Spurned auto dealers beg sympathy from Congress

Of all the problems involved in (temporary) government ownership of Chrysler and GM, this one is potentially the most difficult: When tough business decisions are made, it’s going to be easy for those on the wrong end to run to Congress and complain.

In this case, it’s been obvious for years that both GM and Chrysler had too many dealerships for the number of cars they were selling. Any effective rescue plan, private or public, would have to address the issue and cut the dealer network to a financially feasible size. And without a rescue plan, all — not some — of the dealerships would have collapsed.

In this case, executives from within the two companies — not politicians or gov’t bureaucrats — made the decisions about which dealers would be dropped.

From the Washington Post:

“Facing criticism from the hundreds of auto dealers slated to be shut down, Chrysler and General Motors executives plan to tell Congress today that although they regret the closures, the cuts are necessary to preserve their viability.

Last month, Chrysler told 789 dealers across the country that their franchises would be revoked. The next day, General Motors announced that it would drop 1,100 dealers by next year.

The companies, now being overhauled under the guidance of the Obama administration’s autos task force, say they have too many dealers to function efficiently….

Shortly after the hearing started, committee chairman Sen. John D. Rockefeller (D-W.V.) voiced his support for the dealerships.

“Let me be very clear — I don’t believe that companies should be allowed to take taxpayer funds for a bailout and then leave local dealers and their customers to fend for themselves with no real notice and no real help. It’s just plain wrong. . . . it’s a nationwide tragedy that a lot of us feel strongly about.”

I should also point out that last week, the conservative blogosphere was all atwitter at the claim that those dealerships that were closed had generally been donors to Republican candidates or causes, implying that politics had determined which dealerships stayed open. Those making the charge failed to consider that those dealerships that stayed open had also generally been donors to Republican causes or candidates. Auto dealers in general, it turns out, contribute more heavily to Republicans, and there was no evidence that donor records played a role in determining who stayed in business and who did not.

The article below was reprinted from DealersEdge, an automotive trade newsletter.

A few years ago, Brian Deese took a leave of absence from Yale Law School to volunteer for Hillary Clinton’s Senate and presidential campaigns. After she dropped out of the presidential race, Mr. Deese moved over to the Obama campaign. Instead of returning to law school, though, Mr. Deese, who has never had a real job before, now has his hands on the controls at General Motors.

As a special assistant to the president for economic policy, the 31-year-old Mr. Deese, has been part of the automotive task force since Election Day. In fact, “There was a time between Nov. 4 and mid-February when I was the only full-time member of the auto task force,” Mr. Deese told The New York Times.

Mr. Deese doesn’t have any business school training and his “career path” so far has been anything but a straight line. He held some volunteer jobs in Washington before going to law school but friends from Washington kept encouraging him to come back.

While driving from Chicago to Washington, Mr. Desse pulled over into the parking lot of GM’s Lordstown, Ohio, plant, to get some sleep. It was as close as he had ever come to the realities of the car business. Ironically, Lordstown produces the Pontiac G5, which will disappear under a plan worked on by Mr. Deese.

NADA OPPOSES UNNECESSARY, FORCED DEALERSHIP CLOSURES

Issue
The Obama Auto Task Force has demanded the rapid and disorderly elimination of thousands of Chrysler
and General Motors dealers. The Task Force is relying on a dangerous misperception that new car dealers somehow create a cost burden to auto manufacturers. Instead of being cost centers, dealers are the primary source of revenue for manufacturers. Dealers purchase their vehicles and outsource almost all the costs associated with selling and servicing cars. The President and Congress must reexamine the Task Force dealer plan and the destructive consequences of dramatic and rapid dealership reduction plans on employment, communities, consumers and auto industry viability.

Background
On March 30, the Auto Task Force, an unelected panel of advisors with no automotive experience,
mandated that Chrysler and GM revise their dealership reduction plans and make more dramatic and
accelerated cuts. The Chrysler reorganization calls for the quick elimination of as many as 1,000
dealerships, out of about 3,500 dealers. The task force wants GM to aggressively move to close down 2,600
of its 6,246 dealerships (about 40 percent) by 2010. In the next few weeks a total of over 3,000 Chrysler
and GM dealerships throughout the country could be targeted and forced to close their doors.
Key Points
• The Auto Task Force is Unnecessarily Putting Nearly 150,000 Employees Out of Work. With
unemployment at 8.9 percent, it doesn’t make sense to eliminate nearly 150,000 well-paying jobs at
dealerships across the country. Just this year, dealership closures have already put more than 50,000
Americans out of work. Employees losing jobs will find it especially difficult to find new employment
due to the dire state of auto retailing.
• Forced Dealer Closings will Hurt Communities. Dealerships are owned by independent
entrepreneurs who buy their land and buildings, pay for new motor vehicles from the manufacturer, and
even buy the sign out front with the manufacturer’s logo on it. There will be significant ripple effects
with the loss of dealer’s expenditures in the local and state economies. It is extraordinarily difficult for
a dealer to represent another vehicle franchise; therefore, closures will result in shuttered storefronts,
and idled dealer real estate that is not easily transferable to other uses.
• Fewer Dealers Would Mean State And Local Governments Will Lose Millions Of Dollars in Auto
Sales Tax Revenue.
• Fewer Dealers Would Mean Reduced Competition And Convenience For Consumers. Dealers
have invested about $233 billion to create an auto sales network that provides a vast distribution and
service channel for consumers.
• Cutting Dealers At This Time Would Do Nothing To Make GM Or Chrysler More Viable.
Dealers equal revenue to manufacturers, not costs. Dealers generate more than 90% of manufacturer
revenue. Auto manufacturers created the franchise dealer network to outsource virtually 100 percent of
the cost associated with selling and servicing cars. A rapid reduction in dealer numbers would further
CUT manufacturer revenue and market share and do NOTHING to improve the manufacturer’s viability
in the short term. Even according to GM executives, under a best case scenario, it takes 18 months to
regain market share when a dealership closes.

