It’s at GA Aquarium and it’s a picture of anemone and the blue is a swift movement of the tail of a fish. Salt water tank!

What ever it is it has something to do with the blue part being The Atlanta Thashers symbol and colors. That’s all I can think of. Maybe a man’s neck wearing a Atlanta Thashers suit. (?)
