Although former Sheriff Victor Hill is long gone, Clayton County is still dealing with the ramifications of lawsuits incurred and decisions made during his tenure.

Eleven Clayton County police officers recently filed a federal lawsuit accusing the county of violating its own policies and procedures, among other things. Derived from the 2007 settlement in favor of 27 deputies wrongfully terminated by Hill, seven lieutenant positions were created within the Clayton County Police Department specifically for them. This left some police officers who worked long and hard for their promotions and the perks that came with them out to dry.

Although a few officers did get promoted earlier this year, the Board of Commissioners revoked those promotions after delaying funding to pay for them. After a two year dispute, the officers became ineligible for promotion completely last March. The lawsuit was filed before the statute of limitations expired, seeking punitive damages, attorney fees and retroactive back pay, rank and seniority as of July 2007.

While I believe those police officers are entitled to whatever they’re due dating back to July 2007, it’s just too bad that taxpayers may again have to pay for someone else’s mistakes.

Do you support the officers in this lawsuit? Why or why not? Further, given the drama Hill is still creating in absentia (including the missing equipment investigation), doesn’t this make you appreciate our current sheriff, Kem Kimbrough even more? Who knew we could have a sheriff sans the drama, television sound bites, bodyguards, tanks, etc.

because he lost.

I’m not all that thrill with Kimbrough, he just smart enough to keep his dirty off the news and right now I can live with that.

I find the LACK of news surrounding the current Sheriff and District Attorney to be extremely refreshing. I’m certainly glad we have abandoned the Victor Hill school of PR, whose mantra was “any publicity is good publicity.” I don’t miss the Jewel Scott “Justice with Mercy” signs either…Judges and Juries are supposed to be merciful when it is warranted, DA’s are supposed to prosecute…period.

Pride gets no pleasure out of having something, only out of having more of it than the next man. Sheriffs do what Victor did all the time the only difference is, in Clayton whites still stomp which includes an unjust justice system. A system designed to uphold white supremacy! Even after we just witnessed the “Illegal Meetings” episode in Cobb which will go unpunished, I remember Clayton’s current DA saying she would have charged the old final four BOE members with malfeasance. It would have been a total miscarriage of justice. She’ll be a one-termer!

Eldrin Bell told us all like it is “this is what happens when people vote for color instead of qualificatioins.” A well functioning Sheriffs Dept. although not perfect, went to hell in a hand basked in just four years just because the majority of CC voters have not one clue, nor do they seem to care about qualifications and ability – the *we gotta get our man in there* attitude proves how stupid people can be sometimes and that they follow like sheep. Amazing how some still worship Lil Vic. He is black – so of course he can do no wrong – just blame whitey. If you are a politician and want to work to make things better for all – you are labeled a Uncle Tom. Some people just do not have the ability to know, right from wrong – good from bad. This comment was asked of Kimberly last week, but was suddenly removed from the blog. Kimberly, is there any way you can find out, out of the literally dozens of stories AJC reporters did on Clayton and accreditation, not one single story was done on SACS and how they do business?

I think it is reasonable to assume, since SACS accredits public schools, that SACS gets a large portion of its funds from taxpayers. So one would think, giving the costs of losing accreditation, and how long the story played in the AJC, the AJC would have written at least one story on SACS wouldn’t they have?

Sorry to interrupt those who wanted to blog about Walking Small. But this question was on the Double Standard? blog last week, only to be removed. And attempts to ask others at the AJC why they haven’t done even one story have been met with very evasive answers.

Maybe someone is willing to tell Kimberly what no one is willing to tell the readers and hopefully she can provide some insight; that is, unless they remove her comment as well LOL

Victor although some of his action didn’t seem to be thought out was a decent sheriff. He wasn’t led by politic and he laid it all on the table. The new sheriff is a politician. Just keep in mind whatever is done in the dark will come to light. Like all sheriff before him and afterward youall will turn against this sheriff as well when he has to make an unpopular decision. I can appreciate victor stance on crime because he went after the criminal element and he got those lazy deputies out their lazy behinds and put them on the streets earning the pay check. All the bootlegg houses are back in business since victors departure. Crime is rising and now we have home evasion. You sometimes get what you ask for.

Lil Vic was not led by politics??? Are you from this planet? Victor’s nose was planted in the posterior region of Lee Scott. It was nothing but political. He gave that overblown bully and bigot, a Deputy badge and a gun – for nothing more than political favor. The only lawbreakers he went after were the ones he could garner a TV spot for – all dressed up in his gold-replenished Sgt. Pepper outfit. And if he had put his deputies to work in the field instead of working for his campaign or being his personal bodyguard, maybe he would not have left the county with 20,000 unserved warrants – some years old. Yes, Walking Small was a failure and a disgrace. BUT, the county became a willing partner when it created positions in the CCPD to try to make amends. Conversely, I’m against paying for promotions and back pay for positions that should not and do not exist. The county is ‘broke’ and is trying to ‘finally’ save some money; cut the budget. It’s painful and not everyone will be happy with the process. Ce la vie.

