What’s the GOP plan for illegal immigrants?

Over the weekend, the Senate refused to pass the DREAM Act, which would have put no more than a million young illegal immigrants — potential model citizens — on the path to legal status. As I wrote recently:

Sen. Jeff Sessions (R-Ala.) has called the bill a “reckless proposal for mass amnesty.” It is nothing of the sort. It’s a narrowly tailored measure that would apply only to people under the age of 30, who came to the U.S. before they were 16, and who’ve lived here at least five years. The vast majority of them were brought to this country by their parents when they were too young to know anything about immigration laws.
The legislation requires them to complete two years of college or military service and to abide by other laws to be eligible for a ten-year conditional residency. Because of its requirements, immigration experts think that about 800,000 illegal immigrants would ultimately be eligible.
After ten years, DREAM Act beneficiaries could apply for permanent residency. After five years of permanent residency, they could apply for citizenship.
That series of steps — at least fifteen years before citizenship, according to DREAM Act provisions — gives the lie to the claim that beneficiaries could become immediate sponsors to their undocumented family members. They couldn’t. Besides, any family member who came here illegally has to go back to his country for ten years. That’s 15 years before an undocumented mother or father has a prayer at U.S. citizenship.

Previously, Republicans such as Orrin Hatch and John McCain were sponsors of the DREAM Act. But, deferring to their nativist constituencies, they walked away from it.

So, here’s the question: What’s the GOP plan for the 11 million or so illegal immigrants already here? Do they plan to round them all up and deport them? If so, at what cost — financially and spiritually? If we were to attempt such at thing, it would cost hundreds of billions. Are we prepared to pay that? Are we prepared to witness armed federal agents breaking down doors to drag children out of their homes?

GOP officials continue to insist that the US must “secure its border” before they will consider any sort of immigration reform. Here’s another question: What’s the definition of “secure border”? President Obama has presided over a record number of deportations, far more than were carried out under President Bush.

He has also Increased border patrol agents. According to PolitiFact,

The 2011 proposed budget, for example, includes $94 million to expand the number of Customs and Border Patrol officers — putting the country on target to reach Bush’s goal of 20,000 officers. Between 2007 and 2011, the Border Patrol budget increased from $2.3 billion to $3.6 billion. The budget for inspections at ports of entry increased from $1.8 billion in 2007 to $2.9 billion in 2011. In addition, Obama’s proposed 2011 budget calls for $1.6 billion for customs enforcement programs to identify and remove illegal aliens who commit crimes; and $137 million to expand immigration-related verification programs.

If that’s not good enough, Republicans need to let the country know, specifically, what they plan to do about illegal immigration.

SUMMARY: Two weeks ago, a panel from the Third Circuit Court of Appeals upheld a District Court decision to require the City of Hazleton, PA, to pay $2.4 million in legal fees to Pedro Lozano, Casa Dominicana of Hazleton Inc., Hazleton Hispanic Business Association and the Pennsylvania Statewide Latino Coalition incurred when they challenged the constitutionality of certain Hazleton ordinances which in 2007 the Third Circuit had already found to be unconstitutional.

The ordinances in question sought to fine landlords for renting to undocumented aliens, deny businesses permits for employing undocumented aliens, and authorized the town to investigate the legal status of an employee or tenant upon the request of any citizen, business, or organization. Hazleton’s misguided efforts sought to curb an influx of potentially undocumented aliens, attributing an increase in crime and use of the town’s public services to those individuals. The Circuit Court had found that the town could not enact such ordinances as they were pre-empted by federal law.

So under this ruling, local gov cannot even deny a biz permit to employers that break the law. Somehow the judges found this in the constitution.

as the GOP has been trying to do for years, make the INS (or whatever its called these days) more transparent and more efficient, but that funding has been continually cut off. As the son of an immigrant, I do not think that people should be rewarded for beating the system by being placed in line ahead of those trying to do the right thing and go through the system. and I do not let the GOP off, because they have continually blocked efforts to fine businesses that hire illegals (along with the dems, but that is no excuse).

this country will fail if we dont have a constant influx of hard working immigrants, but we must stand up for our laws.

If there are 11 million, or so, illegals here (and that estimate is probably low-balled by quite a bit), and the DREAM Act would affect 800,000 or so, what was the Democrats plan for the other 10+ million? Or was this going to be the anchor baby concept in reverse?

I can’t speak as a representative of the GOP, as I am not Republican, but I can say what I would do, as a Libertarian, to “secure the border.”

I would bring back the troops from Iraq and begin a gradual withdrawal from Afghanistan, and then put those soldiers on the border, and have them working in the airports doing the job of the TSA. At least our soldiers know who we are fighting, and doubt very seriously that they would pat down an 83-year-old grandmother for the sake of politically correct fairness.

As for the DREAM Act, its only a dream for liberals who see more potential votes bought through handouts and promises of fast-track citizenship.

And don’t give us the “potential model citizens” line. Anyone is a “potential model citizens.” Hardened criminals “potentially” won’t commit crimes again. Should we let them go based on “potential?”

I have some sympathy for the children in these cases, I truly do. But not for people like Jessica Colotl. She knew she was here illegally, and even though she did not knowingly committ the crime in coming here, she continued to behave in an illegal manner afterwards. That makes her just as guilty. The crime isn’t lessened because she didn’t know it was a crime when she was three. How many three year olds understand immigration law? But when you’re around 20 years old (give or a take a couple years) you know your legal status in the country. But according to past articles by CT and those like her, Colotl should be respected and wished the best because she was trying to be a better person. All the same, she was here illegally. That fact will not go away.

Granny – I do not blame GWB for vetoing the attempts to expand SCHIP, claiming them to be attempts to federalize health care. Some of us do not hold to the Daschle model of “You don’t professionalize until you federalize.” Some of us on the conservative side actually think that the private sector could do some good. Too bad a loud voice on the left demonizes the private sector. President Obama has even referred to working in the private sector as spending time behind enemy lines. That makes businesses love the left, let me tell you.

As for the Child Marriage Bill, the bill stalled because it failed to receive two-thirds in the House, it it wasn’t exactly a unified move by the GOP to defeat it. Also, just exactly how many countries follow American law? I’m not saying it’s a bad bill, but I hear liberals talk about taking care of our problems at home, and then they get upset when we don’t push through a bill aimed above and beyond our own borders.

