adverse to the country’s economics and for its foreign standing in the world.

I always thought President Carter was the near-perfect upside-down barometer; whatever policy he embraced was almost always the exact wrong policy for the good of the country. I have a similar perception of our current president, except that I credit Chauncey for keeping most of the Bush administration policies on a narrow element of the foreign policy, Iraq and Afghanistan and GTMO.

I guess I might interpret this as the frustration from working class white voters suffering from the globalization of labor markets and the improvements in productivity from technology reducing the number of unskilled entry level jobs. As always, education makes a huge difference.

If Dems want to help working class folks, they should keep working on improving the education system. Isolationism, stopping free trade, etc etc are just speed bumps that don’t stop anything on the road to change.

I do not want the government to do “nothing,” which seems to me to be the opposite of the question. I want affirmatively-less activity by the government. Had the question been asked to “inform,” it would have asked whether government should “do more, do less, or stay the same.” The phrasing-bias prohibits reliable analysis.

Pollsters would do better to go ask people more specific questions (although I’m sure already do). Like “is there too much government regulation of business”?

We need politicians who will actually hack away at entitlements, starting however, with doing away with unions. Also, dear Jay, part of the problem is the question’s focus on “the Obama administration.” The bias in the question seeks affirmation of the administration, in its “intentions” rather than focus on particular actions. A neutral question would not mention the actor, but would have been policy-oriented. “Do you think government is spending too much money on military?” “Do you think government is spending too much money on EPA?” “Do you think government should spend more money on health care?” etc. “Looking out for the interests of x” sounds O’Reillyesque, and goodness knows he is not the right person to ask an economics question.

Anyone not getting a good education in this country has no one to blame but themselves, myself included. We do need to recognize troubled youth earlier though and try to get them some help. That’s no to say the system doesn’t need to be radically changed.

I have two books written by Linda Ellerbee. In one of them she recounts an assignment she and another reporter were given to report on the increase in crime in America. Their research indicated there had NOT BEEN an increase in crime, but there HAD been in increase in the FEAR of crime. So they did the report on that insteaed.

I find it funny. Rather than punish those who put them in the situation, they are punishing the people who are making it better. The economy crashed before Obama took office under a Republican. Georgia was a solid red state before the crash yet it still occurred. Rather than try something new, they want to revert to the model that caused the calamity.

If America has peaked (which it hasn’t), it will be their refusal to change from what failed. Not what is going on now.

You argue that only the police and fire need unions, however which group are the one abusing retirement? I’ve never heard of any teacher making an exhorbitant retirement. The police and fireman on the other hand can retire in 20 years and pad their last five years with overtime. Seems to me that’s where the problem lies. Most interesting. There’s a lot of political opportunity here. Obama Administration came in, results didn’t come fast enough, many voters got disillusioned and Dems paid the price. Now… Reps in office… rather dicey as to whether or not the normal economic turnaround will kick in before the next election, but… all these cut it to the bone cuts Reps are pushing thru? While letting ag subsidies stand, letting millionaires deduct interest on second homes, etc? There’s opportunities here. Dems had the ball, were seen as going overboard to spend money on special interests. Reps could be portrayed as the same, even while the mid to lower economic classes see Reps as cutting programs that benefit them.

Mick, please get my stance straight, will you? I said that if there should be any public sector unions, the only one’s I’d agree to were for public safety personnel, and ONLY if their elected officials don’t take care of them properly with equipment and staffing.

As to abusing retirement? I don’t think so. Maybe YOU think that people over 50 should still be running into burning buildings with temps over 1,200 degrees wearing 75lbs. of gear and equipment, but I don’t. Nor do I think that police should be chasing down 17 year-old perps when they are 55. These are INTENSELY stressful positions, and as such warrant lower retirement ages than other, less-stressful positions. Look at the actuarial tables for firefighters and cops if you don’t believe me.

And don’t even go there on the woman side of this argument. If you have been paying attention to ANYTHING I write, you know that I have called for EQUAL treatment for EVERYONE (hence, my “What part of equality do you NOT get” mantra).

Do you favor closing this tax loophole?

I’m not surprised by this data. Most working caucasians that I know don’t trust the federal gov’t at all and most of their anger is aimed at the President, who most of my friends (me included) view as a racist. The things most commonly cited (with my friends/family) are:

1) Anger at Obama and the Justice Dept for suing Arizona, when Arizona is trying to keep out illegal immigrants using law enforcement. The takeaway is usually- Obama cares more about the illegals than he does about US citizens and taxpayers.
2) Anger at Obama and the Justice Dept. for the handling (or complete lack of handling) of the Black Panthers case, when black thugs stood at polls holding weapons and threatening white voters, and then the thugs were not prosecuted.
3) The tanning tax.

