Will the county lose in BOC v. tax commissioner fight?

As a writer, Clayton county news offers plenty of material to cover. But as a resident, that same material is sometimes hard to watch unfold.

Three members of our Board of Commissioners (Gail Hambrick, Sonna Singleton and Vice Chairman Wole Ralph) have been publicly at odds with Tax Commissioner Terry Baskin since early July, when a resolution passed to have his county vehicles taken away due to budget cuts. After missing the deadline to return the vehicles, Baskin was charged with obstruction, which police said was a misdemeanor.

With no authority to oust Baskin, they have asked the governor to remove him from office for not turning over county tax receipts. With Perdue on the way out of office, it will be interesting to see how quickly he reacts (or not).

According to news reports, Baskin believes all of this is in retaliation for supporting the political aspirations of Ralph’s ex-wife, Shegale Crute (who lost to Singleton), in the recent primary election. Not to be outdone, the tax commissioner’s attorney then asked our district attorney to investigate “certain” BOC members’ actions against his client.

It has been stated here that these three board members are basically running the county since, together, they enjoy a majority vote. But when all is said and done, these are the people we elected to represent our interests (Baskin included) — and they still have plenty of time left in office to do their thing. So all we can do now is hope and pray that decisions made will bring positive results to Clayton County’s future and its residents.

If not, take notes and remember same come election time.

Let’s hope none of this will interefere with the day-to-day operations of running the county, because this can’t be the entire story — or the end of it. But based on what is known, should Baskin be removed from office? Should the district attorney investigate the BOC’s recent decisions against him? On both questions, why or why not?

Does this mean we can finally stop paying our taxes? At least until this poor unfortunate figures out how to deliver the taxes to the grifters on Smith Street? Also, does he keep these taxes at his home, where the vehicles were? Armored cars should do the deliveries. At least then some account of the counties’ funding would be kept by the transporter.

Where did you get that Baskins is not doing his job? He IS collecting taxes for the county. That IS his job. Did you not hear that he had $1.6 million sitting at his office waiting to be picked up. Let me ask you something Why…….would you like to be responsible for transporting that much money in your personal vehicle? Olé Ralph & his 2 backup singers said they would return county vehicles to Baskins if he didn’t take them home and Baskins agreed. Where are the cars? Olé needs to take his game somewhere else……..you loose, game over!!

Here we go again! Asking the Governor to remove an Elected Official because he made someone mad. Please stop the madness. The Governor is not authorized to remove an Elected Official. The first thing the Commissioner should have done is a Recall. Recall is the appropriate and right way to remove an Elected Official from Office. I guess they all got happy when the Governor Violated his Authority in Removing the School Board and think he can keep moving Elected Officials. That is the People Responsibility not the Governor. The Governor was wrong then and he would be Wrong now. The Commissioner’s should really be ashamed with all the mess they have going on. They should have found a better way to work with one another. This is a shame and if the Governor tries to remove the Tax Commissioner then he should Remove the County Commissioner’s too.

If I were a business looking for a place to move and offer jobs I sure would not even think of Clayton County. Between the School system and The County Commission it would be a hostile environment.
Come on Commissioners give him back a car to deliver the money or put on your big boy pants and go pick it up yourselves. He should not have to incur the liabilities of transporting the money in his private vehicle. Maybe the Chief of staff (who still has HIS take home car) or Wade Starr ( who STILL has HIS take home car) can actually earn the multiple salaries by driving over and picking it up.

The negative tone here isn’t Kimberly’s fault. If the topic has to do with Clayton County government, the tone will be negative because the situation is bad. We can’t even talk about how to make things better, because tiny cliques cling desparately to power, denying the decent regular people of Clayton County the opportunity to help make things better. So the tone stays negative, thanks to a sad little handful individuals.
Sure there is good news in Clayton County–decent people accomplishing amazing things and making life better. It’d be great to hear more about that . . . but I can’t imagine what a discussion board would do with those stories. I suppose it would just sharpen people’s sense of how pathetic our politicos are, by comparison with the virtues of Joe and Janet Citizen in Clayton County.

To answer your questions Straight No Chaser – I could and I would. On the other hand Baskin had to be ARRESTED FOR HIS OWN SAFETY when they came to get the county vehicle. At this point I highly doubt his capability in this post if he cannot figure out a way to get his job done! That goes for him and rest of the jokers at the BOC. They are all ill intentioned and self serving.

Now that we have complained and made negative comments what’s next…If we don’t take action and inform the people then this cycle will continue to happen. It appears several of you have deep knowledge as to the history of Clayton County, why not put that knowledge to some use.

This question is for Kim,
Is there any way we can set up at least a quarterly forum where we can all meet get some information in writing (something like a family tree) linking the entire clique together and distribute this information to the residents in Clayton County. There is nothing wrong with putting the truth out there. If we plan this and start now maybe we can get the other residents in Clayton who has no idea of those who are in cahoots so we know not to vote for them.

I am so disappointed that these candidates only mail pamphlets and post signs but fail to knock on my door to try to earn my vote. I am no longer voting for those who don’t at least show up for forums or knock on my door. Until we set the bar we will continue to settle for less.

