Two DeKalb board members: We cannot support school chief choice because of her record

Two DeKalb school board members have sent open letters expressing their opposition to the selection of Cheryl Atkinson of Ohio to lead the system.

Here are the letters from Don McChesney and Nancy Jester expressing their concerns over Atkinson’s record in her small Ohio system.

“Dear DeKalb Citizens:

I think it is important for me to comment on the choice of Dr. Cheryl Atkinson as the prospective school superintendent for DeKalb County. The opinions I express are mine and I do not profess to speak for anyone else.

My first priority in finding a superintendent was to find the best candidate to raise student achievement in the school system and give the taxpayer equity for money spent. The theme for me was the students. Beyond that all else was secondary.

It is not possible for me to support this choice based on the record. This is the most important decision that has been made since I came on the board. We need to get it right based on an informed study of the facts available. It is too serious to go with only your “gut feeling”.

We had several candidates with better records of student achievement but, unfortunately, as you know, their candidacy was plagued with leaks of confidential information to the press. I hope that you will note that there were no press leaks regarding this candidate.

We have read recently published reports in the media that the Lorain City Schools may move up one step on the Ohio ratings scale. These scores have not yet been released by the Ohio Department of Education so we have no confirmation. The most current data available show only 1 of 24 academic indicators being met. Let me remind you that there were candidates not chosen that bested this record. Some showed a substantially better record.

Ohio has Lorain schools on “Academic Watch”. This is step 4 out of 5 on their sanctions scale. The next step is “Academic Emergency”. That is the most serious sanction. Compare this with the rejected candidates.

Let me be clear. No urban school system superintendent in America will have an unblemished record. It is the nature of the business. I do not expect perfection because that record is unobtainable, but there were other candidates with better records.

Do not take my word for it. Do your own research. You will be led to the same set of facts as me. The only difference will be the spin folks attempt to apply to these facts. Also check the contract. See if you see any danger points there.

Dr. Atkinson is a fine person and delightful to converse with. However, a business decision for academic betterment of our students and not a personal referendum on personality was my goal.

Now, here is the letter from school board member Nancy Jester:

I’m in agreement with Mr. McChesney’s statement. He and I spent hours researching the student achievement records of the candidates that were brought before us. I believe we saw several candidates with significantly better records of student achievement. We also considered professionals who were credible change agents that could help our district attract top-flight talent to key positions and reorganize our district.

If you are interested in examining Dr. Atkinson’s record of student achievement, click here to go to her district’s “report card” given by the Ohio Department of Education. Over the last three years there have been increases in 9 out of 24 state academic indicators. Those increases range from a high of 9.1% to .8%. The remaining 15 indicators have losses that range from -2.9% to -16.3%. All of the academic indicators for the high school grades showed a decrease in scores over the last three years. For the most recent report card available, Dr. Atkinson’s district met only one state academic measurement. Additionally, when compared to other similar districts in Ohio (based on demographic, socioeconomic and geographic factors), they score below the average for similar districts in all categories except one.

The district did not make Adequate Yearly Progress (AYP) and is on “Academic Watch”. (Ohio rates districts on a 5 level basis and Academic Watch is the next to lowest status. The lowest status is Academic Emergency.) When looking at the AYP determination, I noted that the African American population did not meet AYP for either of the proficiency standards (reading and math). This was also the case for students with limited English proficiency (LEP) and students with disabilities (SWD). The largest demographic for our district is African-American so this record, in a small district, concerns me.

I thought that Dr. Atkinson was very professional and charming. I enjoyed meeting her and believe her to be devoted to educating children. I cannot support Dr. Atkinson’s candidacy for the Superintendency of DeKalb based on her record of student achievement in a small district. We have serious student achievement issues in DeKalb. We are last or next to last in 23 of 25 data points for the CRCT when compared to 8 metro districts (DeKalb, Fulton, Cobb, Gwinnett, Clayton, City of Atlanta, City of Decatur and City of Marietta.) If our school system does not drastically improve, the implications for our county are dire. I do not see anything in Dr. Atkinson’s record with her current district that convinces me she will be able to move our district in the right direction.

