Should Chief Turner Stay or Go?

After giving Chairman Eldrin Bell carte blanche over the Clayton County Police Department, our Board of Commissioners rescinded that order and opted to possibly reassign Police Chief Jeff Turner.

A Power Point presentation complete with pictures, was used to display the mismanagement allegations against Turner, listed in the Clayton News-Daily. A summary follows:

  1. Sept. 10, 2007: a Clayton County officer was arrested for attempting to entice a minor to engage in sexual activity using a CCPD laptop computer.
  2. Dec. 7, 2007: a Clayton County officer was terminated after admitting he had engaged the services of prostitutes both on and off duty. The audit claims that in October 2007, “allegations were lodged” against the same officer for allegedly having sex with a female suspect prior to transporting her to jail.
  3. May 2008: a female detective lodged a compliant of sexual harassment “to her immediate supervisor” and subsequently filed a sexual harassment suit against the county.
  4. Oct. 8, 2008: a sexual harassment complaint was lodged by a female police department applicant against a sergeant. The audit alleges that Turner “diminished the serious nature of the offense” when reporting the incident to Chairman Bell, and failed to follow a county ordinance “regarding proper notification of sexual harassment allegations.”
  5. Chief Turner allegedly ignored directives from the county by promoting certain officers to the rank of lieutenant in spring 2009.
  6. Chief Turner allegedly not sharing vital crime statistics with the Sheriff’s Department. The audit claims Sheriff Kem Kimbrough lodged “several complaints” about the matter in summer 2009.
  7. Chief Turner and certain staff members allegedly admitting that CCPD paid more than $109,000 to a vendor for hardware and software, of which no “deliverables” were received by the county.
  8. Aug. 25, 2009: a Clayton County police narcotics agent used a county vehicle to visit a female acquaintance. During the visit, the female’s boyfriend allegedly came to the residence, and while “fleeing the residence in panic,” the officer “ran into his own vehicle with his weapon drawn and shot [a] hole in it.”
  9. Sept. 7, 2009: two machine guns were stolen from the trunk of an officer’s car.
  10. Sept. 9, 2009: a police officer engaged in a high-speed chase with a male perpetrator suspected of soliciting sex from a prostitute. The chase ended in a crash on Old National Highway ( Fulton County), killing two innocent, female motorists.
  11. Reported “allegations of serious misconduct,” which Internal Affairs officers say come from a “credible witness.” Chief of Staff Alex Cohilas said the “allegations of wrongdoing are of such a serious, sensitive, and far-reaching nature that they [could not] be discussed” during last Tuesday’s meeting.
  12. Reports of 138 unaccounted weapons, 85 undocumented firearms used by police officers, and a narcotics evidence room “in disarray” and “overflowing” with more than 2,000 pounds of drugs, “much of which have destruction orders dating back to 2008.” Chief Turner stated that the department has not been audited in 20 years.

Two follow-up meetings will be held TODAY in the Commissioners’ Boardroom (112 Smith Street/Administration Building, Jonesboro), both of which are open to the public.

At 3 p.m., Chief Turner will get the opportunity to defend himself. He has already stated that several of the above allegations are untrue or contain inaccurate information, and that crime is down over 7 percent and the homicide rate is down 50 percent in Clayton this year.

The BOC could announce its decision at the second meeting to be held at 6 p.m., where Turner could be reassigned as director of the county’s police academy.

Regardless of what the BOC decides, we can only hope and pray that these decisions lead to a better Clayton county in 2010.

Wow! It hasn’t been a year since Victor Hill left. I remember Chief Turner speaking against Victor Hill. As my mother use to say, when you dig holes for people, you might fall in that same hole. As they say, what goes around , comes around. Those two sexual harrassment cases should have been dealt with, the officiers should have been fired.It is time for officials take responsibility for their actions and stop the blame game.

Bell was a clown as a police officer in Atlanta. I have been here for 35 years and I remember. Did not expect to see him in CC. I met Ralph several years ago concerning some signs in our subdivision. His suggestion was for me to go out and purchase signs myself for placement on county property. the BOC is the biggest joke in the metro area. I stopped telling people where I live. I just say south of the airport.

The Secretary of State records show he has campaigned twice for State Representative losing both times because the electorate decided to elected the idiots we clamor about daily on this blog! The majority of the people wanted Turner to stay…the majority of the people wanted Victor Hill to stay also…He had 49% of the vote..thats almost half the county!!! It took all of kembroughs, Watkins supporters to group together to get Victor out.

The lesson…the people of CC have NO DAMN SENSE when it comes to choosing leaders.

Independent thinker, the allegations seem to suggest that while Turner might’ve been fair and impartial to black and white officers, he wasn’t exactly fair and impartial with respect to female and male officers. There is more than one variable in play.

Seriously…if you came up with a group of candidates and used the FAILURES of the BOC and BOE and economic development as a platform…you could win. The same way the put Tracy Lawson, Kembrough and Bell on a ticket…….to remove Jewel Scott, Hill and keep out Lee Scott

The key is to get someone NEW!!!!! don’t get Hartley, Wole or anyone in CC government now…get somebody NEW….with no ties to CC gov’t past.

The first thingthat needs to be fixed is the schools system. People still remember the accreditation loss and the low testscores speak for themselves.

People move to places based on the school systems…..the better the school system, the more desirable the location.

Raise the test scores…win some competitions and bring some prestige and good press to the school system and the biggest hurdle is cleared.

the fact that a lot of CC fols don’t vote can be used to your benefit. It means that you can mobilize a small group of sure, definite voters you can win any election. The low life non caring voters wont go to the polls…the remaing decent people in te county..although few..can single handedly win an election.

My wife and I can not believe that people would be defending this employee who has been charged with numerous managerial shortcomings by his superiors. Look at the charges and examine each of them. What the hell is wrong with yall? Women seem to have little value beyond sex in this area. My own daughter pointed this out to me. Maybe the search should be on for a female chief.

According to Bob’s facebook page he is living in a nice but modest home and still married to his wife. I also see where his son attends UGA. Clayton County has become like Fulton and Dekalb Counties in their battles to deprive it’s people from their rights to self protection. I don’t know why Pity The Fools posted this, but I seriously doubt that our Clayton County Elected Officials will lend their support to such a law. Like always, We will have to depend the rest of the State Law Makers to make things right.

Turner is not perfect. I do know, however, that he and Tim got along well and that he was the kind of officer who generated trust among his officers.

CASE IN POINT:

Most residents are unaware of why Wade is angry with Turner. Wade was given a warning for parking in a handicap area by a Clayton County Officer. Wade called Turner, ranting and raving that the officer should be fired or reprimanded. Turner responded by saying he supported the officer and that he should have been given a ticket. This infuriated Starr.

Another case in point is that when the county was caught up in the issue of race, Turner was forging coalitions accross racial boundaries. Turner had every reason to be angry. Under previous administrations, he and another officer whose last name is Porter were routinely called the “n” word by their superiors. It was these actions among other that resulted in his suing the county.

For the person who disparaged Turner’s son because of his breaking the law in Henry County-shame on you. Our children all too often ,disappoint us as parents. Be careful, if you have children- you may suffer the consequences of your harmful statements.

Jeff, chauk your losses up as “Lessons Learned”! Every Chef and Leader, would have conducted a 100% inventory of “Sensitive Items” such as weapons and illegal drugs on day #1 when you took charge.
