AJC’s Christopher Quinn reports the State Ethics Commission is scratching its head over whether two north metro Atlanta political candidates have complied with disclosure requirements in listing their real property.
“What is ‘beneficial ownership?” Stacey Kalberman, executive secretary of the State Ethics Commission, asked rhetorically. “I am trying to determine that. I can’t answer that right now.”

Figuring out what constitutes beneficial ownership is not that difficult. The Attorney General answered this question for the Ethics Commission many years ago. http://law.ga.gov/00/opinion/detail/0,2668,87670814_90679019_91318434,00.html