As for the DREAM Act, see my above comments concerning legality and Jessica Colotl. Some of us on the right actually do care about these kids, but there’s too much leeway in the DREAM Act to allow for near blanket amnesty for some of these ‘immigrants.’

Just like the repeal of DADT. The President will soon sign that into law, okay. Now the services will have to figure out how to implement the law.. A few questions come to mind:
1. Will people that are tested positive for HIV be allowed into combat? If not is that not discriminatory…
2. If they are allowed into combat and they are wounded, will the medics or their fellow soldiers have face masks, rubber gloves and other protection necessary to reduce blood splatter?
3. If they contract HIV while on active duty, is that a service connected disability that we will pay for the rest of their lives?

A law was passed to protect the rights of gays and lesbians, what about the proctetion of the straight people in combat? And if you read the survey in detail, combat troops worried about this while the non-combat people did not have any real objection?

How many of you have been in the service, let alone combat? In combat, if you are injured, your buddies take care of you and they bandage you, now what? Should they risk their lives? How often will gays be tested for HIV? Or will that be against their constitutional rights?

Getting back to the Dream Act, right now I am looking at the cost? What will it cost us? And why to age 28? Dream Act for those that want to serve 4-6 years in the military… I would vote for it…. They are performing a service to the country and they deserve it. If they can fight and die, then they have proved their worth…..

If you want the Dream Act, the end the amnesty cities, enforce the laws, make them all register in order to be considered? Make them prove they will not be a drain on the tax payer…..

Last night, the CBO released the long-awaited cost estimate of S. 3992, the latest version of the DREAM Act. The CBO found that putting thousands of young, undocumented immigrants on a path to legalization would reduce the deficit by $1.4 billion over ten years:

Keep Up – We’ve had this discussion before. Ignorance of the law does not equal absolution for breaking the law. Like I say, I have some sympathy for these kids. But that does not mean they get a free pass. And yeah, I doubt any of them will get up and go back to their country of origin.

But let’s play on your terms. What is legal age? Legal age to drive? Buy cigarettes? Buy alcohol? Legal to rent a car? What’s the limit? If we use the Colotl example, and the legal to drive condition, that means that Ms. Colotl has had six years to rectify her situation. Even if we use the legal to buy alcohol condition, she’d had over a year to make things right. How much leniency do we have to allow?

To stop the drug trade, we need to stop the demand for drugs in the US. No market, no smuggling and crime.

To stop illegal immigration, stop the demand for illegal workers. No market, no illegals.

To pay for deporting illegal immigrants, we need to change the point of view. Instead of us trying to seal a border the other country wants to remain open, we need to convince them to seal it on thier side.

We’re capitalists, we should be able to find out how to makea buck out of this. How about charging the immigrant’s country the cost of repatriation, taken out of imports? Say, charge Mexico $2,000.00 for every Mexican deported. Very soon, Mexico will invest in putting up fences on their side ofthe border to keep their people from coming over to ours.

Even better, to keep our courts from being clogged with lengthy deportation hearings, we can charge Mexico for the cost of incarcerating the immigrants, leading their embassey to insist they plea bargain and accept deportation to get them out of the court system sooner.

This won’t work with Cubans, North Koreans or some other weird countries, but it would work for most of them.

Make the criminal pay. The US is the victim in this illegal immigration, so we should stop playing the helpless tool, and start becoming in control of the situation.

Bob…You can shut the business down for a number of reasons. Drafted correctly states and cities can impose certain regulations. Georgia for example denies employers of undocumented workers the ability to deduct the wages and other costs of those workers. If the company is licensed, you could deny a professional license. As often happens, poor legislative drafting at the local and state level is the problem.

But here we are, on the crux of doing it all over again. So obviously your way doesn’t actually solve the problem. So what is the ultimate goal of your way? CT fails to mention that the passage of the dream act also allows the families of those who are allowed to stay a path for legal citizenship. Not just immediate family but aunts, uncles, cousins, most anyone connected to them. It isn’t just a path to citizenship for those who are in school, it also has a profound effect on those who committed the crime in the first place…… rewarding illegal behavior just doesn’t cut it, CT. Now lets reward all the others who commit crimes in our society. Why not have a gang get together for all of those unfortunates who rob us blind, assault our women and take advantage of our system. We now have over 12 million illegal immigrants in America. Before anything else is done, we need to find out who allowed this to happen. Hearings need to be held and the guilty need to be identified and punished for this obvious lack of law enforcement. Then, and only then, should we take up the Dream Act or anything else. Since so many of our trusted politicians are the guilty, the chances of any of this happening are about zero.

DREAM is a start to fix the problem. These are difficult issues on immigration. This is one that is not too difficult. Give the child brought to this country as a child a chance to stay based on their good behavior.

Of course it’s not practical or even desirable to “round them all up and deport them.” Fences and armed patrols are necessary, but are just one small (but important) piece of the solution. The best approach is to do everything possible to eliminate the incentive for illegal immigrants to come in the first place, or to stay if they are already here. Severely fine those who hire them or provide them residence. Stop providing them with free public education and other taxpayer-provided services. Stop giving them drivers licenses. If they are convicted of crimes, deport them.

There are many, many American citizens who are suffering from a cycle of poverty. How can we help them climb out when illegals enter the country, take so many of the unskilled labor jobs, and suck up the public resources that could be used to help America’s poor?

Once we stop providing incentives for illegal immigrants, most will leave of their own accord. Meanwhile, America’s poor will benefit, with more jobs, better schools, and a healthier economy.

questions:

What happens if while in the military the child marries another illegal and has a child is the wife/husband/child legal.

If during the 2 years of college the students grades drop during a semester or they decide to change majors (and don’t get a 2 year degree in a specific time frame) do they get deported?

Does a 1-2 year technical school program qualify for this amnesty?

What happens to the parents and siblings during this process, are they allowed to remain in the US and support the student or will the student be forced to support themselves (as many of us have done in the past).

