Maxwell Ratings’ ranking of regions

The Maxwell Ratings rank regions based on the average of all teams in those regions. That means regions with several weak teams at the bottom will bring down the average. The rating number is a points figure. According to Maxwell, the average team in Region 1-AAAAAA is 7.5 points better than the average team in 8-AAAAAA, the second-strongest region in the state.
