The Hawks have agreed to a sign-and-trade that would send forward Josh Childress to Phoenix for a second-round pick and a trade exception, people with knowledge of the situation confirmed.
Paul Coro of the Arizona Republic reported Sunday night that the deal was “on the verge” of completion. Childress would sign with Phoenix for six years and at least $30 million, according to the report.
If Childress signs a deal for those terms, Atlanta’s trade exception would be worth half the amount of his first-year salary since he would become a base-year compensation player. The exception works as a sort of credit that would allow the Hawks to make a trade while over the salary cap without meeting the usual salary-matching requirement.
Atlanta drafted Childress with the No. 6 overall pick of the 2004 draft. He played four seasons with the Hawks before opting to sign a free-agent contract with Greek team Olympiakos in 2008. He has until Thursday to opt out of the final season of that three-year, $20 million deal.

The team has the right to choose which of its available exceptions to use to sign a player. However, teams may not combine exceptions, or combine an exception with cap room, in order to sign a player. For example, a team with a $5 million Mid-Level exception and a $2 million in cap room may not combine them to sign a player for $7 million.
TRADED PLAYER EXCEPTION — This exception is used for trades, and cannot be used to sign free agents.
In other words, the Hawks’ $3 million trade exception can be combined with other assets in trade(s), but this is SEPARATE from the mid-level exception, which can be used to sign player(s) outright in free agency.
So basically, the most the Hawks can offer Shaq to sign outright is still the mid-level exception. If they want to pay him more than that they have to work out a sign-and-trade with Cleveland, and send back an equal amount of salary plus the trade exception if they choose. So if they want to pay Shaq $8 million per year for example, they can send back $5 million in salary and the trade exception.

I hope Hollinger is right, but everything that I’m seeing on the salary cap FAQ website leads me to believe he’s wrong about the Hawks’ end. The Raptors getting the $2.7 million trade exception sounds right since neither Barbosa or Turkoglu is BYC, but Childress from what I can tell is BYC.
The only way I can see Childress NOT being BYC is if there’s some obscure rule regarding players like him who miss a certain amount of time. Maybe for cap purposes their cap hold is used in the calculation rather than the last annual salary they drew. Hopefully for the Hawks that is the case.

Yeah, that’s why I wasn’t happy about them selling that pick instead of using it on Whiteside or Pittman. It has no effect as far as the salary cap is concerned; it just makes the DASG’s accounting books slightly less red.

Eight teams were interested in signing him. If he attracted that much interest on the free agent market, presumably some team would have been willing to give up a player to be ensured of getting him.

@Najeh…I understand that, but I don’t think they’re going to give up a proven player for someone that is going to come off the bench. He will not be a starter anywhere, especially in Phoenix. Why give up a good player to sign a bench player? Makes very little sense…just my opinion.

Why are people acting like Chill was so valuable? He was so valuable, that we saw our win total increase by 16 games in 2 years, after his departure. And none of those teams that were interested in him, were not going to give up any player of significance for Chill. Those McGee rumors were crazy, seeing how decent of a big man he is. No team is giving that up for a SF that isn’t a star player.
It would be real nice if we could use Mo Evans + the TPE to get somebody, along with bringing in somebody for the MLE.

If a team trades away a player with a higher salary than the player they acquire in return (we’ll call this initial deal “Trade #1″), they receive what is called a Traded Player Exception, also known colloquially as a “Trade Exception”. Teams with a trade exception have up to a year in which they can acquire more salary in other trades (Trade #2, #3, etc) than they send away, as long as the gulf in salaries for Trade #2, #3, etc are less than or equal to the difference in salary for Trade #1. This exception is particularly useful when teams trade draft picks straight-up for a player; since draft picks have no salary value, often the only way to get salaries to match is to use a trade exception, which allows trades to be made despite unbalanced salaries. It is also useful to compensate teams for losing free agents as they can do a sign and trade of that free agent to acquire a trade exception that can be used later. Note this exception is for single player trades only, though additional cash and draft picks can be part of the trade.

northcyde is right. The TPE can’t be combined with anything else.
What is not allowed is using two different exceptions for the same player. Here is something that is not allowed: A team has a $5 million player and a $1 million Traded Player exception from a previous trade, and wants to add the Traded Player exception to the 125% plus $100,000 margin from their $5 million player ($6,350,000), in order to trade for a player making $7,000,000. This cannot be done.

Well, I stand partially corrected. My 1:39 post quoting the salary cap FAQ website is correct, but in the case of the Hawks’ pursuit of Shaq, it hurts Cleveland, not us. The Hawks can trade Bibby ($5.5 mil) for Shaq if he wants to get paid $8.5 mil for example, but Cleveland will not get to turn around and use that $3 million trade exception.