These questions and many more need to be answered before this bill should be passed

I don’t see an economically viable solution for total deportation, as the logistics alone are mind-boggling. Grief, have a great holiday too. BTW, I doubt Congress is smarter than you or most people, they however do have the staff and time to understand these issues and the responsibilities. They are to care about this country and not play politics first. There are many many tough policy decisions. The way smart negotiators get through these is to peel off the easy issues and to then get down to real compromise and smart government and NOT to demand some sort of impossible standard of comprehensive package that includes a number of failed ideas like the “dang fence.” Once you peel away the easy issues, often there is better clarity on the issues, nuances, policies and options for the tough decisions.

Pea, I agree in principal with this position, have have for years. But what I have found is that the people who hire illegals are a substantial portion of the donors to the Republican and Democratic parties. There is a reason Bush 43 never lifted a finger to control illegals. The employers of illegals are the big donors to the Party. A Republican president and a Republican controlled Congress are not going to alienate their donors.

I keep repeating that the last time the US did anything on illegals was the Reagan administrations “Immigration Reform and Control Act of 1986″ which legalized 2.8 million illegals. I would recommend that we pull out this bill and resubmit it with the updates required after 25 years of sitting on our hands and doing nothing.

But once again the next Congress will simply “kick the can” and allow us to have this conversation again in December 2012.

Cynthia’s question – “What’s the GOP plan for illegal immigrants?” – has a one word answer – “Nothing!”.

QED — Under one version of the bill, it allows children who are APPROVED for legal status to sponsor their immediate family members for permanent citizenship (subject to their approval and own history). It also requires the child to have entered before the age of 16 and to have been in this country for 5 yrs PRIOR to passage of the DREAM act.

The republicans have no plan on solving problems for working people. They only seek to protect the interest of corporations. The 9/11 responder bill has been blocked by republicans for four years because they claim it must be paid for. The real reason is that it closes loopholes that allow foreign corporations to move profits made in this country offshore without paying one cent in taxes. The Chamber of Commerce has been behind the effort to kill this bill, because many American countries have incorporated overseas and need these loopholes to avoid paying any taxes.

We all know the republicans game. It’s called the “The Two Santa Claus Theory”. Republicans spend like drunken sailors when they are in power by borrowing money to fund social services. They also give huge tax cuts to the wealthy and a small cut to the working class which keep everyone happy. These two giveaways let the republicans be Santa Claus twice. When republicans are in charge, deficits do not matter.

Of course you cannot run an economy and government this way. When it blows up and democrats are put back in charge, the republicans start shouting about the deficit which they created. They demand the democrats address the deficit to prevent any additional spending on social services. When the democrats are forced to address the deficit by raising taxes and cutting social programs, they come off as the bad guys. In 1994, the democrats raised taxes to control the deficit. Of course they were accused of raising taxes and lost control of both houses of congress. Clinton was forced to cut welfare spending. All these measures along with the tech bubble and $10/barrel oil created a booming economy. If you look closely, the script is being played out again with Obama and the democrats. They swallowed it hook line and sinker.

Why is it so difficult to pass legislation making it MANDATORY for every employer in every state to use E-verify? As a point, we have clients in 8 different states, one of which is Arizona. In AZ we have zero instances of duplicate SS numbers assigned to employees, zero instances of EEOC claims filed by hispanic employees, zero instances of fraudulent Workers Compensation claims. The same cannot be said for CA, NV or NM. The difference? AZ requires the use of E-verify.

I hate to break to you, but these “illegal” immigrants know exactly how to work the system. Even if they are found to be working under a false name, false SS number and cannot establish residency, they are still covered by ALL the protections afforded to American citizens.

I currently have 2 EEOC claims that we are fighting filed by VERIFIED illeagal aliens. In NV, I am fighting 2 EEOC claims and a WC claim filed by an employee who’s SS number was also assigned to 12 other individuals. When this was brought to the attention of the EEOC as well as the NV board of Workers Compensation, I was flatly told that there was nothing they could do.

So there really isn’t much sympathy from me in regard to the plight of the poor illegals who are only here to make a better life for themselves and their family. I have no problem with one wanting to better their situation, what I do have a problem with is someone doing it at my expense.

‘The Plan’ as you say would have been for comprehensive legislation, and yes, ever-increasing diligence at the borders, that would deal with all 11 million,or ever how many, of these folks that would provide incentives for them to self-identify and pay more into the education and health systems that they, understandably, rely on.

How about this…. The kids themselves did nothing illegal, they were brought here by their parents. So throw the parents in jail, then let the kids become citizens.

Laws are laws, we can’t just let people keep breaking them with no consequences, and we can’t selectively enforce laws in a free society, or no one would bother following any laws. And we should not reward the people who illegally smuggled their children in to the country. Children are supposed to be priceless, right? So these parents smuggled priceless goods in to our country. What would be the punishment for someone who smuggled in a $5 million painting?

I’d like to know what the Democrats’ solution is. Because this one bill solves nothing, all it does is give the left a feel good pat, and punt the real issue down the road. What’s to be done about the continuing tides of illegals sneaking in to our country? Since Cynthia wants to know what the GOP’ solution is, I’d like to know what hers is. Because this bill is not a long term answer, and Cynthia has yet to give us her own long term plan for illegal aliens sneaking in to our country.

So, there is the answer to Cynthia’s question. Georgia will continue its history of hate and will deport everyone they can, including children. Almost all the above comments remind me of the history of Georgia, first a debtors prison, then first in deporting native Americans out of their own land, fought for slavery (supposedly states rights which it still fights for), loved segregation and now building the most prisons in the country. Make no mistake about the Legislature’s craving for tougher laws, to further encourage racial profiling, which will increase as the federal “(In)secure communities” program expands, to be updated with hand held fingerprint id machines, and the building of even more “deportation centers.” Heck, Georgia already has the largest deportation jail in the USA, now we are building more. So much for love of neighbor, especially for those who have been here a really long time, building our city, cleaning and painting our homes, picking and processing our crops, paying taxes (nobody gets out of that), trying to have a future after high school, condemned now as if they had just crossed the border last week. When the photos of children being arrested come out (or you become a foster parent for some), some pity will finally cross the minds of you who say you are Christian but have forgotten about God’s main 2 commandments: Love God and love thy neighbor (all of them).

