One upside to the current economic upheaval is that mortgage rates have fallen to their lowest levels in recorded history. Unfortunately, many homeowners who would love to take advantage of this situation by re-financing their homes are unable to do so because they are “underwater” on the property – they owe more on the house than it’s worth in the current market.

If you haven’t bought Halloween candy yet, you’re in good shape with this week’s sales and coupons. When you combine various coupons and promotions, you’ll be able to buy name-brand bags of candy as low as $1.38 per bag, which is a savings of more than 50 percent.
Target: Find 10.5- to 11-ounce bags of fun size Kit Kat, Reese’s, Snickers and selected varieties of candy bars on sale for $2.49 per bag. Use the $1-off-three coupon from the Oct. 16 or Sept. 25 SmartSource circulars to pay $2.16 per bag.
Walgreens: find an in-ad coupon to get Hershey’s, Reese’s, Mars or Nestlé fun size candy (10- to 12.5-ounce bags) on sale for $1.99. Walmart is reintroducing layaway to help shoppers play Santa Claus on a cash budget this holiday season.
The nation’s largest retailer is the latest to breathe new life into this very old way of shopping. Sears, Kmart and Toys “R” Us have all done layaway plans for the past few years and are doing them again this season.
Here’s how layaway worked in the past: You’d go into a store during the fall and put a deposit down on a sale item that you wanted to give someone at Christmas. (Traditionally, your deposit was noted on a piece of carbon paper in the days before the computer era.) Then you would pay additional money toward the outstanding balance in the weeks leading up to Christmas.