I am not interested in being a Democrat or republican, I am interested in change and progress.

I have set a special email address. I am only interested in those who want change and have the intentions of working with other even if you disagree with the other person views. This is for adults and not children.

Doesn’t sound like just receipts to me. In regards to Baskins having to be arrested for his own good you don’t have a clue. He wasn’t “arrested” or booked only cuffed at someone’s word (won’t mention names).

You have no clue at the job Baskins is doing. Out of the mouth of the Chairman himself he has said Baskins is collecting revenues where they haven’t traditionally been collected before ie; trailerparks. For the record I am not a fan of Bell either. Truth be told Baskins is the ONLY remaining holdout in the county that Starr doesn’t have his hand on. Read that again…..ONLY….I didn’t stutter.

@ Straight No Chaser – OK I get it I touched a nerve. You are obviously someone who has a personal connection to Baskin. Based on the facts presented the past couple of weeks I formed my own opinion and no amount of ranting you do on this blog will change my mind. If you feel a certain way because your friend was insulted remind him that his lack of responsibility reflected poorly on the entire county. We don’t need any more of that. I will not believe for one second that he could not find another way to get the tax receipts to the BOC. He has been in that position for how many years again? Two wrongs don’t make a right, so if the BOC was acting the fool, he got right in there with them. Is that how elected officials behave now?

I’d like to know how he uses his expense account, he could have paid a bonded courier to deliver all that money (teehee) to the BOC and charged it back.

I’d also like to know how he was able to deliver the tax receipts on 7/11 if his county issued vehicle was picked up on 7/9?

Like I said and will say again. I won’t vote for him, and my extended Clayton county family will not. Just don’t stutter when tell your boy to get right and stop fighting fools, folks will find it hard to tell who the real fool is.

You have written many postive stories concerning the County and several pieces spotlighting the many great things about Clayton County. Thank you for what you do!

Ms. Allen, I enjoy your blog and I concur that when you do offer positive subjects things do get negative often and quickly. In this blog, the title set the tone of being negative from the beginning.
For those who really want to help those of us who are “blind” (in their opinion) and naive to what occurs in Clayton County, please write a newsletter and spread your gospel through some avenue rather than on a blog on a newspaper that is read nationally thus removing Clayton County from being a serious place to relocate a business or invest.

Fortunately, Clayton County does have people who are concerned about the community, yet lack a plan of what to do. There is much to be done in Clayton. As with all consensus building efforts everyone would want to be the leader, the chief- but not an Indian.

We are now embarking on the replacement of the Clayton police chief – three individuals. Take a good look at their chances and who may be our next chief. The interim cheif – he has the background, and the education – but let’s keep it real -he is white and will not be allowed to become permanent chief, not in Clayton. Then there is Deputy Porter – he has the experience – he has the education, but he was associated with Jeff Turner and we know the 3 stooges hate Turner – so Porters chances are slim at best. Now we have Pearson, he has work background – he is going to school now to obtain his B A degree in criminal justice. A little late at his age. His major claim to fame is that he wooed and won the famous Monica Koffman. The fact she loves him might prove him to be a good man – but not a police chief. But mark my words – this will be our next Police chief – the 3 stooges wouldn’t have it any other way, they are starstruck.

This goes to anyone who trusts and believes in the 3 amigos. You either must be friends with them or work for them and you job relies upon them. I cannot see anyone trusting these guys after what all they have done publicly and more concerning, privately. DA of CC you spoke of the good people of this county. Did you know that the 3 amigos have had several good people (I know of 3 personally) terminated or removed from jobs that were not County Employees? They are Good People of this county and because they spoke out or supported other candidate they were fired from their jobs? The power of influence that the 3 amigos have over some of the local companies is astonishing. And here is the kicker; I am not speaking of what they did to Baskin, Hood, or Turner. I am talking about good salt of the earth hard working, county loving, and want to what is best for the county and its citizen’s kind of people. People who were not making any profits off the county, but just because they either spoke out, on their own time, of the way this BOC and or BOE has handled its affairs. Now where is the justice in that? How can you defend a Government like that?

You really don’t listen or have an understanding of what is going on. If you think that the 3 amigos are not violating people’s 1st amendment rights, which are so very sacred, that’s why it is the 1st one, then you are not seeing the forest for the trees. When the 3 amigos take political action against someone for speaking their mind, then they are clearly violating a person’s constitutional right of Free Speech.

Now with reference to Turner, it is obvious that you don’t know the whole story with Wade and Turner and the internal investigation and how Alex got involved. It is apparent that you don’t know jack. So my advice to you is this. If you don’t know what you are talking about, shut up!!

I happen to know that the BOE picks up their tax revenue checks from the TC’s office every month. My question is why the heck can’t someone from the BOC go pick up the checks for the tax receipts from the TC’s office just like BOE employees do? What makes them so darn special that they can’t drive across the street and pick them up; the BOE has to drive a much further distance to get theirs.