By state law, districts must announce a candidate 14 days in advance of voting to approve their employment. Additionally, we must make every document we have regarding the candidate available to the public at this time. In closing, I will say that if it is the will of the Board to bring Dr. Atkinson to DeKalb, no one will offer her more service than me. As a mom with three young children, I am invested in the success of our schools with my most precious resources. Thank you for allowing me the honor of serving you.

The board members are within their rights to communicate
their reasons,but why not express their concerns, or objections
at the board meeting. The Georgia Open Records/Meetings Act
gives every member of the community an opportunity to attend
and the letter could have been read,or posted as part of the
open records for anyone to read. My position is that the
legislature provided an appropriate venue for dealing with
concerns and voicing objections to candidates. Whether
information is leaked,or letters with honest intentions are
written,it damages the process for obtaining good candidates
in the future.

I’m sad that there is so much nastiness on this blog. The nasty racist comments serve no one. I don’t care if the new Super is white, black, red, Hispanic, Asian, man or woman. I want what’s best for our kids! Maureen your blog is no longer a place for discussion, it’s just a place for name calling, race baiting and just plain ole ugly comments. I thought the AJC could do better, but they no longer have the staff necessary to do all the hard work that Maureen tries to keep up with.

The AJC editors have an agenda to follow and I respect that. The owner of the paper is a huge contributor to liberal causes and she has a right to print whatever she (Ann Cox Chambers) wants. However, I have a right to speak out against an opinion of theirs too.

I sent Nancy Jester, my rep, an email when I learned early Saturday morning that the BOE had made up their mind on Atkinson. I bet Nancy got many emails from her constituents this weekend. I’d like to ask the posters, who think what Nancy did was wrong, how is she suppose to communicate with her constituents? I asked her if she could pass along any research, that they used, to make their decision. This afternoon I got the email from her and McChesney. I also looked at the links provided on several blogs and their email. Could have the BOE done better? Sure! But this process has been hamstrung from the start. I’m just sorry that DCSS has a BOE member, who has stated on the record, that he makes his decisions based on race. He said it while sitting on that fancy dais at the Palace. You can look it up, as long as Tyson has approved those minutes to be placed on the DCSS website unedited. Race had nothing to do with this conversation, until someone, on the BOE, hijacked the whole process with leaks and misinformation to the “select” media.

I hope Dr. Atkinson is ready to come to a system needing a new vision and leadership. She’ll also have to endure the trial of the indicted former Super and COO. Things in DeKalb are bound to get worse before they get better, and if people are looking for blame just look to the past leaders of DCSS. They created this entitled society of friends, family, sorority sisters, frat brothers and mega-church members. They have squandered millions of dollars, yet there is no improvement?

The real measure of how “good” a superintendent is will NOT be found in AYP measures. Those merely correlate with socioeconomics. So the board members, while laudable in their research efforts, fail to see the big picture. The proper questions that would identify a truly great superintendent are 1. Was she once a public school teacher(empathy); 2. Does she honor and support the professionalism of principals and teachers? By this I mean will she back discipline and support teacher’s rights to teach the way they wish, without bringing in “curriculum vendors” dangling the prospect of miracles. 3. Does she minimize administrative costs and put the money in the classroom? In poverty districts in particular, what kids need most are more role model adult contacts, because poverty districts are NOT going to get parent volunteers, strong PTAs, or great community support. Once they leave the school for the day, few of these kids get any academic encouragement or support. 4. Does she support a holostic education that goes beyond the narrowness of NCLB and state tests? By this, I mean that physical education, art, music, speech, votech, etc should all be integral parts of a student’s education. A visionary superintendent should recognize the pettyness of the current paradigm and strive to provide a curriculum that offers kids the best chances to develop their strengths and interests. In high poverty districts there also needs to be impetus to teach organizational skills, respect for others, work ethic, and community responsibility. This is the kind of superintendent that principals and teachers will respect, admire and follow, and that parents and children will trust.