LeeH1 has it right. Stop the demand for illegals. Why not arest the store owners and the corporation presidents for hiring known illegals. All companies should be required to do a background check for citizenship BEFORE being hired. Tell the corporate bosses, if INS finds one illegal, put the corporate boss in handcuffs and walk him or her out the door in front of his employees. I’ll bet it will stop then. Once illegals can’t find work, guess where they will go? Back home or to another country where there is work. No need to spend all that money on deportation, just some intestinal fortitude on the part of this country to stand up and take action against those that hire illegals.

REgarding all of the posters who keep talking about going after the employers…..Currently, Eric Holding and the justice department are suing the state of Nevada. Nevada has had a law on the books for 3 years the employers who hire illegals are subject to business license revocation, fines, and jail. Nevada is attempting to enforce this law, and the Justice Department sued. The case was heard by the 9th Circuit Court of Appeals, the most liberal appellate court in the land, and the law was upheld. The Justice Department is continuing its fight, and the US Supreme Court is currently deciding whether to hear the case. This is Obama’s Justice Department, folks. This type of attitude is why conservatives feel this is about amnesty and votes, while the left accuses us of not going after the employers. This article was in the AJC 10 – 14 days ago detaiing all of this….

I for one, do not feel 2 years of military service is enough. They should do the standard 6 years, 4 of active duty, 2 of inactive, subject to recall. After that, hand them their citizenship papers, they have done enough. No waiting periods, etc. However, rewarding them for school is BS. In military service, you are sacrificing for us. Going to school, you are taking advantage of the benefits for being in this country. No way. I understand the need for citizens being educated. Get here legally first, then get educated.

That being said, I still believe in a guest worker program. You have to check in every 90 days with INS, and prove employment; dont check in, goodbye. You may be unemployed for a minimum amount of time (to be determined) but you must check in. While working in this country, you can go to school nights like I did, and you can go thru the normal process of applying for citizenship. (by the way, H1B visas shall only be issued when it is deemed the employer could not first find an American citizen of the required skill). Drivers licenses will be issued so you can drive legally, but it will be flagged to show you are not a citizen.

Get over it..There is a right way to enter the USA and an illegal way. Illegal is just that, against the law. the Federal Government’s main function is to protect the boarders which it is not doing and is even suing Arizona for doing so. That being said, look at the cost of illegals draining the health care system, putting extra burdens on the school systenms, infiltrations of Latino gangs into the streets. they also take jobs that US Citizens do not want while the taxpayers pay for them not to work, troubling. Rossevelt, Truman and Eisenhower all rounded up illegal immigrants to provide jobs for returning GI’s, so what is the problem. The authorities do not have to break down doors, just have the authority to check legal status on a ongoing basis and ship them back home with a big invoice for expenses to the Mexican government. Or, perhaps we should also parden bank robbers if they agree to be good. This entire argument is ridicules.!!

The simple plan:
1) All illegals get six months to leave the country. Advertise on all media. Deadline is strict
2) Build a large processing center along the US/Mexican border
3) Allow guest workers to enter freely after screening for background – initial 1 year pass given
4) After one tear with no arrests, proof of insurance and proof of paying US taxes, new permits issues at 2 year intervals
5) If after 6 month period, still here or fail to renew worker pass – harsh punishment plus deportation
7) Make compliance over a period of years a pathway to citizenship

This way they get to come here and work. This way we do not reward illegal entry. This way we can weed out the criminals and such and let the majority of good people come in. They can do the jobs that the “progressive” voters would rather receive welfare for than do. The US gets the benefit of hardworking and industrious foreigners who seek the American dream and they start a path to citizenship, if they want it. Nowhere near to need of jackbooted thugs rounding them up, just give incentives to legal admittees to turn them in.

I doubt it would cost hundreds of billions…but it would be expensive to do…but then again, so it the billions in taxpayer dollars we’re spending on their food stamps, section 8 housing, health care, kids education, etc. So, take that money and use it to deport those who have any sort of criminal offense, then grant amnesty to those who are here, able bodied and are already providers, contributing to our tax base. If they are not contributing and are just birth machines, deport them.

I propose: Cut off the supply of what it is that brings these people to illegally cross our border. Make it illegal for companies to hire illegal aliens. Make it illegal for landlords to rent out homes to illegal aliens. Make it illegal for illegal aliens to attend schools. Make it illegal for illegal aliens to receive ANY and ALL forms of government help. If you take away the supply, there will be no demand. Once that is implemented, these illegals will have nowhere to go but back to their respective countries. This would keep the costs of deportations much, much lower as one can imagine many of these people would deport themselves. Please tell me of another country that bends over backwards to accomodate people who knowingly and willingly violate its immigration laws…

However that has not help AZ much on its budget and there is a great deal of concern about what will happen when the economy recovers or if this will impact the recovery of AZ. There is also the cost to legal immigrants and citizens who are the subject of discrimination.

I went to a friend’s immigration ceremony several months ago and was brought to tears by the event. Over 250 people were sworn in as American citizens and over 150 countries were represented. It’s not just Mexicans and Hispanics that want the America dream. There were people from Haiti, Bosnia, Ethiopia..etc. Cynthia: You should really attend one of these ceremonies and you will change your tune I’m sure. The process to immigration is lengthy, but possible. We have a legal immigration process and hundrend’s of thousand of legal immigrants become citizens everyday. I don’t believe we should reward short cuts. I work 8-10 hours everyday to make a living, but it sure would be easier if I robbed a bank every few years instead. Amnesty and the Dream act are not the answer.

I would like to recommend the Spanish film, “Sin Nombre,” which describes the travels of those illegal immigrants who have tried to come to America illegally. I am not advocating for their illegal choice, but I am saying that the film puts a human face upon them. Most knew that they were going to die in Central America or Mexico by even attempting to come to America.