We have 34 schools in our county, with about 80-100 or more) teachers employed in each. Not to mention administrators. We have 14 staffed fire stations, with 9-12 firefighters employed in each. We employ about 400 sheriff’s personnel.

Now, you’re REALLY going to make the case that 1/10th of the employees who might retire early are costing us more than the other 90%? And that’s just teachers – not including janitors, admin aides, road pavers, mowers, recreation workers. We’re probably talking 1/15th rather than 1/10th. When the survivor numbers of less than 20 years following retirement are about equal?

True enough. You can be the absolutely most determined and hard-working ditch digger on the planet, and you will be successful at getting ditches dug, but you will absolutely not get rich doing it (which is what I think most people think “successful” means in this context). This is not a value judgment on you as a person–I for one respect anyone who puts forth maximum effort at their tasks, even if they may be considered “lowly”**–but rather a simple economic function. There are simply too many people around you who have sufficient skills to be average ditch diggers.

And it’s not education, per se, that leads to success. It is the skill-set, especially possessing a high-quality rare skill-set, that is economically more valuable and likely to lead to “success”. Just about any healthy person can with a bit of training become an acceptable ditch digger, but few people, no matter how much training/education they receive, can become a neurosurgeon or even a pro quarterback.

** I am reminded of an episode of “Undercover Boss” where the boss worked with one of his company’s employees, whose job was to mop out the porta-poties. That employee approached his job with vigor and a positive attitude: “People think it smells bad, but I think it smells like money”. You can’t help but respect someone like that.

I believe Justice Alito wrote the majority opinion.

Saying Justices Thomas and Scalia are trying to modify the Constitution in such an area has to be a first by someone on the Right. The normal argument is they’re the ones trying to keep the liberal justices from modifying the Constitution.

So in this case, given the majority was flawed and the minority was not in favor of a law, is what we have is a case of the entire Court trying to modify the Constitution?

I believe it’s an instance of a case with a narrow focus being brought before the Court and the justices decided to answer the question put to them. But the ‘however’ statements show the thoughts of the majority. And it isn’t good news for the ‘pack anywhere I want” supporters.

The top 13 hedge fund managers posted earnings last year of $1 billion (no typo, that’s billion) on average, which thanks to a capital gains tax loophole protected by the Republican party they were able to get taxed at only 15%. If these earnings were taxed at more ‘normal’ rates – i.e. at rates more in line with what average taxpayers pay, it is estimated that this would generate enough revenue to pay salaries and benefits for some 300,000 teachers. Do you favor closing this tax loophole?

Well, I think it’s a damn shame that the Federal government is involved in paying teachers at all, so my opinion on this question would be completely skewed by the phrasing no matter what my opinion of the tax “loophole” might be.

Maybe the white voters with no college education would like a shot at government jobs with nice benefits, and therefore would like to see civil service exams that don’t award non-white applicants extra points just for being non-white.

Now, you’ve attempted to muddy the water by thowing in “Bush Administration.” The Civil charges against the New Black Panthers were dropped by Eric Holder, during the Obama Administration. If you want to deny that, you’re ignoring the facts.

How you defend the lack of prosecution in this case is whats laughable. It shows your character (or lack thereof).

You know, I get the conundrum of the whole “well regulated militia” thing, and it has always given me cause to question the addition of those words to the 2nd amendment. That being said, given the times (that being a recent war to separate themselves from a tyrannical government through the use of, among other things, militia) I can see why the words were added in.

To use them as a reason for not allowing citizens to own guns is simply convenient for those who do not believe in the practice of individual responsibility and freedom to the same extent as others do. As such, we should never try to dismiss the desire (or right) for individuals to own protection against the excesses of other individuals, or the state.

The real reason white people without college educations are pessimistic is because no one stands up for them. There are no affirmative action programs to guarantee them jobs and their lower educational status means they automatically lose out to better educated people on the one end and then when they have to compete with minorities of the same education level they automatically lose out on those jobs due to racial discrimination- uh, I mean racial preferences.

I really should comment directly on-topic here but so little of what’s to be mined from this WaPo poll comes as any surprise to me, that it’s hard to think of much.

I guess the silver lining is that African Americans (and to a somewhat lesser extent hispanics), apparently, feel there’s good reason reason to be optimistic about the future of this nation and of their own prosperity.

Also, interesting to see that there’s virtually no difference between white and black on Question 42, that is, a majority feel that you can get ahead if you work hard, regardless of race.

I believe those words are there not so much because of that “tyrannical government” that had been overthrown, but because there was a raging argument at the time, as to whether the Feds were going to have a standing army at all, or if defense was going to be done at a more local level.