Despite all the people that set out from day one to sabotage him, Sheriff Hill never strayed from making Clayton County a safer county. Now look at things, daytime home invasions/murders, burgarlies are on the steady increase and so are murders. This county is really benefiting from the new Sheriff and Police Dept. working together, yeah right! I’m calling for Sheriff Hill to run again and help with this increase in crime. Bring back the Cobra Unit. Sheriff Kembrough is not cutting it!

to lil vic supporter – if lil Vic was “all about crime” in Clayton – how come he left 20,000 unserved warrants – those were his job – and he failed miserably. BB The amount of warrants that any Sheriff’s Office has is play on words. Warrants come in all day, everyday. It only costs $20 dollars to take a warrant out on anyone, for anything. Warrants will always, and I do mean always be there. If you go to the Clayton County Sheriff’s Office right now, I bet you there are more than 20,000 unserved warrants there right now! Bottom line we know there are politics involved in this. You are a person that like to spin the politics to confuse the public. It doesn’t work with me. For me it’s about quality of life. Crime has significantly gotten worse since Sheriff Kembrough has taken office. He has not done anything in eight months. He had no clue on how to combat crime. His only goal was to get Sheriff Hill out of office. Now that he has accomplished that goal, he is now lost and confused. He is definently a one term Sheriff.

It was not all Sheriff Hill’s problem tho – his mentor and husband of the DA at the time – had him doing other things, right Lee. I’m going to help you stay on track, because you conveniently side-stepped commenting on how the crime has worsen in the past 8 months under Sheriff Kembrough’s watch. When Sheriff Kembrough took office on January 1st, he was the local news holding hands with Clayton County Police Chief Jeff Turner, talking about how they have form this alliance to combat crime in the county and I also remember them issuing a stern warning to the criminal element to beware! We see how much that speech scared the criminal element: Increased burglaries, Increased home invasions, Increased robberies, etc. etc. Once again Sheriff Kembrough should be a one term Sheriff! P.S. Vic was a one term sheriff – the rep of Clayton for criminals was laughable under Vic – they knew he was all about the TV screen and not substance. The people understood that and voted his behind out. Where the heck is little man now – surely Home Depot will take him back as a Rent-a-cop. Maybe he is doing work for the man – Lee Scott. With bad elements coming in during Vic’s time – the crime may continue for a time – until they realize Turner and Kimbrough are not “walking small”. Time will tell. Are you suggesting that we should have kept Sheriff Tuggle? Are you serious? Keeping Sheriff Tuggle was not an option. Please be sure to know your history when it comes to Clayton County. This is a county historically run by Klan and “Good Ole Boys” and check your history once again, Tuggle in his 20+ years as sheriff, has done more than Victor Hill ever could have, if not worse. The problem was and always will be, when a person of color attempts to challenge the position of a White person, everything that can be done, will be done to keep him down. The only people who voted color in Clayton 4, 6, and 8 years ago were black. It never was about Vic being black – it was about his past and his attitude. Blacks were also the voters that kicked him out because they finally woke up and decided they wanted good representation, not just black representation. The blacks of this county voted for the person – cases in point – Sheriff Kimbrough – black, Solicitor General Mosley – black, DA Lawton – white, Commish Chair Bell – black. BOE – 6 black, 2 white. The voters should be congratulated – they voted better than the whites would have 20 years ago given the opposite situation.

I need YOU to find out why one of Sheriff’s Kembrough deputies (A Captain) was driving drunk in Fulton County on July 25, 2009, in an unmarked Dodge Charger, running lights and siren (for no official reason), had an four car accident and totalled the Charger. Your great Sheriff Kembrough responded to the scene, brought this Captain some salt and vinegar potato chips to mask the smell of the alcohol, and then proceeded to orchestrate a massive cover-up of the entire incident. The Atlanta Police Department allowed this to happen, since they were on scene and it occurred in their jurisdiction. This is YOUR assignment if YOU choose to accept it!

What we do know is the facts of what happened during Lil Vic’s tenure. Here are a few of his stellar accomplishments:

- did a great job going after the extremely scary and oh so dangerous to Clayton residents, the criminals of massage parlors, gambling rooms and video poker
- fires 27 officers, mostly white, with snipers branding assault rifles on the roof of the jail, because he was paranoid he would be attacked
- vainly had to have his name painted on all Sheriff vehicles and had a custom blue light display on his work vehicle grille in the shape of a “V” for Victor
- dressed like a Michael Jacson wannabe – he got that from Elgin
- banned Clayton police officers from the jail building
- illegally using drug forfeiture funds and vending machine funds
- discrimination lawsuits brought by black and white accusers
- 7 million dollars in one lost lawsuit – many more lawsuits pending
- false arrests
- refused to work / co-operate with other law agencies in the state
- Civil Service violations
- ignored rulings of the Civil Service board
- ignored rulings of the state court – violating court orders
- racial hiring and firing – state and federal racial bias suits
- object of investigation by the state of Georgia
- object of investigation by Federal authorities
- object of investigation by Equal Employment office
- had a habit of using his various second-in-command officers as scapegoats for his own actions then firing them
- his hiring of known criminals as deputies
- he gave “Daddy” Lee Scott a Deputy badge and the right to carry a gun in that capacity
- refused to allow press to be present at his public meetings
- illegal employment terminations not associated with the 27 on his first day
- AWOL from his job as Sheriff much of the last 3 months of his term – even his own employees not knowing where he was
- inhumane treatment of inmates in the county jail
- ordered those under his command to do illegal activities
- sued by his own lawyer
- refusal to work with the new Sheriff-elect during transition – public safety violation
- missing equipment including weapons and keys to the jail -gues that explains the transition problem
- his accusation while running for office that Sheriff Tuggle was corrupt that he bought and warehoused 1 million bedsheets – only to find the sheets he referred to were actually paper towel sheets one uses when drying your hands after washing them
- ducked any responsibility by filing bankruptcy as soon as he left office – making personal judgements against him moot
Yeah boy – Victor was THE MAN. Little man – BIG JOKE.

You really did not know the relationship between Victor and Lee Scott – did you. Lee Scott had a do-boy in Victor and a do-girl in his wife. They did nothing with out his say-so. to all you walking small supporters who are associating crime going up with the new Sheriff clearly have no idea how the system works. lets break it down for you small minded people.

The Police: well see they are the ones who actually go out and arrest criminals in the act or through investigations. This can be anything from drugs, DUI’s, guns, illegal driving, or traffic stops.

The Sheriff’s dept: this group of fine officers are the people who are responsible for running the jail, working in courts and serving warrants.

i hope this simple break down clarifies the roles they play in most functioning counties.

i get soo sick of people with no education or background saying that because of the Sheriff crime has gone up. for your information, crime is going up everywhere across the country for several reasons; one being the reccession and the other lack of jobs.

Michael- I am always surprised to find that those who feel their level of intelligence is superior to others seem to always make the most ignorant comments. In most cases they are attempting to compensate for something. Did you know there are only 59 counties in the state of Georgia of which less than 15 have a county police department, which means the Sheriff’s Dept. is responsible for all policing functions. Which saves the taxpayers from paying for duplicate services. Sheriff’s deputies have statewide arrest powers whereas county police can only arrest within their jurisdiction.

Black Rain- My mistake I stand corrected there are 159 counties of which only less than 15 have county police departments. Fayette county does not have a county police and is considered a metro county. Clayton County is one of smallest metro counties in the state of Georgia. The only reason why they have a county police department is for political reasons not so much for public safety needs. Now let’s get back to my original statement of Kembrough committing adultery. Is this not a violation of code of conduct for both P.O.S.T and departmental policy under fraternization?

Hey Mikey, No one is saying that the increase in crime is due to Sheriff Kembrough. What we are saying is that as the Chief Law Enforcement Officer of the county, you have a duty to act. Crime has increased and he needs to act. If you do not want to be held accountable, then DO NOT get on television talking tough and forming alliances and making statements that you are going to be tough on crime. We the people are going to hold you to your statements. At least when I called Sheriff Hill for assistance, after not receiving any from the Police Dept., he responded and took care of the situation. At least this man attempted to ACT, but Sheriff Kembrough THINKS that if he comes in and be quiet, he will be okay! I DO NOT THINK SO! I’m a citizen of this county and I demand service, and I WILL put pressure on you if I do not receive it.

Using your logic that inquiries into Victor going no place – then he must be innocent. Then Kim must be innocent too, by way of inquiries going nowhere. If that doesn’t suit you – you are a hypocrite.

So Vic came to your aid – funny Vic did nothing when “Daddy” Scott threaten people with a pistol and he did nothing with the verbal abuse Scott heaped on any county employee or county resident that had the audacity to stand up to him.

By the by – if you check into Georgia law history, the counties were given the right to form a county police dept. When doing so they limit most of the duties of Sheriff to those surrounding the operations of the courts. The voters gave Lil Vic a resounding NO when it came to the idea of consolidating them – esp under his Napoleonic headcase rule. Lil Vic was the perfect reason to have both.

While part one index crimes collectively (rape, armed robbery, burglary, theft, arson, etc.) that were reported to the FBI are down 6% in Clayton from January-June of 2009, as per Chief Jeff Turner, burglaries and theft are up. See Kimberly’s article Aug 10. Your arguments are moot.

Victor Hill – aka Victor 2 – Amazing that you keep doing what you accuse me of. – I am a supporter of Kembrough – but I would have been a supporter for anyone over Lil Vic except maybe Lee Scott. Any of the eight that ran for Sheriff would have been better. You have yet to refute any of the facts I raise about you – victor. Your assignment is to go over each – not pick and choose – each line . You do not because you cannot. You do not have the capacity to do so. Go back to your new job as a rent-a-cop – ie, security guard. Go survey the premises and get of the company computer.