Beneficiaries under the Act, also referred to as DREAMers, would automatically receive work authorization and legal residency status which would grant them access to the federal student loan program and the federal work/study program to help them cover the costs of tuition and fees. After removing the conditions of their conditional residency status by either completing their second year of college or serving two years in the military, DREAMers could benefit from the federal grant programs such as Pell and FSEOG.
DREAM Act advocates estimate that approximately 65,000 * DREAMers graduate from high school or obtain their high school equivalency. Under the Act, DREAMers up to the age of 35 would be able to apply for benefits under the Act. For the eighteen year span between eighteen year old and 35 year old DREAMers, approximately 1.17 million illegal aliens would be eligible for benefits under the Act during the first year alone with an estimated 65,000 every year thereafter. Approximately 455,000 DREAMers would be under the age of 24 and would qualify for federal financial aid as dependent students allowing each of them to borrow up to $5500/year. The additional 715,000 DREAMers would qualify as independent students allowing them to borrow up to $9500/year in federal student loans each. Under this formula, federal student loans for DREAMers in dependent status would be approximately $2,502,500,000 while independent DREAMers would receive a combined total of approximately $6,792,500,000 during the first year.
At the beginning of the second year of the DREAM Act being in effect, an additional 65,000 DREAMers would be eligible for federal loans of up to $5500 and approximately 65,000 DREAMers would’ve turned 24 years of age and would be eligible to borrow up to $9500/year. The costs to the U.S. taxpayer of subsidizing the tuition of the approximately 1.23 million illegal aliens who would benefit from the DREAM Act over the first two years of its enactment would be $19,207,500,000.
• Advocates of the DREAM Act argue that it will significantly increase tax revenue, because with a college education, recipients will earn more and pay more in taxes over their lifetime. However, several factors need to be considered when evaluating this argument:
o Any hoped-for tax benefit is in the long-term, and will not help public institutions deal with the large influx of new students the act creates in the short-term.
o Given limited spaces at public institutions, there will almost certainly be some crowding out of U.S. citizens ─ reducing their lifetime earnings and tax payments.
o The DREAM Act only requires two years of college; no degree is necessary. The income gains for having some college, but no degree, are modest.
o Because college dropout rates are high, many illegal immigrants who enroll at public institutions will not complete the two years the act requires, so taxpayers will bear the expense without a long-term benefit.

The bottom line about the DREAM Act itself – The Party of Slavery sees this as a way to get votes in the future, assuming that most Hispanics will block vote for them much in the way that Blacks have since the 1960’s. The GOP recognizes this and buys into that paradigm, instead of trying to capitalize on the inherant conservative social values of the hispanic community (there is a good argument for this, most people vote their pocketbook, not their conscience; and the political experience of most hispanics has a socialist background, which feeds into The Party of Slavery’s mantra).

Bottom line is, strong immigration enforcement works better than pandering. As we have seen when states and localities attempt enforcement, illegals always self-deport, and The Party of Slavery reacts via lawsuit to stop the self-deportation.

They will pass the Dream Act and Comprehensive Immigration Reform when it suits them politically because all they are doing is playing politics with peoples’s lives. Somewhere the concept of humanity is lost in all of this debate. The part of “illegal” I don’t understand is the 2005 republican bankruptcy acts and amendments which explicitly did not exclude illegal immigrants. Likewise, illegal immigrants can and often do get mortgages. People complain about the children of illegals using public schools; the public funds spent on bankruptcy and foreclosure by illegal immigrants dwarf anything spent on social programs by hundreds of billions of dollars. Why aren’t the republicans addressing bankruptcy benefits and bank bailouts for illegals?

Let’s hope the GOP plan is centered around removing the incentives for illegal behavior. Tighten up requirements for businesses to verify immigration status quickly and inexpensively and punish those who don’t comply. When the jobs dry up, the illegals will go home. The bill is not ONLY for illegals that are currently here, although there are guidelines that you must live here for a certain period of time to qualify, the point is that this would without any question only encouurage other illegals to come here. I wish everyone could enjoy the American dream but that’s not real life. So, if my choice is between saving the American way of life or risking losing the American dream I would have to choose saving the American way.

Illegal immigration is a very difficult issue and there is no simple solution. However, encouraging more illegals doesn’t seem like the best choice. If the bill only applied to those that are here now it would make more sense to me. But, the bill is not a limited time offer so without question it would encourage more illegals to come here and try to qualify. Basically, it says if they can hide here illegally for a certain period of time without getting caught than they would have a legal path to citizenship. That doesn’t jive.

Granny- Congress must either enforce our laws or tell the rest of the world that the US has no borders and we are giving up our sovereign right to our country and its borders. If Congress doesn’t fix the problem, then taxpayers will eventually take care of the problem on their own (by force), without the help of the gov’t. I think I have a way to make everyone happy. Pass the DREAM Act for the 800k or so young people they believe it would apply to, but as each of them was a “victim” of the people who brought them here to begin with their adult relatives who are also here illegally (parents, aunts/uncles, etc) have to voluntarily leave the USA in exchange for the young person’s participation in DREAM. This is a fine solution if it is really about the children – their parents only wanted to give them a better life in America and we want to be fair to them because they were young when they were brought here – right? The adult relatives can be deported (voluntarily or the child is required to turn in at least two adult relatives) and sign an agreement not to return or ever seek residency in the USA and the child agrees that if any of the adult relatives is discovered in the USA illegally thereafter that the child will voluntarily leave the USA as well. Solved.

When I go someplace I avoid lefthand turns, that’s why it takes me forever to get there. One very important thing CT conveniently left out (naturally) is the FACT they only would have had to put in an application for college, and never acted on it, and they could not have been deported. How many thousands would have done that? This thing had so many loopholes it looked like someone had used it for target practice. CT is so full of it I’m surprised she doesn’t weight 500 lbs!

Mars, you are smart enough to know that it is bad policy and certainly contrary to a party that claims “Family first” to destroy families by forcing someone to turn in other family members and to destroy families. We can agree to disagree on what is proper policy for the adults who entered and what are the current legal options and what should be the legal options but you dont force a child or a young adult to make that decision for the same reason we dont hold adults responsible if they do not turn in their children for crimes or children if they do not turn in their parents. And you also want to add a requirement that even if the parents left, they would never be able to apply for citizenship.

PS — Not all came through Ellis Island.

So why don’t the Republicans make an obvious first crack at the immigration problem in January – pass a law requiring all employers to run any future employeee through E-verify, then give all employers 90 days to run all CURRENT employees through E-verify. Any names rejected by E-verify would be given to ICE. This is a good first step that does not cost a fortune, and hopefully would result in a lot of illegal aliens self-deporting. I am calling on Congress to make this their first order of business.