I’ve always seen those words as a kind of kicking the can down the road, really, on that issue, and they left us with something of a mess to clean up.

I never said it was an important historical event. In fact, I’ll say that it wasn’t. The lack of response to the event by the federal gov’t, however, was important. It set the tone for how Holder’s Justice Dept. viewed white’s complaints about racially-driven events. You can’t be tone deaf to a portion of the population and still pretend to represent everyone. The event will continue to be important until an appropriate response is taken by the Justice Dept.

When you look at the history of Blacks in America, you can’t be too surprised by that optimism. There are exceptions to the norm, but you’re referring to a group that served their country honorably, even when they couldn’t sit in the front of a bus or eat at a lunch counter. Then there’s the group that invented things or improved things that made life easier for everyone even if they didn’t initially get the credit or praise for doing so.

I’m actually – it may surprise you – not necessarily in disagreement with you over the questionable wisdom of Reich’s framing this as an issue of minority vs “white male” issue, especially since the “long-term unemployed” cohort he wants to help no doubt includes no small number of white males. That aside though, the point he’s making is that if the stimulus is not part of some broader commitment to providing job training and skills, the stimulus projects will simply go to those who already possess the requisite skills.

In any case, as stands for decibels has pointed out, Robert Reich is being listened to by this administration about as much as the Paul Volckers, the Joe Stiglitzes, and the Robert Kuttners, people who favored true reform of the financial sector and a reorientation of the country’s economic system back towards something more in line with a New Deal-type liberalism. Needless to say, their counsels have fallen on deaf ears. The only people Obama really seems to listen to are the Rahm Emanuels, Larry Summers (when they were there) and Tim Geithners of the world.

I mean, Reich has been telling anyone who’ll listen that we need to have a new batch of much, much higher tax brackets, going up to 70% of all income above 5 million/year.

- Noting that, it would be interesting if there was a break-down among those who blamed government in Washington (as much as 60% in whites) between those who blamed government ACTIVITY / INTERVENTION as opposed to the LACK of activity (a conclusion to which Jay’s post attempts to lead).

To question #9:

- This breakdown is more chilling when comparing across racial lines. While most of the concerns are statistically similar (from almost exact comparsions on health care to comparisions on job / employment), the apparent gap shown concern for federal spending and deficits is troubling.

Obviously, I haven’t read the entire poll but your last statement (it is white Americans who feel most vulnerable, most frustrated, most pessimistic and most in need of a government looking out for their interests.) infers that this group wants more government and I believe this is a false conclusion. The poll reflects the frustration with a government out of control (Obama’s budget calls for post stimulus level spending). Hello, the experts everyone relied on to push stimulus upon us say that the worst is over and that a recovery (albeit slow) is underway. Why do we need post stimulus spending? Taxes have taken close to 1/2 of what I have made through the years (including now – count Federal, state, SS, Medicare, excise taxes, local, government fees, real estate, sales tax, and those same fees and taxes that are passed onto us by business) and you will get to 50% or more easily. So what I see in this poll is a frustration with an ineffective government, not a call for more government. Yes the government should be doing more, but it should be able to do it for a lot less than what they are spending now. Take the Dept of energy – created during the Carter years with the charter to reduce our dependance on foriegn oil. 16,000 employees and 100,000 contractors. Our dependance on foriegn oil has gone from 30% to 70%. Pretty ineffective, so why keep throwing good money after bad?

The article does not address college students. It addresses people “without college degrees”. Are you putting college students in that group. The article doesn’t say how college students were classified in the study, or even if they were included at all. This is often the problem with interpreting statistics that others have produced. You never really know what methodology they used, and without that, any interpretation is reduced to a mere guess.

The whole poll itself is incredible. I’ve never heard of so many blacks saying that the government is doing enough for them. It would be a hoot to get some other “news” organization to break down the results and prove that the whole Obama-mania really is only about emotional attachment and racial identification.

Since a majority of the country still is white, whether college educated or no, looks like the big “O” is going out with a whimper, at best. Call HIM one-term Jimmy C. version 2.0. I’d love to see a poll about likely voters broken down this way.

This white boy is tired of all the misrepresentations. The stimulus helped. The economy is growing. The private sector is adding jobs. The public sector is losing jobs. Cutting federal spending will not add one job. Gutting the EPA will be bad for our health. Cutting arts and humanities will be bad for our culture. Dependence on “foreign oil” is a red herring. Social Security is not broke. Nothing is wrong with state pension funds that a DOW 20,000 won’t fix. 401(k)S HAVE REGAINED MOST OF THEIR VALUE, especially if you continued making contributions. Please see “Limbaugh questions First Lady’s Physique” and right next to it, “Aides harsh take on Palin”.

There are legitimate differences between the two takes, but anyone interested might take a look.