I won’t buy an American car because it feeds subversive anti-american groups like the UAW. Besides those English cars have worked well for our family.

Now the UAW deal at GM is even more sinful than at Chrysler. Below are the high points:

UAW had a $20.5b claim – which is, at best, widely overstated in the manner it was calculated

UAW – is bifurcated into a live obligation assumed by new GM and an equal stock position

Ob-amatuer pays $50b for a 60% interest in new GM which vaules the whole enterprise, more or less, at $83b.

UAW receives 17.5% of stock – valued by Ob-amateur at $14.5b – so the value of UAW’s post bankruptcy claim is $24.8b or $4.3b greater than the claim which UAW filed

At the same time the bondholder’s, who had equal standing with UAW, receive 10% of the shares worth $8.3b on a $27.5b claim.

How in the world does UAW a 120.7% valuation when and identical creditor gets 30.1%.

The sad thing with this Ob-amatuer exercise in spreading the wealth around is that the liberal sheople are too dumb to understand that Ob-amateur oput the stones to them and gave their retirement money to a UAW worker.

Keep all the dealerships open, esp if owned and operated by a Repub. Some dealerships sold only 35 cars all of last year! Now there is a bottom line not far from the floor!Let them cut into each others profits and incomes. Let their maintenance facilities flourish even though people are debating whether to get the car fixed or eat! The economy is condensing not growing .

Some 21,000 employees (around 34 percent of GM’s total work force) are looking at layoffs. The 780,000-plus workers in the automotive parts industry are facing uncertainty, as their industry will be affected by the collapse. Then there are the serious effects that the end of GM will have for businesses that are not related to, but nevertheless dependent on, the automotive sector. According to estimates from the auto parts industry, 4.7 jobs — in everything from catering to regional banks — are created for every one job in the motor vehicle parts industry.

My gut tells me that having too many dealerships is not a good thing, but I have yet to hear why this is a problem for the manufacturer. It seems like they would go out of business on their own, since the manufacturers don’t subsidize them, so why would the manufacturers need to pick which ones live and which ones die? It seems like the healthy ones could buy out the sick ones…or is that not allowed?

That is the dealers argument…that their staying open doesn’t cost the manufacturer anything, so why not let the dealers decide if they want to close or not? And I agree. The manufacturer has the upperhand anyway, they could go to an allocation system for getting new cars: the more a dealer sells the higher on the list they go…and those on the bottom will naturally drop off when they see they aren’t getting ANY cars to sell, which is a self-fulfilling prophecy No cars to sell, no cars sold, no new cars delivered. End of problem.

The dealers compete against one another, which lowers the price of the car, which in turn has made GM operate on thinner margins.

For example, if you don’t like the price of a Nalley Jeep in Roswell, you can buy it a lot cheaper in Jasper.

The other thing is service absorption, more dealers means that the service revenue is spread around. Car dealers are more stable – hence less likely to get into “speed duels” over pricing – if operating costs are covered by service revenues.

Think of Georgia, the big sales volume dealers, like Bill Heard, were living on car sales with disproportionately low service revenue which made it harder on the dealers with good service annuities to sell cars.

The net effect is that this is yeat another hidden tax from the Ob-amateur administration.

Well, I ain’t a GM or Chrysler man, but I say Congress ought to make a law to make it illegal to make someone give up his God-given right to fleece a customer in a car deal. It takes all the fun out of buying a car if you cut way down on the number of dealers. People like going back and forth to dealers to show a deal offer and get a better deal. Leastwise till they find out somebody that didn’t deal at all got a better price in the end. And that the dealer got a big rebate the customer didn’t know nothing about.

A little cheating in the car lots is as American as you can get. Doing unto customers before they can do unto you is what makes Free Innerprize great. And now GM and Chrysler want to ruin the whole thing.

Cheney’s anti-gay stand. Grant you he’s just now speaking up and out, but I can find no record of him making an anti-gays stand beyond being a member of the Party of Lincoln…now Obama, on the other hand, Party of Jefferson Davis, has quite the record…

As far as RW is concerned, I like a grenade lobber myself, come from a long line of snipers–Revolutionary War, War of 1812, Civil War, World War I, World War II and Vietnam, my boy was one in Iraq and Afghanistan, served in the peacekeeping forces in Bosnia and Kossovo…none in Mexican War, Spanish American War or the Korean Conflict.

Check the archives, as RW says, and you’ll see he and I have lobbed a few at each other in the “short time” I’ve been here, but they’ve not been gratuitous–at least his haven’t, I hope mine haven’t. RW?