Stop it, we’ve been trying to work together with Staff and stakeholders for years. My family has been ridiculed by the AJC, threatened with arrest by the indicted Super, for just trying to get the truth out. My wife and I decided weeks ago that our time will be spent helping our school, our teachers, our administration. At our PUBLIC school there is an interest in learning. We are also a receiving school for some of those students that live south of Memorial Dr. It’s great to have them at our school! Most of their parents are even active. We stand side by side, black, white, Asian, Hispanic all for one thing, the successful education of OUR kids. That’s it!

You want to call me names fine! I’ll keep helping the black, white, Hispanic and Asian kids, at my local school, to achieve the best education they can. Even if the over bloated Palace administration staff takes OUR tax dollars and spends them OUTSIDE the classroom and schools.

AMG, I can agree with many of your points in your last post. The fraternity connection is for members of Omega Psi Phi that was started by the thieving bow-tie wearing Ralph Simpson. Check the bloated Palace and you will see that most of them wear purple and gold. He hired an entire staff at Miller Grove High based on one being a Que or an AKA. He also tried to get those colors for the school but Lakeside beat hum to it. I am a member of a fraternity but I did not use it to obtain my teaching position in the county. Take care of the teachers and we will take care of the students.

I am amazed no one else is dumbfounded that these two Board of Ed members cannot compose a paragraph utilizing correct punctuation and peppered with both incomplete & run-on sentences. Considering these two have the writing skills of a 5th grader, it is no surprise our county makes such competent decisions.

The selection of Cheryl Atkinson as the Dekalb County School Superintendent is yet again, another terrible decision by the School Board. She is not qualified to run a school district with nearly 100,000 students. The problem in Dekalb County is that only candidates who are black have any shot at being hired for any position in the county regardless of their qualifications or lack thereof. This is reverse discrimination at its most entrenched and the biggest losers in this corrupt system are black children.

I was out yesterday afternoon (moving a child to college) and find myself surprised at the tenor of the conversations going on now. All I can saw is “Wow”. I definitely believe there should be a spirited debate on the qualifications of Dr. Atkinson however some of the tone seems to focus on things that have nothing to do with her candidacy.

Are there better candidates? Without question, yes. Are there better candidates that have interest in this opportunity? I don’t know. Are there better candidates with interest in this opportunity along with having at least 5 votes from Board members? Again, I would say I don’t know however one can ‘assume’ the answer to this is no.

I sincerely hope the possible selection of Dr. Atkinson does not create further divisions in our county. I plan to continue researching and speaking to people with greater knowledge than myself on her. I may share them with the Board. At the end of the day, if she receives enough votes to be selected as our next superintendent, I will support her. Whomever is the next superintendent, they will need community support and time to right this ship.

Ladies and Gentlemen of Dekalb County,

I currently live in Lorain, Ohio, have had and currently have children in Lorain City Schools.

As much as I’d like to see her go, I feel your children deserve a more qualified Superintendent.

She was a rookie Super when she came to Lorain and her inexperience has shown. She managed to keep her performance review a secret through her first contract negotiations and made a trip to China to recruit Chinese teachers in her first year.

She took Lorain from a fair to poor district and made it the second to last out of over 700 districts in the state. During her time here Lorain enjoyed meeting 1 academic standard in the Ohio proficiency test areas and proficiency test scores plummeted. The ONLY improvement that was consistently made during her time here was attendance.

I urge Dekalb County board members to investigate her completely. Search our local newspaper articles and read some of the comments people here make about her.

Our main Lorain newspaper has printed articles regarding her but for some unknown reason have failed to report factual academic grades, have failed to ask why the school system with the next to last performance has one of the highest paid Supers in the history of Ohio.

Yes there has been improvement this year but when you reach the bottom, where else do you have to go?

It should also be noted that Dr. Atkinson rented a house from the school district’s attorney, Anthony Giardini who is also the head of the Democratic Party in Lorain County.

It is widely believed that he commented regularly, staunchly supporting Atkinson under the name “ZEBULON” then changed his moniker to “FACT CHECKER” when “outed”.

Fact Checker is currently spreading his propaganda in this blog.

Please keep that in mind when reading his comments.

Truly amazing, the difference in reaction from the Dekalb School blog gang.