All seriousness aside, one possibility is that nothing will ever be done politically and that the passage of time will eliminate the problem. If we can secure the southern border – “secure” meaning it’s very difficult to just walk into the United States – the illegals already here will eventually age beyond child bearing age and then die off. After about 40 years we can assuage the national conscience by awarding the surviving elderly illegal “victims” some restitution, similar to the Japanese interned during WWII.

I never said I was about “Family First” or anything like it. My plan would not force anyone to do anything. If you want to stay with mommy and daddy you can either continue to live “under the radar” and hope for the best or go back to your country of origin with them. Besides, at 18-24 you need to be getting out on your own anyway. I left home, went to college, got married, got a job, started a family and when I can I go to visit my parents. I assume that under the DREAM Act these 18-24 year olds would be free to visit their parents in their home country if they so desired.

By the way, there generally is not a Parent-Child privilege in the law. A few states (not GA) do recognize one, but outside of those a parent can in fact be compelled to testify against a child. And you actually cannot hide your child from the police if the police come looking for him/her – and if you go further than that, you can wind up in jail like Aimee Michael’s mom did. But you are correct that in our country there is generally not a crime reporting obligation on most citizens (ignoring things like physicians who have to report suspected abuse). But if you are party to a crime and you want to turn yourself in and have them go easier on you then you better be prepared to turn in the other culprits. The basis of the DREAM Act is that you have young people voluntarily reporting that they are in this country illegally and asking for preferential treatment as a result of that — why shouldn’t they be expected to turn in the people who committed the crime with them?

And yes I know that technically being in this country illegally is not a “crime”, but rather is a civil matter. However, in order to stay in this country for any period of time an illegal immigrant naturally has to commit a crime/jailable offense, whether it be tax evasion or identity theft or improperly obtaining a social security number. Overstaying your tourist visa may not be a jailable offense, but unless you are independently wealthy you have no choice but to commit certain crimes thereafter in order to stay here.

AS they fanned into the Vidalia onion fields of Georgia, the 45 federal agents were doing exactly what they thought they were supposed to do. It was 1998, and they had just arrested 21 illegal immigrant farm workers and were about to round up hundreds more.

But the raid met with a stinging rebuke from what might have seemed a surprising source: two powerful Republicans from Georgia’s Congressional delegation.

Saxby Chambliss, then a representative and now a senator, accused immigration officials of using “bullying tactics,” while Senator Paul Coverdell denounced “a moonshine raid” against “honest farmers who are simply trying to get their products from the field to the marketplace.” The Immigration and Naturalization Service backed down, granting temporary amnesty to illegal onion pickers in 19 Georgia counties.

Today, Mr. Chambliss, as the chairman of the Senate Agriculture Committee, is leading efforts to pass tougher measures than many of his Senate colleagues favor to rein in illegal immigration.

So why did he fight a crackdown in his own backyard? Asserting that he has always supported enforcement against employers, Mr. Chambliss said he protested the 1998 raid because he considered it too heavy-handed, with agents wearing camouflage and waving .357’s. Moreover, he said, arresting immigrants in a few onion fields would result in other immigrants replacing them and would do nothing to deter the flow.

“Going into one field or plant and arresting 30 or 40 people is not a solution to the problem,” Mr. Chambliss said.

Mars…again, you suggested a requirement that child must turn in the parents and that the parents must agree never to apply for citizenship as a condition for the child to be granted citizenship and if the parents or family members are found in this country illegally, the child who is abiding by the law, should be punished by being forced to leave. Not much legal precedent in other areas of law for this harshness and about as draconian and foolish as suggesting that we can cure speeding by putting all speeders to death.

Let’s not play games about legal privileges or participating in a criminal act by hiding a suspect.

Oh if the child goes to law school (and becomes an attorney) and his/her parents enter illegally and ask for legal assistance is the child required to turn them in violation of the ethical duties. We can play law school games but seems rather silly.

Last I checked, most illegals don’t come in by plane. Silly. The Coast Guard handles port operations (they already have automatic weapons). The Canadian side hasn’t been much of a problem. That could be addressed at a later date if needed. Since we have limited resources, I’ll suggest starting with the problem areas and working from there.

Thousands of small businesses have utilized illegals to ENHANCE their profits. You can cry about the SEIU or any union have emplyed them, but turn off the ‘talking points’ and provide the whole picture, not just the part that meets your ideology.

I’m for going after any business and union that utilizes illegals and taking a portion of their profits if it can be found what they paid versus the market wage. If that bankrupts a small business than so be it.

I have NO problem with illegals being rounded up and sent back home. Both the Dems and Repubs have failed in doing this. What I find so ironic is that many people who know business owners in the restaurant, construction, landscaping, janitorial, food processing (I could go on and on) industries will praise these owners for their efforts and say NOTHING about the fact that part of the profits come from utilizing illegals at below market wages. They just whine and cry about the illegals and give the business owners a free pass.

Let’s debate about the WHOLE picture and not just some ‘talking pts” that some pundit brainwashed you to regurgitate.

Yes that’s the cost we as tax payers subsidize in terms of schools, healthcare, etc as well going after the businesses that in most cases have increased their bottom line by employing them.

This would have been an Amnesty, through–CHAIN MIGRATION–for millions of immediate family members sponsored by students? A new revised Dream Act may pass in the future, without chain migration. I think most moderate Conservatives have seen, stealth and the hidden loopholes in the agenda. ALL THOSE WHO VOTED FOR THE DREAM ACT, WILL BE VIVIDLY REMEMBERED IN THE NEXT REELECTION PERIOD IN AN ADVERSE LIGHT.

It’s time the federal administrations began immigration enforcement and stop catering to foreign nationals with public entitlements and mass amnesty of any kind. Now both Democrats and Republicans better begin to contribute to American citizens-legal residents, instead of special interests and open border zealots. Gain more understanding of the illegal alien occupancy at NumbersUSA. Annually most Americans are unaware that 1.5 million legal newcomers settle in this nation, with “god Knows” how many illegal aliens to supplement the irreversible overpopulation. Most legal immigrants are heralded in by the Microsoft Bill Gates of America, in lower wage jobs. So it’s hard for me to understand why these billionaire business owners don’t hire US citizens and green card holders already here, to fill job opportunities or even organize national training programs?

