How on planet earth is giving $9.3 MILLION to energy-efficient appliances going to create jobs, patch up the State revenue shortfall, or help ease the effects of this nasty recession (the worst since the Carter days...yes, I didn&#039;t say the worst since the Great Depression..that would be just regurgitating a false libby talking point).</description>