When Cox was announced they spent their time digging for stuff that supported her candidacy. Every lack of qualification was given a waiver. Her lack of experience in a large urban district was downplayed.

Now we have the announcement that Atkinson has been chosen as the only finalist. Amazing, her experience and resume appears to be very similar to Cox. The treatment from the Dunwoody angry ones has been the opposite. They can’t really seem to find anything to dislike about Atkinson but of course that won’t stop them. They are even trying to get the crazy blogger from Lorain to feed them dirt.

They are as bad as the gang in south DeKalb that blame race on everything. I’m sick of both sides, absolutely sick of it.

Nancy and Stanley Jester are the proud parents of three energetic children. Prior to being elected to the DeKalb County Board of Education, Nancy was a “full-time mom” dedicated to volunteering at schools and improving education for all children. She is an elder at her church, Shallowford Presbyterian. Before starting her family, Nancy worked as an actuarial consultant. She earned a bachelor’s degree in Economics with honors from The University of Alaska Fairbanks. Nancy enjoys reading about history, economics and keeping up with current events.

The anger is from there having been much better candidates that the board sabotaged. The board members that did the sabotaging like this candidate, maybe because she’ll keep things the way they currently are in DCSS, something that no child can afford.

To me there is no racism in my view point. I have read the districts’ report card and don’t like what I see while the district was under her leadership. Lorain’s district is bloated with administration, something we already have in DCSS. Atkinson’s only claim to fame is raising attendance. I want to see student achievement raised. Lorain’s achievement is in the toilet and the district is second to last in the state.

Further more, I did not like Cox as a candidate. I liked the male candidate at the time and feel that he would provide the shake up that DCSS desperately needs to turn over a new leaf and begin improving the quality of instruction that the children desperately need.

I thank the people of Lorain for telling us what is going on there. Wouldn’t you want APS parents to come and tell you the truth about Hall before the big scandal?

I feel that because the information about Cox was leaked and her qualifications are similar to Atkinson that this entire process/hiring has indeed been about race. Why was the information about Cox leaked and nothing about Atkinson has been. Even her contract demands have been tight lipped.

This candidate and the entire process doesn’t feel right. The children in the end are the ones that will be hurt the most.

You may not agree with McChesney or Jester, but they’ve both appear to have done their homework and each has presented a reasoned argument for their position. This is refreshing compared to the Board’s recent dysfunctional actions in hiring a superintendent.

I don’t know how to respond to your critique of Jester’s resume. Have you looked at Woods & Cunningham? Neither has a college education and couldn’t qualify to be a teacher. Yet they are setting school board policy. Of course, Cunningham doesn’t have on his resume his experience stealing money from McDonald’s. Recently defeated member Roberts also didn’t have a college education. Is your real complaint with Jester simply that she is white?

Lorainite is posting exactly opposite what he/she was posting before in the earlier blog. This is either someone trying to discredit the 1st Lorainite or a simple troll and should be ignored.

As for DSW, there was an enormous amount of concern about whether Cox was qualified with her limited experience as superintendent. The discussion has been mis-characterized here. There seems to be an APS style concerted effort to discredit and intimidate those who don’t go along with the status quo. And I’m one who normally doesn’t believe in conspiracy theories. Mandella is virtually threatening DSW, the way the APS employee threatened to poster who dared criticize the APS administration on this blog. This IS the county where the losing Sheriff put out a hit on his successor.

AJC allowing the continued racist comments from both B&W is not contributing to any reasonable discourse.

@ teacher reader because I know that it takes more than a few years to turn things around. You have to weed out the bad ones and bring in a new system that the staff has to buy into and thats not always easy. It takes time. She seems honest and up front and from what Im seeing this year the scores will be up drastically.The Ohio department of Ed states that they will be out on the 24th of august so lets just wait and see. That still falls within the 14 day window and im sure if its a lie she will be out the running.

For the amount of money beign paid and the benefit package Dekalb usually offers, I cannot hep but think Dekalb can find someone better. Charming does not mae a great superintendant. I just do not understand that in all of the US there are not some more highly qualified people. $275,000 is a huge amount of money! Seems like cobb found someone interesting and qualified.