In conclusion–even though the Dream Act failed, these scholars or any young man or women, can join the armed forces simply by going to the nearest armed forces recruiting offices in time of conflict under 8 USC § 1440. If they want their citizenship the Afghanistan war or the potential chance of fighting a war against North Korea opens the door for them. The illegal immigrant problem is caused by not enforcing the 1986 amnesty that prohibited employment of illegal immigrants. That is why any future immigration legislation must include iron clad provisions to enforce the new legislation, and to strengthen enforcement of the 1986 law.

IF a child is here unlawfully and not a citizen, its pretty clear that the childs parents are not citizens. So you are for forcing a child to determine if that child wants to turn in the parents or wants citizenship on what rational basis? Are you going to put that young adult in protective custody if the father says “you can become a citizen, but if you turn me in, I’ll kill you.” What if one parent does not agree to leave?

Your example is flawed. And the reality is that you are spinning away from your first statement of requirements and now creating a great deal of psychological harm with little impact or reality.

That’s an extreme lack of compassion, isn’t it?? Dream isn’t too far off…but the presentation does bring forth some animus! Attempting to “round up” (for lack of a better term) is cost-prohibitive…and diverts resources from more pertinent issues facing this nation. The DREAM Act may not be a great step…but it IS a step that can begin an honest review of immigration policy.

What really needs to be done first is the following:

1) A freeze of H1B visas until the economy turns around
2) E-Verify be mandated by all employers — a further amplification of the I-9 process
3) Pass the DREAM Act
4) Create an alternative-expedited process for those who legally applied for citizenship
5) Once recognized, plac those in the DREAM Act in the normal pipeline….

The DREAM Act may not be a great step…but it IS a step that can begin an honest review of immigration policy.

What really needs to be done first is the following:

1) A freeze of H1B visas until the economy turns around
(freeze hell review every one of them so see if they have followed the LETTER of the law)
2) E-Verify be mandated by all employers — a further amplification of the I-9 process
e-verify will only say if the SS#is valid not if it being used elsewhere (e-verify needs to be enhanced)
3) Pass the DREAM Act
not as it stands there look to be too many loopholes regarding age and it is certain to be challenged in court as it states it only applies to illegals who entered the country before they were 16.
4) Create an alternative-expedited process for those who legally applied for citizenship
5) Once recognized, place those in the DREAM Act in the normal pipeline….

I think the education part of the DREAM ACT needs to be removed and substitute 4 years military service. Then Citizenship is granted and GI Bill to pay for college.

Every time a state violates the US Constitution by infringing on the exclusive jurisdiction of the federal government, the DOJ brings an action to uphold the constitution.

The states have all sorts of ways of controlling immigration in their powers like going after employers of undocumented workers, terminating their tax credits, arresting employers violating laws.

When the supply of jobs for illegals dries up, the flow of illegals should also radiply dwindle. We just need to enforce the immigration laws we already have.

I’m also for only granting public school enrollment, rent assistance, food stamps and all other forms of public assistance that my tax dollars pay for to documented, legal residents of this country.

I have nothing against citizens of other countries looking to better their lives – as long as they are willing to enter the country LEGALLY.

That is a very good question. What is the republican plan? I’m conservative and want to hear it. There were parts of the Dream Act I didn’t like but over all I thought it was a good plan. Some of these kids are American in their minds. They have no recollection of Mexico (or wherever) and had no say in coming here. They have grown up in the States under a system that tolerated their presence. They should be afforded a path to gain legitimacy in the only country they know.

Yes illegal immigrants do pay the everyday taxes that US citizens pay.
BUT williebkind is correct concerning the 1099. AND if US CITIZENS choose not to pay taxes THAT IS ILLEGAL ALSO.

But aside from those issues is the one that I have not seen disputed.

THAT is that illegal immigrants take the entry level jobs that once were done by our younger people. Therefore the younger generation is not gaining the experience of working for reasonable wages (since illegals for the most part work for below minimum wage).
And the younger generation (without available jobs) has too much time on their hands leading to higher drug use and pregnancy rates.

Also if a few of the younger people have to work hard for a while it just might lead them back to school for an easier life ahead (it did for me and I was a much better student the 2nd time).

The Dream Act was a real con job. It has a provision where the DHS could waive all the requirements and let people in basically for any reason. It allowed all the illegal “kids” (up to 30!) to sponsor in their brothers, sisters and lawbreaking parents.

I didn’t go through 8 pages of posts. Maybe they need to do a better job at getting their message out. I have no intention of going back for your posts but most republican ideas I’ve heard all begin with demanding a comprehensive solution. That sounds great but 20 years later we are no closer to a comprehensive solution that we ever have been. Then there’s the “seal the border first”. Again, that’s a great soundbite. There are about 2000 miles of border to our south and 4000 to our north. How do you seal that? Not with unmanned vehicles. At some point in time they are going to have to admit to themselves that righteous indignation does not lead to good law. We may not like that illegal immigrants came here illegally but they did. Our current laws enable them to maintain a household here without legal documentation. There is no political will to “deport them all”. It’s not cost effective….and they’d never survive the press showing the splitting up of families.

The Republicans need to get past the sound bites and try to pass meaningful legislation. Change the system that tolerates illegal workers (if they can do it in Panama, surely we can do it here); and deal with what we have here.

People are easily convinced that any change is bad even if its not. The easiest way to get elected is to do nothing so you have no positions to be held accountable for. That, and incompetence, is why Palin quit. There’s no way she could cater to the Republican base and actually govern. I doubt it ever occurred to any of you bleeding heart types, but nearly 20 million American workers are unemployed right now. Why on Earth would we want to hand citizenship to another million people so they can work in our country when we can’t even find jobs for native born citizens? I think that we need to focus on making life better for the average American worker before we even consider giving handouts to foreigners. Of course, the Democrats don’t care about protecting the interests of American citizens anymore, they would rather just buy votes with ill-conceived amnestys like this one.

A small percentage will still get in illegal that is a given but it will be an insignificant number. This is what all Americans should want. Why do liberals like Cynthia T., etc. care more about illegal aliens than they do those who stay in their respective country and try to get into the US the legal way? Why do liberal supporters of the DREAM act care more about the children of illegal aliens than they do the children of those who try to get in legally? I have a novel plan for not just the GOP, but the entire country – follow the law and deport everyone in this country illegally. And do it quickly.