As someone stated in a previous post, “put on your big boy undies and go pick up the checks. Oh, maybe that would be too much like right; and heaven forbid they do something rifght.

The fact that someone is a public servant in no way takes away – his first amendment rights. Their job is to fulfill the laws given – as long as they do that – their opinions are their own and their right to do so. Everyone in America has those rights. no matter what their job or their opinions. That is part of what makes America great.

Not only will the BOC lose, but so will the taxpayers of Clayton County. It defies logic and common sense as to why the voters in Clayton County cannot get it right at the polls. The residents of Georgia no longer have any sympathy for the constant stupidity displayed at re-electing the same idiots to office that create chaos (also known as the 3 puppets who have the controlling votes on the BOC). You just can’t fix stupid!
Alex Cohilas and Wade Starr need to go too. Alex Cohilas opened his yap at the last board meeting and again dissolved all doubt of his ignorance regarding the office of the tax commissioner and burned bridges given that Mr. Baskin was honorable enough to help him when he needed it in the past. If the BOC were truly interested in saving the taxpayers of CC money (which they definately are not,never have been, or ever will be) by setting a precedence regarding take home cars, Chairman Bell, Alex Cohilas, Wade Starr and all the others who have take home cars (for no reason other than personal transportation) would lead by example and turn their cars in immediately. How much has Eldrin cost the taxpayers in repairs for accidents NOT on county business? That of course will never happen. Only fools would believe that Mr. Baskin is failing to do his job (as the BOC claims) when there have been no issues with the way he’s handled business UNTIL his attendance at a fund raiser for another candidate. His job requires collecting taxes, bank runs, posting properties for tax sales, visiting mobile home parks to collect taxes–those duties require transportation. Were the vehicles purchased through HIS budget (vehicles that are paid for do not cost the taxpayers). The county has to reimburse for milage on personal vehicles and I agree with Mr. Baskin, I would NOT use my personal vehicle to transport millions of dollars anywhere–the personal liability is too great. Anybody that believes the CC BOC would cover any expenses or theft of money/accident in a personal vehicle has lost their mind! (We are talking about a bunch of nut cases over there!) How CRAZY was it that the BOC exposes the tax commissioners office business practices to the public!–Come on! Clayton County is the opposite of Fort Knox and the BOC makes a public announcement to the thugs about the money situation there!! Hello?!?!? Brinks would be crazy to take that money to the bank now. Mr. Bell had to have a news crew with him to go pick up the money. The BOC sending a request for intervention from Gov. Perdue paints Clayton County as a CONTINUED bunch of idiots given the fiasco of the BOE. Sonny said then that CC voters needed to do the work at the polls to remove the crazies. Sending him a letter just proved that embarrassing FAILURE once again. Plain and simple, Mr. Baskin pissed off the trio of puppets, Alex Cohilas, and Wade Starr by attending the fund raiser for another candidate (which he has every right to do), and the puppets are out for revenge. The DA should have no problem at all determining the claims of Mr. Baskin and his lawyer and hopefully has the power to remove the board members who think that their blatent vindictiveness should be tolerated.
Catherine–The bottom line is that the business practices of the tax commissioners office have never been questioned until Mr. Baskin supported another candidate for the BOC (most likely for the GOOD of Clayton County given that the present puppets are failing miserably). The tax commissioners office has ran fine under his direction for years. He does a commendable job. It’s a vendetta. One that is going to cost the taxpayers when all is said and done, not only because of the BOC’s idiocracy with Mr. Baskin, but Jeff Turner also. The BOC is ALWAYS the common denominator for COSTING the taxpayers of CC because of their stupidity, despite being elected to serve the best interests of the taxpayers of Clayton County. Yet, the voters have no one to blame but themselves…stupid is as stupid does as Forrest would say. The best outcome would be for Gov Perdue and the DA to remove the puppets, Cohilas, and Starr as soon as possible.

A) Terry Baskin was charged with Obstruction. However, even the Solicitor General of Clayton County said that the charge won’t stick if the cars are ruled property of the Office of the Tax Commissioner. The vehicles taken from that office were purchased from the Tax Commissioner’s Office budget in 2006. The charge will never stick because you cannot be charged of obstructing something that is considered yours.

B) The Tax Commissioners job is to collect the funds. He is not obligated to deliver the funds to the various Departments that receive the funds. They have the responsibility to pick them up.

C) You don’t expect other county employees like firefighters and police officers to patrol and fight fires out of their personally owned vehicles… why would the tax commissioner be any different? It’s called insurance, liability, and litigation headaches. Definitely not worth the risk.

D) Just like the Sheriff, DA, and other positions within the County, the Tax Commissioner is a constitutionally elected officer. With that title comes certain rights and protections. The BOC is way out of line and does not have the authority to take away the cars that belong to the Office of the Tax Commissioner.

E) Terry Baskin should be commended for having the courage to stand up for his rights and fighting back against the moronic dirty politics of the 3 stooges.

Citizens job is to know the issues and candidates and to vote out the morons like the 3 stooges. It is the job, responsibility and the duty of the elected officials to know their job and to not overstep those boundaries.