The only way the DREAM act is acceptable is if it is written so that those “children” (a 29 year old is not a child in my book) who benefit from the DREAM act are not allowed to sponsor ANYONE, EVER for citizenship. There would be no “hardship exemptions”. Then it would truly be a bill for the “children” but that’s not what the liberal pro-illegal faction wants. They want a back door amnesty…even if it takes 20 years the people who brought these children here illegally are still being rewarded in the DREAM act as it now stands.

I say send them home and go after ALL the businesses that hire them. Problem is…………………. it isn’t going to be done.

If you are here on some kind of permit [which by definition illegals are not] and you commit a crime of moral turpitude or bring in contraband [that would be drugs or Syrians since you require a definition], you get revoked and deported. That sounds great but you fail to mention or maybe realize the positive impact that businesses have received from this cheap labor. Granted we have a bad economy now, but generally speaking many businesses love illegals and the wages they work for.
That is a big pull and people do not want to deal with that side for the most part.

By doing that, the majority of illegals will return to their home which is the country that they hold citizenship. Well CT works for a for profit business. Free Enterprise and is hired to tout her view no matter how far left. I’m not defending Obama or the Democrats but saying that looking at everything through a left or right prism isn’t going to solve all the ills of this country…… and that goes for both sides.

It is just as easier for me as it is for you to throw verbal and written jabs at politicians from both sides, but we do not wear their shoes. Those guys are making so many deals that who really knows where either of them stand over any period of time.

Both Parties talk the talk to rile up their base but do most really mean it or does it make for great talking pts to get out the vote and raise money?

I’m no big Obama fan but surely wasn’t a fan of Bush either.

An an independent, I neither support the left or the right, they are both full of it. However, something needs to be done, not the dream act. Am not sure why people think the dream act is such an amnesty any way. It would basically take these kid’s 15 years to be eligible for citizenship, and for those worried that once they became citizens they will bring their family, am sure kids that have lived here that long are here with their parents already so what is the big deal. I think I have a solution, since neither party seems to know what to do. step one kick every illegal alien with a criminal background out. Secondly allow anyone that can prove they came here before the age of fifteen and have lived here for at least 15 years the path to become citizens. In other words these people need to provide proof that they attended high school here and graduated not a GED but an actual diploma.
Thirdly they must pay a $5000 fine and all associated processing fees. For those who keep saying that in doing so we are rewarding them for breaking the laws, get over it, these kids were allowed to be brought here, attend school here without being kicked out. The system needs to assume some blame for allowing their parents to live and work here. Personally, I believe anyone that can proof that they have lived here for 15 years or more without any criminal offense should be allowed to stay and everyone else deported. Deport them by implementing and issuing a national citizen ID. If the police stops you and you are not able to provide such identification you may be deported.

Bush had hope but ended doing some dumb things. Obama started out a used car salesman (sorry for the stereotype used car salespeople) and has done nothing to prove otherwise. Bush was a leader. Obama couldn’t order lunch without an opinion poll and a teleprompter.

I didn’t vote for the idiot to be senator let alone president. I wish we could still be living off the coattails of Reagan and laugh our way thru this like Clinton did. Unfortunately times have changed and obama’s inexperience is glaringly obvious. I only wish he would have been elected because of the content of his character and not the color of his skin.

I know you have a really hard time keeping up with current events, but all the hate and violence is on YOUR side, not ours. IE: look at the Tea Party. Didn’t have a single incident. Now look at Greece: A country with an economy in better shape than CA but smaller. Unions (democrats) rioting in the streets. Coming soon to an urban welfare city near you. Speaking of used car salesmen, except for the Rangers which was a deal that was made up of Daddy’s oil buddies and utilized imminent domain to get the land ( are you for imminent domain?) Bush was the owner, partner or major investor of several failed businesses. I believe all except the Rangers which he was just the front-man not majority owner FAILED……………

So utilizing business as a knock on Obama is valid seeing he didn’t work much in the private business.. However Bush wouldn’t be a poster child based on his record either..

How bout this for used car salesmen? A man bought a ranch in 1999 at the time he was running for President. He went from the Big City and the country clubs to this ranch to sell the people he was just like them………… It worked. THey would picture him in a truck or shots of him walking by a creek. After serving his terms he went DIRECTLY back to the country clubs of Dallas. yes you hero BUSH.

Granted his choice and money, but that is about as USED CAR SALESMAN as one can get

I hope the GOP plan is to enforce the laws we have, secure the border (as in a big fence and real enforcement) and then we’ll talk about the millions of illegals here in the country. To pass legislation with goodies or amnesty before doing the above is stupid and self-destructive. What part of BROKE do the dems not get. Stop spending money we don’t have for people that shouldn’t be here in the first place.

To be considered ineffective and disappointing Obo has accomplished two things Clinton couldn’t; health insurance reform and gays in the military. Not to mention ending a recession in just one quarter with a modest stimulus plan. Stimulus II should at least make sure we don’t dip into another recession and could do a lot more, like put millions back to work. If the Senate ratifies the Start II changes his future might look a little brighter.

Rep. Mike Cheokas of Americus joined a crowd of white, non-metro Atlanta Democrats who have switched since the November elections.

There are now 114 Republicans in the House, with 63 Democrats and one independent. Two seats are currently vacant.

Yes we do need to punish the illegals’ employers, but we also need to be draconian in punishing the illegal workers also. I like the idea of a big red W tatooed on their forehead after first detention, then they will be easily verifiable should they try to sneak in again(or under obama’s watch, just walk across the border while TSA Dyke Napolitano serenades them with mariachi music and obama admin officials hand out democrat voting guides and bottled water).

Illegal behavior cannot be rewarded with citizenship. The DREAM act was very flawed. It allowed for all of the rules to be set aside for hardship. That would have let in many undesirables. Janet Napolitano has put deferred many who should have been deported. It would have been an amnesty governed by our liberal administration.

Whatever is done, must include NO chain migration and NO government sponsored loans or work study. Hispanics have a very high rate of default on student loans and the taxpayer has to pick up the deficit from the defaults.
